1. General. A joint Interrogation team (JIT) was constituted by the

Government of Sindh to interrogate the accused Uzair All © Sardar Uzair Jan SIO
Faiz Muhammad (Late) vide Home Department, Govt of Slndh order no SO(LE-1)
HD/3-17/2015 dated 15-2-2016 (Copy attached). The joint Interrogation of the
accused was carried out by the designated members of JIT in the session held on
28 April 2016. The accused has accepted his criminal acts before Jfl and co-related
all his actions with actual criminal happenings on ground. Details of his criminal
accounts are enumerated in ensuing paragraphs.

10, Early History. Accused was born on 10t October 1977 at Singo Lane

Lyari, Karachi. He got his early education train Govt

Dusa PrimarY School, Singo

Lane, Karachi. After passing his matriculation examination In 1992, he got admission
in Government Degree Science College, Lyari but could not clear his intermediate
examination and passed lhe:same In year 2003 as a private candidate from Board of
intermediate and Secondary Education Karachi. He got married in 1997 and Joined
his father's transport business in the year 2000. Accused remained confined in
Central Prison Karachi from 2006 to 2008 due to Involvement in various criminal
cases. The accused fled away from Karachi in May / Jun 2013 via Iran to Dubal, He
came back to Karachi! Pakistan through an unknown route but was apprehended by
Pakistan Rangers (Sindh) on 30 Jan 2016 while he was trying to enter into Karachi
from Balochistan.

11. Short Brief of Accused From 2001 To 2013

a. Local Body Election 2001, he lost Lyari Nazim ck;tions to Habib

Hassan ex PPP.
b. His father Faiz Baloch © Faizu Mama was a tranprter, who was
kidnapped and killed by father of Arshad Pappu in 2093, whereafter, he
joined Rehman Dacolt gang In order to avenge the murder of his father.
c. In 2003, he was arrested from Sujawa!, Dist Thatta by. SP Chaudry
Aslam (Late) but was released on ball and later on declared absconder
in few cases.
d. Eventually, after killing of Rehman Dacoit during jo1incounter in
2008, t.Jzair Baloch took over his gang and launched People Amman
Committee (PAC) under which garb, he continued his criminal activities
and gangwar in Lyari against Arshad Pappu and Ghaflar Zikri groups.
Beside it, his gangwar activities also continued against MOM tgt killers I
activists in the neighbouring towns of Lyari.
e. In Apr 2012, Police launched an operation in Lyari against PAC but
suffered heavy men! material losses and failed to not enter into
mainland Lya,i due to' stiff armed resistance from PAC gangsters and
remained restricted to Cheat Chowk,

f. It is important to mention that in those days MOM and PAC criminals
kidnapped / mercHessly killed eacho1herS affiliate.., while gangwar
between Uzalr Baloch and Nshad Pappu / Gh(ar Zikri gangs
supported by MQM, continued unabated.
g. ln Mar 2013, Arshad Pappu was brutally killed by Uzair's gangsters,
which made Uzair Baloch the undispUtCd criminal king or the Lyari.
I,. However, soon after the murder of Arshad PappU, PAC gangsters
developed an internal rift, wherealter its mainstay Noor Muhammad ©
Baba Ladla, separated his group which created anothrsthfe inLyari
with Uzair Baloch gang having upper hand.
After launching of Karachi Operation In September2013, he fled abroad
(Dubai / Oman).

12. JoIning of Lyarl Gang War and Peoiile Amman Committee ELGW I PAC).
In 2003, after assassination of his father by Arshad Pappu Group àñ the direction of
Rehman Dacoit, accused joined LGW (Gangster of Ghaffar Group). After release
from Jail in 2008, accused joined PAC where Rehman Dacoit appointed him as
chairman of People Amman Committee (PAC),

13. Criminal History. Accused has remained involved in large number of

killings. He has confessed 198 kIllings I. ethnic, politically motivated and Gang VV&
in which he had been involved either directly or indirectly. Accusedwas arrested by
)
some unknown agency in 2006 from Chohar Jamali, Thatta and further handed over
to SSP Ch Aslam (Shaheed). Accused was challaried In 7 cases rnd remained in jail
for 10 months. Later he was granted bail. He did not attend the ciurt after bail and
was declared absconder in these cases.

