INTRODUCTION The implementation of 100,000 km alternative road system under the Government's policy statement "Vistas of Prosperity and Splendor" consists of rehabilitation of national, provincial and rural roads in order to facilitate travelling and enhancement of economic development of the country. 1.4. Objectives Improve the road network + Re-surface the entire road network and modernize to match international standards, + Facilitate higher level of access to main highways and expressways. * Construction of bypass roads and improvement of junetions. * Connect unreached rural areas with the urbanized centers of each district of the country. Thus; - Improves lifestyle of the villagers. - Provides easy access to human necessities. = Ease administrative services. Enhance the capacity of local contractors + Islandwide small-scale contractors will be given opportunity in carrying out all the rehabilitation/improvement works under this programme. Thus; - Enhance the capacity of local contractors = Provide employment to the local communities with increased job opportunities. = Encourage local contractors to maintain industrial standards with an upgrade to the’ current rating. = Gives a boost to the construction industry of Sri Lanka, 4.2. Work Scope + The selected Provincial and Rural roads will be rehabilitated/improved to 3~5m road width, depending on their existing road width & without any land acquisitions. 2.6.2. 26.3. 2.6.4, Interim Payment (IPC) Release of Retention Money Performance Certificate ..... 12 14 1 + Improvement methodology has been derived based on the existing surface conditions of selected provincial or rural roads which will be included in Employer's requirement in detail + The general categorization based on the existing condition of the selected roads will be; Category —Gravel/Earth roads which require rehabilitation Category2 Concrete roads which require resurfacing and/or widening Macadam/SBST/DBST roads which require resurfacing and/or Category 3 widening Category 4 Interlocking block paved roads which require rehabilitation 1.3. Commencement of Work The Contractor shall commence the works within 14 days after receiving LOA. Performance Bond and Advance Bond Before commencing the Work, the Contractor shall submit Performance Bond for the value of 5% of Contract amount (Performance Bond amount mentioned in the LOA). ‘The Advance Bond shall be for the value of 20% Contract Sum excluding amounts for Contingencies and Provisional Sums. Both Performance Bond and Advance Bond shall be obtained from an acceptable bank or Construction Guarantee Fund (CGF). Agreement ‘The Contract Agreement will be signed between the Employer and the Contractor. 3 Implementation Guidelines 2.3. 28. s necessary. Pavement Design shall be carried out to verify the pavement thickness given in ER as directed by Engineer. All drawings and report shall submit to the Project Engineer for review. Pavement design can be submitted prior to the commencement of road pavement works. + For PS and Other roads No design shall be carried out for this contract packages. However, the Contractor shall prepare shop drawings (CS indicating road formation levels) Using initial survey data while considering pavement thicknesses and drainage requirement as per ER, and shall submit to the Project Engineer for review. Construction + Complete the Project as described in Scope of Works. + The Contractor's QA system will be supervised by Engineer's Representative through the Project Engineer. + The survey works except RDA roads and pavement performance evaluation will be carried out by the Employer using separate contractors, will be supervised by Engineer's Representative through the Project Engineer. Survey Works The survey works of the project will be carried out by selected survey contractors as per the Scope of Work and Specifications for survey works (Annexure 01). I Survey + Establishment of Primary Control Points * Establishment of Secondary Control Points, Control traverse and Control levelling + Establishment of Centre Line = Longitudinal (LS) & Cross Section (CS) survey on existing roads. Verification shall be obtained from the Project Engineer. * Initial R.O.W. Video Logging Prior to commencement of civil works, initial survey data shall be handed over to the Contractor through Engineer's Representative. Copies of Init | survey shall be Implementation Guidelines 2.3.2, 2.3.3, 2.4. 