Leave Procedures in Your Organization.

I am an employee of Bangladesh Bureau of Statistics (BBS), Ministry of Planning, which is a


government office. According to the section (1)(4)(a) of chapter 1 of Bangladesh Labour Law 2006,
this law is not applicable for the offices of or under the government. However, government has its own
rules for its offices for leave procedures and others. Most procedures of leave have similarity between
government offices and other offices except few, which are briefly discussed below.

Government offices are entitled to 18 types of leave. Leaves and its procedures are described in the
Prescribed Leave Rules, 1959. Leave must be claimed as written, but cannot be claimed as right;
authorities can cancel or alter the leave timing for public interest. Leave can be taken with the
continuation of government holidays, but cannot be taken for the period which is covered by two
government holidays in the beginning and ending. Earned leave on average pay can be taken for four
months, but can be extended up to six months on special grounds. Extraordinary leave can be taken for
three months with the continuation of other leaves. Employees will not be paid for such leave. In case
of study leave, employment has to be permanent or completed for five years. Authority approves study
leave for maximum two years on half-average pay.

Maternity leave can be claimed for two times for the whole tenure and for six months each time. Both
permanent and temporary employees are entitled to this leave. Such leave will not be deducted from
leave account and leave starts from the day of birth of her child. In case of casual leave, ten days at a
stretch can be given (20 days in case of hill tract), which cannot be extended. Usually, employees cannot
leave their workstation for casual; but they have to mention in case of leaving workstation. All kinds of
leaves must be claimed in written, and it solely depends on the authority whether to accept or reject the
leave applications.

From my point of views, leave procedures seems appropriate and acceptable. But leave account must
be maintained properly. Many offices have provisions for maintaining leave account for staffs only, but
lack for officers. As a Class I officer, I don’t have any leave record. My superior, Deputy Director
(District Statistical Office) approves my leave applications, but doesn’t record any. Unlike staff, Class
I officers do not have any service book. So, leaves are not recorded, which must be maintained. Because
if this continue, I can claim more leaves in future when needed as my leaves are not recorded, which is
actually beneficial for me. But for staffs, they have their service books, and everything is recorded in
their service book.

Unlike government offices, other offices have their own leave procedures in accordance with the present
law. Sometimes, it depends on the organizations to speed up the procedures. Leave procedures in
government offices are well set, but sometimes they need to speed up the approval/rejection procedures.
In some cases, authority takes much longer time to take decision, for which we sometimes miss the
program, for which leave was applied for.