14. DetaIl of Ethinic Killinqs. Accused disclosed that in 2010, accuse ' ordered
his under mentioned gangsters to accelerate the killings of opponent workers.

a. Murder of Jalli Brother of Razzaq Commando The accused has

confessed murder of Jalil through Jabbar Langra and Bba Ladtá in
2010/11 and informed that dead body was accordingiy dposed In an

b. Ethnic Killinci of 11 Persons at Shorshah Kabarl Market. Accused
disclosed that on 19 Oct 2010, his activists namely Jabbar Langra
(kifled), Nisar © Nisari (killed), Fida Mota and others killed 11
sympathizers of a political party for paying extortion to that party. FIR
No 578110 u/s 324/3861302/34 7ATA ps Pak dy dated 20/10110
a. Murder of Jahanpir Laasl (Arshad Pappu Group). Accused
disclosed that in year 2004, he alongwith Baba Ladla, Shah Nawaz ©
Shani (killed) and Faisal Pathan armed with Makarov 19MM Pistol fired
upon Fida Jogi and Jahangir Laasi, on the order of Baba Ladla near
Shell Petrol Pump, Chaklwara in which Jahangir Lassi was killed,
whereas Fida Jogi seriously injured. FIR was not lodged because in
certain cases killing was not reported to police and as per practice gang
war criminals go for revenge rather than adopting legal proceedings
b. Murder of Yasir Baloch (Arshad Pappu Group). Accused confessed
that on his orders Razzaq Zehrj (killed) and Abid Javed carried oUt firing
on Yasir Baloch near Singd Lane Lyati for the reason being :ally of
opponent Arshad Pappu group in which, Yasir Baloch was killed. FIR
was not lodged because in certain cases killing was not reported to
police and as per practice gang war criminals go for reverge rather than
adopting legal proceedings.
c. Murder of Jail Warden Lala Amin and Three Others. Aused
disclosed that on 1 August 2010 at about 2130 hours one Sher Afzal
Niazi (Drug peddler) told •the accused on his cell phone that he
alongwith HC Lala Amin wants to meet him on which accused
suggested them to come at the house of tJstad Taju. After one hour,
accused alorigwith Sarwar Baloch, Akbar Baloch, SikandarSiku and
8/10 others came at house of Taju where they found dead bodies of HC
Amin and three others including Sher Afzal. Lala Aniin was killed with
the reason that he had Insulted (he accused once he Was in jail custody
whereas Sher Afzal Niazi and two others were very close to Lala Amin.

further disclosed that he got disappeared the doid bodies of the
deceased through his gangsters.
d. Murder o Aamlr Th Anda Activist of a Political Part. Accused
disclosed that In 2010, his gangsters, namely Mullah Nisar kidnapped
target killer Aamir @ Andah and later killed him by the orders of
accused
e. Murder of Malik Muhammad Khan (Naib Nazim Lyari town
Accused disclosed that on 6 Nov 2012,. on the direction of accused, one
ol his friend namely Arnin Buiedi killed Malik Muhammad Khan at Lee
Market who was invoive1 in anti Baloch statements and used to make
fun of Balochs. FIR No 63/12 u/s 302/34 PS Kalakot dated 6/11112.
Murder of Shahzad Charlie and 2 Others. Accused disclosed that
on 10 Jun 2012, ott the order of accused, his friends namely Sheraz
Comrade and Faisal Pathan killed Shahzad Charlie and two others at
500 Quarters Maripur, Karachi as some of the ladies from Lyari had
complained against Shahzaci Charlie that he is Involved in their rape.

