affected by the Covid-19 pandemic can
begin applying for the Strategic Programme
to Empower the People and Economy
(Pemerkasa) Micro Credit Scheme managed
by Bank Simpanan Nasional (BSN),
available from yesterday.
BSN, the coordinating bank managing
RM300 million under the scheme, said it is
offering financial assistance of up to
RM50,000 with a profit rate of 3% for the
financing period of one to five-and-a-half

PETALING JAYA: Malaysia must learn to strike
a balance between mass and niche tourism to
ensure that its attractions, from ecosystem to
culture, remain sustainable.
Steps must be taken to enable tourists to
visit places showcasing the country’s natural
heritage, without causing damage to its
environment, said tourism stakeholders and
environmentalists.
However, this does not necessarily mean
that the country must put a stop to mass
tourism, which accounts for a large portion of
earnings for the sector.
“Malaysia is unique as it has many
attractions that can cater to mass tourism, but
there must be a limit to the number of visitors
to ecotourism sites,” Ecotourism and
Conservation Society of Malaysia chief
executive officer Andrew Sebastian told
theSun.

Undi18 from
AVR lauded

PETALING JAYA: A proposal to implement
Undi18, to lower voting eligibility age without
waiting for the automatic voter registration
(AVR) system to be up and running, has been
well received.
Critics of an earlier move to link the two, that
would have caused a delay in implementing
Undi18, described the latest proposal as a good
move.
Co-founder of the Undi18 youth movement,
Qyira Yusri, told theSun that the government
could continue with the conventional way to
register new voters.
This can be done on the Election
Commission (EC) website or at post offices
without the need for new mechanisms.
Qyira pointed out that her movement had
been asking in the past few months for the
Undi18 proposal to be implemented first.
Youth and Sports Minister Datuk Seri Reezal
Merican Naina Merican announced on
Wednesday that the ministry had tabled a
proposal to the Cabinet to separate the
implementation of Undi18 and AVR.
This followed EC chairman Datuk Abdul
Ghani Salleh’s announcement that AVR and
Undi18 could only be implemented after
Sept 1, 2022.
The Dewan Rakyat had, on July 16, 2019,
passed the Constitution (Amendment) Bill
2019 to lower the voting age from 21 to 18,
enable automatic voter registration and
lower eligible age to contest in an election
to 18.
The Cabinet had also unanimously
expressed its support for Undi18 to proceed
and had expressed hope that the EC would
implement it as soon as possible.
Bersih 2.0 chairman Thomas Fann said this
is the right move and that Undi18 should not
have been tied to AVR in the first place.

over a million 18 to 20-year-olds over the past

‘Hot’ spice brings

success to Dayak
woman entrepreneur
KUCHING: Growing up in a pepper farm
and helping her mother in the family’s
small vegetable business laid the
foundation for Awaeang Kwasin’s
enterprise.
But it took several professional and
personal setbacks before she found success.
Today, the pepper marketed under her
brand “Nang Ori” has found a market not
only in Malaysia but in Singapore and
Brunei as well.
Awaeang, 44, remembers toiling under
the hot sun with her siblings, tending to the
black pepper plants in the family farm in
Kampung Bratan, about 24km from here.
“Apart from working in the pepper farm,
I also accompanied my mother as she went
house-to-house or to the Satok weekend
market here to sell vegetables,” she said.
That was her first lesson in managing a
business.
In 1999, when she graduated from
Sarawak Polytechnic, Awaeang “emigrated”
to Peninsular Malaysia where she ventured
into business but met with failure.
She hit rock bottom in 2005 when she
not only lost her only source of income, but
her marriage also collapsed, leaving her
with two children to care for.
It was also then that she started on a
journey that would lead her to the success
she enjoys today.
Her friends would always ask her to
return with some pepper whenever she
made a trip home to Sarawak.
Based on those requests, Awaeang
began to purchase large quantities of
pepper from Sarawak and had it packed at
her office in Puchong, and then selling
them under the “Nang Ori” brand. The
phrase means “pure” in Malay.
Today, she has two factories, in Kota
Samarahan and Demak Laut in Sarawak
where the pepper is packed.
The Nang Ori pepper is available at
many supermarkets and hypermarkets in
the country. Apart from Puchong, she also
has a marketing office in Singapore, and
last year, she managed to make inroads into
the Brunei market.
Awaeng’s success in building the Nang
Ori brand has won her several awards,
including Malaysia Top Achiever 2019 in
Excellence in Spice Manufacturing Industry
and Malaysia Good Design Award.