244, 2.4.2. Bin forwarded to the Engineer for confirmation in payments and to the pavement performance evaluating contractor through the Project Engineer. ‘The Contractor shall prepare shop drawings using above inital survey (CS only) data while considering pavement thicknesses and drainage requirement as per ER, and shall submit o the Project Engineer for review. As-built Survey + Longitudinal & Cross Section survey on improved roads * Final R.O.W. Video Logging (post-construction) ‘As-built survey data shall be handed over to the Contractor through the Project Engineer. Copies of As-built survey shall be forwarded to the Engineer for confirmation in payments and to the pavement performance evaluating contractor through the Project Engineer. Survey Works in 250Mn Contracts (C3-CS2) The survey works except for RDA roads within 250Mn Contracts shall be carried out by the survey contractor. The survey works of RDA roads included under an item of the Lump Sum Estimate, shall be carried out by the Contractor. In such case, the survey works to be carried out under the supervision of the Project Engineer. Further all the survey data shall be forwarded to the pavement performance evaluating contractor through the Project Engineer. QA & QC QC Works in 50Mn Contracts (C4-C6) All required testing will be carried out by RDAIPRDA laboratories which are Nominated by the Engineer in frequencies as described in Annexure 02. Coordination and supervision of testing will be done by the Project Engineer. QA Works in 250Mn Contracts (C3-CS2) All tests to be carried out by the Contractor under the supervision of the Project Engineer in frequencies as described in Annexure 03. Implementation Guidelines 2.5. Pavement Performance Evaluation ‘An independent Pavement Performance Evaluation will be carried out by the Employer, using a separate contractor. All tests relevant to pavement performance evaluation shall be carried out by the selected contractors for the purpose. The Project Engineer shall handover all the survey and video logging data to the pavement performance evaluating contractors. The coordination will be done by the Project Engineer. The Pavement Performance Evaluating Contractor shall carryout the works as specified in relevant Scope of Works and the Specification (Annexure 04) and shall submit the reports to the Engineer's Representative through the Project Engineer 2.6. Payments 2.6.1. Advance Payment ‘The advance payment will be issued in two stages; Stage 1 - Immediately after signing the Contract, 10% of Contract Sum excluding amounts for Contingencies and Provisional Sums. Stage 2 - After mobilization, ‘temaining 10% of Contract Sum excluding amounts for Contingencies and Provisional Sums. 2.6.2. Release of Retention Money ‘50% of the retention will be released at the Substantial Completion of Works. The balance of retention will be released after Defects Liability Period at the Final Payment. 12 Implementation Guidelines = The total amount of retention shall not exceed 5%of Contract Sum 20% of Contract Sum excluding amounts for Contingencies and Provisional Sums, will be issued in three stages 1 Retention Stage 1~10% Immediately after signing the Contract 2 Advance Payment Stage 2-5% 50% completion of clearing & Grubbing Stage 3-5% Balance 50% completion of clearing &Grubbing = Interim Payments will be made at the Completion of each milestone. - Advance payment will be partially recovered at the each 3 | 1Pc Interim Payment, = 10% of each Interim Payment will be retained from each IPC, as the total retention will not exceed 5% of the Contract ‘Sum. = When whole of the work is completed up to finish | evelincluding lane marking and testing, it will be considered as the Substantial Completion of the Project. eee ~ at the Substantial Completion, the Engineer will issue a 4 Taking Over Certificate to the Contractor. - after that, the Engineer will issue a Statement of Completion | within 42 days. - Release 50% of the retention. 13 Implementation Guidelines ‘ = Atthe completion of Defects Liability Period, the Contractor shall submit all relevant Contractor's documents to the Engineer. - Then, the Engineer will then issue a Performance Certificate within 28 days after completion of Defects Liability Period. Performance Certificate When issuing the Performance Certificate, The Engineer will consider; - Alll the test reports for QC system for C4-C6 Contractors - QA system adopted by C3-CS2 Contractors and - Employer's Pavement Performance Evaluation reports. 14 ' Annexure - 01 SCOPE OF WORK AND SPECIFICATIONS SCOPE OF WORK FOR ‘ LONGITUDINAL & CROSS SECTION SURVEY ON APPROX. 50 KILOMETERS OF ROADS IN AMPARA DISTRICT OF SRI LANKA UNDER THE IMPLEMENTATION OF 100,000 KM ALTERNATIVE ROAD SYSTEM AS PER GOVERNMENT'S POLICY STATEMENT OF "VISTAS OF PROSPERITY AND SPLENDOUR" SPECIFICATIONS 1. The Works consists of carrying out longitudinal and cross section survey on S0kms of roads in Ampara district under the programme-the implementation of 100,000 km alternative road system as per the government's policy statement of “VISTAS OF PROSPERITY AND SPLENDOUR”. This programme Consists of rehabilitation of provincial and rural roads in order to facilitate travelling and enhancement ‘of economic development of the country. 2, The Ministry of Roads & Highways currently involved in preparation of district wise road lists, which include provincial and rural roads proposing for rehabilitation improvements. The MORH will further asses and prepare Contract Packages to include approximately S0km of roads based on their close proximity to each other within a district. Thus there will be one or more Contract Packages for each district Sri Lanka. However the list of roads to be included in each Contract Package will be notify to the bidder at the time of award, 3, The selected roads in 2 Contract Package will be rehabilitated/improved to 3~Sm road width depending on their existing road width without leading to any acquisitions. 