g. Murder of Hafi Aslam and 4 Others. Accused disclosed that in
2012, accused called Haji Aslam followed by his 2 sons and 2 other
unknown persons at Lyan and handed over them to his gangsters Baba
Ladia and others to take revenge of murder of Hanif Baloch who was
murdered at the hand of Ahrned All Magsi group an gaigsters of Haji
Aslam resident of Dalmian on the issue of drug pedi.lw... Dead bodies
were buried at some unknown place by above mentioncd gangsters.
h. Brutal Kilfinq of Arshad Pappu, Yasir Arfat and Shera Pathan.
Accused disclosed that on 16 / 17 Mar 2013, in order to take revenge of
his father's killing by Arshad Pappu Group, he alongwith police officials
and his gangsters namely, Police Inspr Vousaf Baloch, SHO JávCd
Baloch, lnspr Chand Khan Niazi and gangsters Shabbir (PSF), Faisal
Paihan, Baba Ladla, Saqib Boxer, Captain Nisari, Zaheer, Zubair, Zahid
Ladla, Asif Kana, Habib Jan, Shah Jahan Baioch and othes kidnapped

in police mobiles arranged by lnspr Yousar Baloch and hostages were
taken to Aedam Tea Godown, Lyarl where accused alongwith Faisal
Pathan, Ustad Taju, Sheraz Comrade, Babe Ladle. ,Jabbar Langra, Lala
Orangi Wala, Yasir Pathan, Shahid © Mix Patti, Zaklr © Dada and
15/20 others massacred above mentioned three hostages, thereafter,
their dead bodies were set at blaze and disposed off in gutter, FIR No

Kalakot. He further disclose'd that he threatened the e Mtnesses that
if they tried to disclose the incident, they will be murderc.d l.eWise.
Murder of PC Shula Shah, Accused disclosed ttia in 2013 PC
Shuja was found Involved in making discreet movie / snaps of accused
which were traced by his gangsters Sarwar Baloch, Akbar, Sikandar ©
Siko, Joji and Faheem (all killed) as they checked his mobile phone for
such movie and told accused who ordered to kill him. They killed him at
Sing o Lane and threw his dead body at Lee Market.
Murder of PC Tufall Ahmed, On 01 May 2012 at Chapal Chowk Lyari
an encounter took place during operation against Terrorist of LGW.
where PC Tufait Ahmed was killed at the hands of accused and his
gangsters. He also threatened the eye witnesses. Case FIR no. 91112
dated 9 March 2012 u/s 3021336/34 nw 7 ATA. PS Kairl.
Murder of PC Ral Muhammad. On 9 AprIl 2012 at Kairi, PC a]
Muhammad was killed while on duty near Shinwari Market, Kahi where
accused alongwith his LGW terrorist kidnapped PC Ra] Muhammad and
killed him. He further stated in JIT that he had threatened the eye
witnesses of the accused that if they give any evidence against him they

Murder of Havfldar Munir and Havildar 11az Pak Ranctes(Sindh In

March 2013 Sher Muhammad Sheikh @ Shero MQM) activist, told

the accused that he has got hold of! kidnapped 2 x Rangers soldiers/i
who are involved in seeking information regarding gang otthe accused
and belong to Rangers' Intelligence Setup. Accused orderd him to wait

for Iwo days for their disposal. In the meanwhile, Accused was
approached by Rangers for getting the whereabouts of their missing
personals, on which he pretended to be ignorant about them. After
confirmations of their involvement In gathering Information about the
accused, he ordered Slier Muhammad © Shero to kill thernwith the
intention that MQM(A) will be blamed for their brutal murders. FIR no.

m. Murder of Chacha Khafiq ex Counselor of PPP. Accused disclosed
that he contacted Naeem Lahoti through Watsap from Dubai and
ordered him to kill Chacha Khaliq who was in contact With his rivat
Abdul Rauf on which Näeem alongwith his gangsters killed: him on 24
Oct 2014 at Eldgah road near Cheel Chowk, Lyarl Karachi. F No

n. Encounter with Police Path of SSP Ch Aslam anc i(IIlincj •5/6
Police I Civilians. Accused disclosed that dUring Lyari operation in
year 2012, he had ordered his gangsters namely Baba'Ladla, Ustad
Taju, Shahid Mix Patti, Younas Madi Yasir Pathan, Naeem Lahott,
Farooq Maya, Ash Niazi, Lala Orangi, Sheraz Comrade, Urrier Katchi,
Wasi Ullah Lakho, Jabbar Jhingo, Shakeel Badsha Khan and others to
resist police party and restrict their movement at B Chowk. During
encounter with police 5/6 policemen 1cMlians were killed ' injured by
indiscriminate firing by the accused with an LMG and his gangsters with
their personal weapons. Five FIRs were registered against accused and

