INSULATING LINERS Scope ‘The Insulating Liners, hereafter referred to as liner(s), shall meet all technical requirements of this Specification, General Requirements (2) The liners shall be compatible with the approved fastening system, (b) The principal purposes of liners are to contribute to the electrical isolation of the rails as required by the signaling systems and form a sacrificial wearing component to prevent excessive wear of the rail, rail clip and insert. The liner material shall demonstrate sufficient strength, toughness and wear resistance. (©) The liner manufacturer shall be ISO 9001:2015 accredited and shall adhere to a quality assurance protocol and evaluation in accordance with the relevant quality standard (A) The Contractor, after completing his review, shall submit manufacturer's quality control plan to the Engineer and obtain the approval of the Engineer prior to commencement of manufacture of liners. The.quality-control plan shall. include checks on.raw materials, manufacturing process, = Finished Tiers, sampling plans anid acceptable quality Tevels je manufacturer shall have a calibration system consistent with the requirement 9001:2015 for all inspection and test equipment. (e) The Contractor shall also submit Inspection and Test Plan (ITP) to the Engineer and obtain the approval of the Engineer prior to commencement of manufacture of the liners. Material (a) The raw material shall be heat stabilized unfilled high viscosity nylon 66 or equivalent having the properties given in Table Table Properties of Raw Material for Manufacture of Insulating Liners Property Value and Standard Subsection C: Trackworks n Mean viscosity 260 - 360 em’/g to [80 307 Mean density 1135 to 1145 kg/m? to ISO 1183, ‘Mean melting point Approximately 260 degrees Celsius to ISO 11357-1/-3, Volume resistivity 10” ohm em to IBC 93 (b) The liner manufacturer shall procure the raw materials from proven manufacturers and obtain with each batch of fw material Certificate of Chemical Analysis and Certificate of Conformance of the material to the Specification. ‘Manufacture (@)__ Drawings ‘commencement of manufacture of the liners. (Dimensions The liners shall be manufactured to the dimensions and tolerances given on the approved drawings of the liners Testing for Physical and Mechanical Properties (a) Raw Material Contractor and manufacturer shall ensure that the raw material used for manufacturing, the liners meets the requirements ofthis Specification (b) Surface Finish Liners shall be visually inspected. The liners shall be clean and free from evidence of gassing or burning. The spruce and any flash shall be cleanly removed. (©) Dimensional Accuracy Dimensionat checking shall be done with approved calibrated measuring equipment, The liners shall conform to the dimensions detailed on the appropriate drawing @ Hardness —Liners-shal-be-tested-for-Roclevell-Herdness—test-in-nevondamee with ASEM F851 — << = __egivatent standara- Minimum hardiness value shalt be 110. (©) Tensile Strength and Elongation Liners shall be tested before conditioning in accordance with ASTM D-638 or equivalent standard test method for tension properties of plastics. The tensile strength shall be greater than 170 Mpa. ‘Maximum elongation at break shall be 10%. (Water Absorption The percent water absorption shall be 1.6 minimum after 5 hours water conditioning at minimum 95 degrees Celsius. Tre Water absorption shall be measured at least 24 hours after removal from the water, The weight shalt be checked with ealibrated weighing equipment.
