Cultural absolutism
According to the cultural absolutism point of view, there are absolute
vaccine sales standards against which ethical issues can be judged and
this kind of standards are the same all over the world. If AMH company
sells the vaccine that has unknown origin and poor efficacy, the vaccine
may fail or deteriorate, which is suspected of the crime of producing and
selling fake products. The fake vaccine may cause serious harm to the
inoculator's human body. For example, one of the woman appeared
erythema all over her body after being vaccinated. This means that
AMH's vaccine caused personal injury and violated the legal rights of
consumers. Consumers around the world are protected by consumer
protection laws, not just in Hong Kong. In addition, the social impact of
selling fake vaccines is also significant. It could, for example, prompt
other medical firms to follow in order to make money by buying fake
vaccines from unknown sources at low prices. In a word, the selling
behavior of AMH is not permitted by any public regulation in the world,
which means it is unethical.

2. Cultural relativism
Contrary to the above, cultural relativism claims that actions are right or
wrong depending of the context of the act, which means the vaccine sales
standards are different in countries. Tests showed that the fake vaccines
did not contain any effective ingredients at all, and some even contained
cheap saline. But the company sold those ineffective vaccines for 100,000
times as the profit to the unsuspecting Chinese mainland consumers.
According to the Hong Kong department of health, any product meeting
the definition of "pharmaceutical products" must comply with safety,
efficacy and quality requirements as required by relevant laws and be
registered with the Hong Kong pharmacy and poisons board before it can
be sold in Hong Kong. The AMH company as the local company in Hong
Kong should regulated by the Hong Kong law, however as it did not
provide effective vaccines required by law. Therefore, the behavior of the
AMH is unethical.