o. Murder of Nazeor, PPP Counselor. Accused disclosed, that on 1 Nov
2014, accused ordered his gangster namely. Maab Bakich to kill PPP
Counselor Nazeer on w11ch he alongwith other gangsters killed him at
Brohi Chowk near Pathari Hotel, Lyarl.
p. &nod Encounter with Ghaffar Zlkrl (Arshad Pappu Groupi,.
Accused disclosed that from 2008 to 2010, accused alongwith his
gangsters carried out attacks on Ghaffar Zikri group in which 3/4
unknown civilians were killed.
q. Armed Encounter with Arshad Pappu Group,. Accused disclOsed
that in the year 2011, accused alongwith his gangsters Baba Ladla,
Ustad Taju, Shall Pathan, Zahid Ladla, Sikandar Siko, Yasir Pathan,
Rashid Chichi, Naeem Lahoti, Baba Barger and 15120 others armed
with M-16 and SMGs carried out attack on Arshad Pappu Group in front
of Eye Spencer Hospital in which 2/3 unknown civilian got Icifled.
16. Attack on Various Police Stations
a. Attack on PS Kalri! Haqhdadi. Accused disclosed that in the year
2010, Si-tO lnspr Asif Munawar raided Sheraz Comrade's gambling
den, in order to increase his weekly extortion (Bhatta) which resulted in
rift between police and gangsters of the accused, resulting in attack at
PS Kalri / Baghdacli. The accused made a call to SHO Asif Munawar as
to why he raided Sheraz Comrade's NAdda on which SHO expressed
displeasure on which accused ordered his gangsters to continue attack
on above mentioned police station which resulted in loss of 'perty
Including burning of police APC.
b. Attack on PS Chakiwara, PS Kalakot and Police Quarters. A' cused
disclosed that in the year 2010, on the issue of extortion, SHO
Chakiwara, Babar 1-fashmi and DSP Sarwar Commando raided on
gambling den of gang leader namely Jabbar Langra of the accused.
ResuitanUy, accused alongwith Baba Ladla, Jabbar Langra, Mullah
Nlisar and 60/70 other gangsters armed with modern weapons including
8MG, LMG, Awan Bomb, Rocket Launchers' etc attacked PS
Chakiwara, PS Kalakot and Police Quarters.

Muhammad Raisi was appointed as administrator of Lyari District
on the recommendation of accused, After appointment, said
administrator used to give Rs 2 lacs per month to a,td as extortion
(Bhatta).

Extortion Throuqh Fisheries Department Accused disclosed that
chairman fisheries Saéed Khan extorted Rs 20 lac per month to him.

Jamot to give names for appointment of directors In FCS but he refused
with the pretext that he is going to contest MPA election and does not
want to involve in FCS affairs. After refusal of Shall Jamot accused

27. Activities of the Accused in Iran

a. Preparation of Bogus Birth Certificate (lranIan. Accused disclosed
that his aunt, namely Aesha is permanently settled In Iran and is dual
nationality holder ci Iran and Pakistan. In 1980, her son namely
Abdui Ghani died, at the age of 14 /15 years. In 1987, she obtained
photographs of the accused for preparation of fake biih certificate of
accused in the name of her son. Accused clarified that previously
picture was not mandatory for Iranian Birth Certificate therefore; it was
easily managed by pasting picture of the accused.
b. Preparation of Bogus iranian NIC and Passport. Accused disclosed
that in 2006 during operation against criminal in ri accused