4, The survey shall be carried out before and after the rehabilitation/improvements on the respective Contract Package. Therefore, the Works shall be carried out in following two(02) stages; ‘Stage 1- Initial survey on roads before rehabilitation/improvements. ‘Stage Il- As-built survey on rehabilitated/improved roads. ‘There will be approximately 60 days gap between the Completion Date of the stage I and the Start Date of the stage Il allowing the duration for rehabilitation /improvements. 5, The Works shall be started and completed as specified in Clause 3 of ITB. 6. The Works of Stage I includes; + Establishment of Primary Control Points (GPS Points) and Secondary Control Points. + Initial Longitudinal Section & Cross Section survey at 20m intervals, + Initial R.O.W. video logging = Submission of documents 7. Atthe completion of Stage |, the Contractor shall hand over the site to the Employer. The Employer will carry out rehabilitation/improvement works soon at the completion of above Stage I, by using another selected contractor for the intended work. There will be approximately 60 Days of time duration is allocated by the Employer for rehabilitation/improvement works. 8 The Employer will notify the Contractor, the Start Date of the Stage II of Works with right of access to the Site at the completion of rehabilitation improvement works. 9, The Works of Stage Il includes; «~ Establishment of missing markers. = As-built Longitudinal Section & Cross Section survey at 20m intervals, - Final R.O.W. video logging ~ Submission of documents 10. tthe completion of Stage Il, the Contractor shall hand over the site to the Employer, 12) SPECIFICATIONS FOR LONGITUDINAL & CROSS SECTION SURVEY ON APPROX. 50 KILOMETERS OF ROADS IN AMPARA DISTRICT OF SRI LANKA UNDER THE IMPLEMENTATION OF 100,000 KM ALTERNATIVE ROAD SYSTEM AS PER THE GOVERNMENT'S POLICY STATEMENT OF "VISTAS OF PROSPERITY AND SPLENDOUR" 1. GENERAL ‘The bidders shall carry out the Works described in above Scope of Work as per following specifications. 2. ESTABLISHMENT OF CONTROL POINTS 2.1, Establishment of Control Points 2.1.1. Establishment of Primary Control Points (GPS Points) Primary Control Points shall be established at maximum 5 km intervals including the Start Point and the End Point of the section. For road sections less than km of total length, Primary Control Point shall be established only at the Start Point and the End Point of the section Near each control point another one points inter-visible to each other shall also be established and to be used as a back-sight and as a check point. ‘The Horizontal Coordinates (N, E) of the control point shall be determined by static GNSS receiver with reference to the National Grid. The Zenith (Z) value of the control point with reference to the Mean Sea Level shall be transferred from a Bench Mark (BM) as the first preference. In case of any difficulties in providing such, the GNSS Instrument's Zenith value at the Primary Control Point with minimum errors recorded, shall be considered as the reference point. The horizontal accuracy 50mm and vertical accuracy 50mmshall be maintained for each control point. GNSS instrument records shall be submitted for accuracy verification by soft and hard copy formats. 131 21.2, ‘The permanent monuments shall be constructed for each control point at a suitable location which shall not be disturbed by road improvements or any other constructions, at least 300mm below from the existing surface with adequate concrete surrounding having thickness not less than six (6) inch, in order to minimize the disturbances. The monument size of a Primary Control Point shall be 200mm X 200mm in bottom, 150mm X 150mm in top and 300mm height. All monuments shall be numbered in ascending order. Alll the details of Primary Control Points together with dead measurements shall be handed over to the Employer. Establishment of Secondary Control Points Secondary Control Points shall be established at maximum of 250m intervals and shall be inter-visible with its adjacent stations. ‘The Horizontal Coordinates (N, E) of Secondary Control Points shall be determined by transferring from Primary Control Points. In determination of Zenith (2) value with respect to MSL shall be carried out in same procedures, as for Primary Control Point. ‘The permanent monuments shall be constructed for each control point at a suitable location which shall not be disturbed by road improvements or any other constructions as the first preference, The monument size of a Secondary Control Point shall be 150mm X 150mm in top and bottom, and 250mm height. With the unavailability of ground space for monuments, the secondary control points shall be established on permanent objects and they shall be adequately painted. All monuments shall be numbered in ascending order. All the details of control points together with dead measurements shall be handed over to the Employer as a separate volume. 