GOVERNMENT OF NCT OF DELHI DELHI DISASTER MANAGEMENT AUTHORITY No. F.2/08/2020/S.I/part file/2 J Dated: 03.06.2020 ORDER Whereas, the Delhi Disaster Management Authority (ODMA) is satisfied that the NCT of Delhi is threatened with the spread of COVID-19 epidemic, which has already been declared as a pandemic by the World Health Organization, and has considered it necessary to take effective measures to prevent its spread in NCT of Delhi; And whereas, Delhi Disaster Management Authority has issued various orders/instructions from time to time to all authorities concerned to take all required ‘measures to appropriately deal with the situation; And whereas, Delhi Disaster Management Authority has issued Order NO. F.2/08/2020/S.l/part file/194 dated 24.05.2020 whereby conveying the guidelines for domestic travel (air /train/ inter-state bus travel) issued by Ministry of Health & Family Welfare, Govt. of india Now, therefore, in partial modification of aforesaid order dated 24.05.2020 and in exercise of powers conferred under section 22 of the Disaster Management Act, 2005, the undersigned, in his capacity as Chairperson, State Executive Committee, DDMA, GNCTD, hereby directs all authorities concerned as follows: a) All asymptomatic passengers who enter / de-board in NCT of Delhi shall home quarantine themselves for 07 days (in place of 14 days self monitoring of health as mentioned in point no. 9 of the aforesaid guidelines of MoHFW, Gol). b) In this regard, concerned airport authorities, railway authorities (General Manager, Northern Railway) and transport authorities (Secretary-cum-Commissioner (Transport), GNCTD and MD, DTC} shall provide passenger manifest to the Office of Pr. Secretary (Revenue)-cum-Divisional Commissioner; GNCTD on a daily basis, ©) The office of Pr. Secretary (Revenue)-cum-Divisional Commissioner, GNCTD shall forward the passenger manifest to the respective District Magistrates under whose. jurisdiction the passenger residesistays. d) The District Magistrates shall ensure that the passengers residing in their jurisdiction remain in home quarantine for 07 days. e) Sh. Se 24.05.2020 Government of India Ministry of Health and Family Welfare Guidelines for domestic travel (air/train/inter-state bus travel) 1) Dos and Don'ts shall be provided along with tickets to the travellers by the agencies concerned, 2) Allpassengers shall be advised to download Arogya Setu app on their mobile devices. 3) Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/railway station/bus terminals and in flights/trains/bus. 4) The States/UTs shall ensure that all passengers shalt undergo thermal screening at the point of departure and only asymptomatic passengers are allowed to board the flight/train/bus. 5) During boarding and travel, all passengers shall use face covers/mask. They wilt also follow hand hygiene, respiratory hygiene and maintain environmental hygiene. 6) Atairports/railway stations/ bus terminals required measures to ensure social distancing shall be taken. 7) Airports/railway stations/bus terminals should be regularly sanitized/disinfected and availability of soaps and sanitizers shall be ensured. 8) Thermal screening at exit point shall be arranged. * 9) Asymptomatic passengers will be permitted to go with the advice that they shall self-monitor zs their health for 14 days. In case, they develop any symptoms, they shall inform. the district surveillance officer or the state/national call center {2075). 10} Those found symptomatic will be isolated and taken to the nearest health fa be assessed for clinical severity at the health facility, lity. They will 11) Those having moderate or severe symptoms will be admitted to dedicated COVID Health facilities and managed accordingly. 12) Those having mild symptoms will be given the option of home isolation or isolated in the Covid Care Centre (both public & private fa ities) as appropsiate and tested as per ICMR protocol available at https://www.mohfw.gov.in/pdf/Revisedtestingguidelines.pdf. if. If positive, they will continue in COVID Care Centre and will be managed as per clinical protocol. In case, any symptoms develop they shall inform the district surveillance officer or the state/national call center (1075). As per SoP | issued by MHA at point (vi), States/ UTs shall prescribe health protocols for the passengers ariving at its | railway stations. In pursuance of tis, folowing SOP shall be followed by the District Administration and Heath Deptt, GNCTD for persons arriving at Delhi + The detailed lst of passengers wit their arival date and time, etc. would be shared with the concemed DC of the area by the Nodal Officer appointed by the Indian Railways at least one day in advance, so that necessary arrangements for the medical screening can be made. ‘© Ministry of Railways shall ensure that all the persons boarding the train shall be compulsorily sereened and only asymptomatic persons shal be alowed to board the train. At the Railway Station, maintenance of order and social distancing norms shall be the i responsbblty of Indian Railways. | Railways shall set up a separate screening area with screening counters keeping the social ae | distancing norms. Adequate no. of screening counters depending upon the no. of passengers | arriving should be made. All required furniture should be putin the soreening area and counters | for the medical teams and the passengers. Railways shall ensure that while deboarding of the passengers social distancing norms are followed scrupulously and passengers are deboarded in a staggered manner so that they don't crowd the screening area. Further it should also be ensured by the railways that the deboarding, soreening and exit from the railway station is done in an orderly manner by the passengers. Railways shall also create a waiting area forthe patients who are waitin for the screening with | adequate seating arrangements. * Concemed DC with the assistance of CDMO shall ensure that adequate number of medi teams is placed at the Railway Station ‘© DGHS would provide PPE kits, thermal guns etc, to the medical teams.
