4.0 EXISTING SYSTEM

Barangay Guiteb, Ramos, Tarlac is one of the barangay in Tarlac using manual
system in their payroll. In this kind of system the treasurer computes their personnel’s salary or
what they called honoraria manually. This system takes so much time for her to compute their
salary for they have sixty (60) plus personnels.

4.1. COMPANY BACKGROUND

During 90’s Barangay Guiteb has only thirty (30) plus personnel’s. And their
salary/ honoraria is not the same as what they have now. Before, Barangay Guiteb has eleven
(11) members in the Sanggunian which includes the SK Chairperson, nine (9) Barangay Health
Workers, ten (10) Barangay Tanods including the chief tanod and two (2) Utility.

In the year 2010, and in exchange of Administration the new Executive which is
the Punong Barangay added some personnel’s that could possibly help them in maintaining the
Peace and order in barangay, monitoring the Health conditions of the residents, faster release
of needed documents and mediating personnel in every disputes/complains. As the population
increases the new Punong Barangay decided to add some personnel’s like Barangay tanods,
Barangay health Workers, lupon Tagapamayapa, barangay Clerk and Barangay information
officer.

Now, 2020’s Barangay Guiteb has more than sixty (60) plus salaried personnel.
As their population increases they need more personnel like Lupon Tagapamayapa to mediate
in every disputes. But for now it not possible due to budget constraints for personnel’s salary.

4.2 DESCRIPTION OF SYSTEM

The payroll system of Barangay Guiteb contains the following data’s, such as the
personnel’s name, position, salary amount, signature adjustments and deductions if any. It also
contains the cash gifts, mid-year bonus, and year-end bonus but it is only applicable to the
Sanggunian members which is from Punong barangay, seven (7) kagawad, one (1) SK
Chairperson, one (1) treasurer and one (1) secretary. The above-said payroll system (manual)
should be signed by the Punong barangay, Committee on appropriations and the Barangay
treasurer.

After computing the salaries of the personnels for the whole year the treasurer
will endorse the computed salaries at the Budget office of the Municipal government for
approval.

4.5 PROBLEM AREAS:

Having a manual payroll system gives the treasurer a lot of time to compute each
of its personnels salary for the whole year. There are times that there is personnels replacement
and updating it is not that easy for the treasurer to recognized until such time that she noticed it,
when she had to give the salary of its personnel.

Manual Payroll System takes too much time for the Treasurer of the barangay to
compute their personnels salary for the whole year. Sometimes it’s even takes few days most
especially when she is updating her personnels payroll system data’s for their yearly
adjustments.