141 22. Control Traversing and Leveling by Total Station ‘The surveyor shall run the control traverse just outside the construction area of the road pavement to minimize the disturbance to control points and pegs from road rehabilitation activities. ‘The surveyor should submit the “Certificate of Accuracy of Instrument” authorized by Authorized Agents. ‘The traverse shall be made by series of closed polygons in 5km stretches to encompass the whole area to be surveyed. All established Control Points as per 2.1 above shall also be traversed over the corridor. Each traverse station shall firmly establish on ground by approved means to ensure that the station is permanently located and, conveniently be relocated at subsequent dates. All traverse pegs must be numbered and tied with dead measurements, ‘The closing error shall be determined and shall assure that it is within the prescribed limit. The adjusted horizontal (N, E) coordinates of all traverse stations shall then be determined. Similarly, the elevations of all traverse stations shall be found out. Once the coordinates (X, Y, Z) of all traverse stations are known these points can be treated as independent. ‘The accuracy for traverse surveying shall be: 0.200 (Ky? , Where K is total distance in km. ‘The accuracy for leveling shall be: 0.024 (K)!# in meters, Where k is the distance between the terminals in kilometers. 151 3. LONGITUDINAL SECTION & CROSS SECTION SURVEY OF THE CORRIDOR . 3.1. Establishment of Cente! e 3.2. ‘The Centerline (CL) shall be established on existing road centerline by using surveyors’ rope and the stations shall be marked at 20m intervals in straight sections, at 10m intervals in curved sections by using measuring wheel. ‘The Centerline establishment shall be carried out in consultation with the EE of RDA corresponding to the relevant area. ‘The corridor shall be defined with respect to the Centerline (CL) established as above, until the approved boundary (up to boundary markers) established by the relevant authority of the road or within the physically available boundary (fence, boundary walls, drains, etc.) of the road. Longitudinal Section & Cross Section Survey ‘The cross-section survey shall be carried out using Total station on established center points defined as per 3.1 above at 20m intervals in straight sections, at 10m intervals in curved sections. ‘The cross sections shall be marked with minimum of five (05) points in each section; shall represent actual ground shape on location and shalll be included following: ‘+ Center Point (CP) - 1 point ‘+ Edge of Pavement (EOP); here the edge of earth, macadam, asphalt, concrete pavements is considered - 2 points + Corridor Boundary points defined as per 3.1 (CB) - 2 points ‘+ Points to indicate special features of the location (lamp posts, trees, drains, steep slopes, retaining walls, utility lines, etc.) ‘The coordinates of all points shall be taken. The Coordinates (X, Y, Z) shall be determined with reference to the Primary or Secondary Control Points. Il 3.3. Preparation of Drawings ‘The plan & profile of existing road shall be drawn using all CL and EOP points surveyed in 3.2 above. ‘The drawings shall be prepared on A3 sheets. The Plan & Profile shall be plotted with horizontal scale of 1:1000 and vertical scale of 1:200. The coordinates and elevations of all CL and EOP points shall be tabulated on respective drawings. All primary and Secondary Control Points shall be shown on the plan, and the coordinates and elevations shall be tabulated on respective drawings. All the cross sections shall be plotted on A3 sheets with horizontal scale of 1:100 and vertical seale of 1:200. As - built Longitudinal Section & Cross Section Survey ‘The Centerline shall be setting out on the surface of the constructed road surface at the end of their construction period. ‘The missing markers of the control points shall be reinstated on location by the surveyor at their own cost, ‘The As-built cross sectional survey shall be carried out using Total station on same cross sectional lines in same intervals defined as per 3.2, within the corridor boundary defined as per 3.1 including new EOP up to the Corridor Boundary. ‘The new Plan & Profile on top of initial Plan & profile of the roads and all new cross sections on top of initial cross sections of the road shall be plotted on A sheets with respective drawing scales as defined in 3.2 and 3.3. vi 4. R.O.W. VIDEO LOGGING ‘ R.OW. video logging shall be collected along roads before and after the rehabilitation/improvements. The visible right-of-way (R.O.W.) shall be recorded and stored as digital images at 5/10 m intervals using an intermittent/frame-based system. The pictures shall have information superimposed which facilitates location identification (chainage and GPS coordinates) and shall have a playback system which facilitates locating specific road sections. The specifications of the cameras to be used in works shall be certified by the Engineer before commencement of Works. ‘The images shall be superimposed in real-time with the vehicle’s location in terms of displacement and GPS coordinates. Each frame shall be referenced in terms of the displacement from Longitudinal Road Profile (LRP) and the GPS coordinates in the database. ‘The data shall be provided to the Employer in two copies with appropriate (ideally printed) labels, indicating relevant district and road number(s).Only one road/ road section shall be included per one video file. The file name shall be the road ID number and the file shall be accompanied by a data catalog. 