and Passport which was managed by aunt of the accused (Residing at
Iran ).
c. Renewal of Boqus Irani Passport. Accused disclosed ut in 2009/10.
his Iranian passport was expired. Therefore, accused aIongwith his
associate namely Abdul Samad went Iran In a Corola C?and renewed
his Iranian passport through Iranian friend namely Sabir © Sabri. Later
on accused visited Masqat on a visit visa sent by his frien namely Lala
Rajab.
d. - eckinq of Accused .and his Gangsters by Irani Police at Check
Post. Accused disclosed that in the year 2014, he alongwith his
gangsters, Wasiullah Lakho, Ayaz Zehri and Saleem Chakllti were living
at Iranian city Shaar' at the house of his cousin Jalil. Accused
alongwith his gangsters proceeded on a sea trip and were checked for
identity by Iranian Police where accsued and Saleem Chakllti managed
to cheat franian Police whereas Wasiullah Lakho and Ayaz Zehri were
arrested by police. Accused contacted his friend MaUk Baloch who
tasked Haji Nasir for their release and they were released through Lji
N asit.
e. Meetinq with Iranian lntelllqence Officer Throuqh Hail NaI.
Accused disclosed that Haji Nasir is resident of Teshil Mand of
Balochistan and is dual nationality holder of Pakistan 1 Iran and is
permanently settled at Tehran having his own busincis I property in
Iran. In 2014, Accsu'ed.was living with his friend Ma.' i1ch at Chah
Bahar where he met Haji Nash who offered him to at Tehran
permanently and he (accused) will be given a good bungalow to live
free of cost. Haji Nasir told the accused that he has good, relations with
Iranian Intefligence officers and he can arrange meeting of the
accused with intelligence officers of Iran. On the consent of the
accused a meeting with Iranian intelligence officer was artangéd by Haji
Nasir in which accused was asked to provide cettain information about

city.
28. Findincis oIJIT. In the light or disclosures made by the accused JIT has
found following:-
a. Accused along with his gangsters Is Involved in large number of
murders I target killings of his rival and innocent citizens including ethnic
and political motivated killings.
b. Accused Is guilty of murdering several police I Rangers officials,
attacking on police stations and damaging govt propert
c. Accused Is absconder In more than SO cases in wh1ôi lie Is directly or
Indirectly involved.
d. Accused has large number of assets, managed through' black money
both In Pakistan and Dubai..
e. Accused laundered huge amounts through his persons and has
disclosed his illegal assets abroad.
f. Accused Is in possession of Illegal documents of iran Nat1oiality.
g. Accused has been Involve.d In illegal purchase of weapons and
explosives through various means and he further disclosed that the no
of weapons and explosives were, concealed by him at different places.
(Few weapons and explosive material have been recovered on his
pointation; case registered vide FIR No 67/2016 PS Nabi Bux)
h. Accused under the cover of People Amman Committee (PAC) made
Lyarl his own state and put entire city in a state of fear where n one
was feeling safe especially in and around Lyari. ''A

land grabbing, china cutting and narcotics trafficking.
j. The accused is found invplved,in espionage activities by providing
secret Informations/ sketches regarding Army lnstallatlons'and officials
to foreign agents (Iranian Intelligences Officers) wht Is violation of
Official Secret Act 1923.

29. Final Recommendation of JIT
a. JIT members unanImouIy declared accused, Uzair AII@ Sardar Uzair
Jan son of Falz Muhammad (late) as "BLACK" In the light of hIS
criminal history in which he has disclosed his involvement. Furthermore,
SSPs of the concerned Districts & SSP Investigations East, West1
Central, South Zones, Karachi may be directed to inftiate criminal
proceedings against the accused and co-accused persons, irrespective
of their status; to re-open and e-lnvestlgate the casas mentiond
above; to re-arrest the adcused according to law and submit the
challans of the cases in the concerned courts 1-landover his custody to
the concerned authorities.
b. Accused has confessed his involvement In certain cases where he has
committed cr1mes which are cognizable before NAB, FIA and Anti
Encroachment Cell. Therefore, he alongwith co-accused persons be
handed over to the above mentioned authorities lot Initiating legal
action.
c. It is strongly recommended that the accused be tried under Pakistan
Army Act for his Involvement in espionage activities which falls under
Official Secret Act 1923.
d. A fresh FIR may also be registered against the accused regarding
possessions of illegal weapons and explosiveson their recovery.upon