5. SUBMISSION OF DOCUMENTS 5.1. Initial submission I. All original recording of survey such as field sheets, field notes, coordinate sheets, Survey Plots and the Compact Disks (CD's) required as per the specification shall be submitted to the Employer within 30 days from the award. The Works consists of carrying out Pavement Performance Evaluation on SOkms of roads in Ampara district under the programme-the implementation of 100,000 km alternative road system as per the government's policy statement of “VISTAS OF PROSPERITY AND SPLENDOUR”. This programme consists of rehabilitation of provincial and rural roads in order to facilitate travelling and enhancement of economic development of the country. 2. The Ministry of Roads & Highways currently involved in preparation of district-wise road lists, which include provincial and rural roads proposing for rehabilitation/improvements. The MORH will further asses and prepare Contract Packages to include approximately 50km of roads based on their close proximity to each other within a district. Thus there will be one or more Contract Packages for each district Sri Lanka. However the list of roads to be included in each Contract Package will be notify to the bidder at the time of award, 3. The selected roads in a Contract Package will be rehabilitated/improved to 3~Sm road width depending on their existing road width without leading to any acquisitions. 4, The investigations/testing shall be carried out after the rehabilitation/improvements on road pavements of the respective Contract Package. The Employer will notify the Contractor, the Start Date of the Works with right of access to the Site at the completion of rehabilitation/improvement works. 5, The Works shall be started and completed as specified in Clause 3 of ITB. 6 The Works includes; - Determination of Deflections of Asphalt Surface using Light Weight Deflectometer tests at 50m Intervals and Submission of Data and Pavement Structural Evaluation Reports, - Core Cutting on weak points identified through survey or LWD tests, Determination of Density of Asphalt and Aggregate Base layers, Rectification of Core Pits and Submission of Measurements & Reports -_ Preparation Pavement Performance Evaluation Reports and Submission 7. GENERAL ‘The bidders shall carry out the Works described in above Scope of Work as per following specifications. 2, DETERMINATION OF DEFLECTIONS OF ASPHALT SURFACES ‘The determination of deflections of paved asphalt surfaces shall be carried out with a Light Weight Deflectometer (LWD). The deflections measured using an LWD can be used to determine the stiffness of pavement surfaces using appropriate back or forward calculation analysis techniques. This test shall be carried out at 50m interval along roads. ‘The Light Weight Deflectometer test shall be carried out in accordance with ASTM test designation E2583 - 07(2015). Pavement evaluation shall be carried out by a pavement design engineer or a material engineer according to deflections of paved asphalt surfaces. Instrument record files and pavement structural evaluation report shall be submitted by soft and hard copy formats separately for a road or section of a road as request by the Employer. 131 3. CORE CUTTING AND DETERMINATION OF DENSITY OF ASPHALT AND AGGREGATE BASE LAYERS Core cutting shall be carried out to collect core samples and measure the thicknesses of new asphalt & aggregate base layers. ‘The core sampling shall be carried out especially at the identified locations as weak pavement location based on an engineering survey or an asphalt surface deflection tests (using LWD), However the core sampling shalll be carried out in every stretch of one (01) kilometer length with minimum of five (05) tests per each stretch. All core pits shall be rectified with premix and same aggregate base material by compacting properly with a modified proctor hammer. ‘Thicknesses of new asphalt & aggregate base layers and density shall be measured. The test for determining the density (bulk specific gravity) of a core sample shall be carried out in accordance with ASTM test designation D2726-96a or AASHTO T230-68(2000). ‘Thickness measurements of new pavement layers and density test reports of the core samples shall be submitted to the Employer in soft copy and hard copy formats. 4, PREPARATION OF PAVEMENT PERFORMANCE EVALUATION REPORTS Pavement performance evaluation reports shall be prepared for each and every road by a pavement design engineer or a material engineer considering engineering survey data and all above measurements & tests.