experience for autistic people

PETALING JAYA: Introducing autistic-friendly
facilities such as calm rooms and sensory walls
in shopping malls can be life changing for
families with autistic individuals.
As Jennifer Peters, a speech-language
therapist and parent of a child with autism,
puts it, taking children with autism out,
particularly to malls where loud sounds and
too many movements could spark a sensory
overload, is not as easy as it may seem.
“When my daughter was younger, her
sensory inputs got overloaded quite quickly
during mall trips. There is much noise and so
much movement with various colours and
lights that could cause a meltdown,” Jennifer
told theSun in conjunction with World Autism
Day today.
“Every time she has a meltdown, we would
have to pack up and leave so that we can tend
to her needs first. There were no specific rooms
in malls where I, as a mother, could take her to
for her to calm down while the rest of the family
could walk around and have us join them later,”
she said.
Jennifer added that these meltdown
episodes also affect all family members in
different ways.
“As a mother, you want to keep your child
safe and as a father, you may want to help
reduce the stares your family is getting. Siblings
would probably just want a decent normal
outing but are met with the meltdown,” she
said.
A mall operator has taken the initiative to
make things easier for parents of autistic
children.
Such havens for autistic individuals have
been made available at the Sunway Putra Mall
in Kuala Lumpur since 2019. The facility is
provided under its “Autsome” campaign,
general manager Danny Lee Yan Leng told
theSun.
“Such initiatives are here to stay, like the
baby rooms that are now part and parcel of all
shopping malls,” he added.
Lee expressed hope that there will be
greater understanding and acceptance of
autism among the people.
“This will help to reduce unpleasant
experiences and stress levels for families with
autistic individuals. Additionally, Sunway
Malls is also looking into adopting this
initiative depending on the space, size of the
mall and resources available, and will adapt
and roll out this initiative to other Sunway
malls soon,” he added.
“The goal is to have at least calm rooms and
sensory walls; if there are enough resources,
then perhaps to extend the welcome kit, so
families register themselves for easy
identification. We also hope to see more
corporate bodies coming on board to support
autism awareness and advocate acceptance,”
he added.
Senior manager and COE creative
marketing at Sunway Malls Melissa Hashim
said the initiatives the mall provides include
the Autsome Kit, which includes a car sticker, a
wrist band for easy identification including
useful information on how they can enjoy the
autism-friendly facilities; autism-friendly
shopping day every Tuesday excluding public
holidays; reserved parking spaces; and
shopping assistance.
Other facilities include calm rooms that
provide a calming environment with sensory
toys, weighted blankets, essential oils and bean
bags; and sensory walls.
“We have worked with associations such as
the National Autism Society of Malaysia and
have also collaborated with the Autism
Behavioural Centre (ABC) to ensure we have
the right advice and approaches. ABC provided
training to all the frontliners, management staff
and tenants’ staff,” Melissa said.
She said that apart from their partners, the
mall operator also sought input from parents
with autistic children when planning such
facilities.
“The mall also conducts training for all staff
and tenants from time to time on
understanding and handling autistic
customers too,” she added.

UEFA Euro 2020 experience on Astro
ASTRO has announced it will be bringing the
best UEFA Euro 2020 viewing experience on TV
and Astro GO through its Ultra Box, with all
“live” matches in 4K ultra high definition
(UHD).
“This is the first time in Malaysia that all 51
matches are being broadcast in 4K UHD,” said
head of Astro Sports Lee Choong Khay.
As part of the new Astro experience, Sports
Pack customers are set to receive
complimentary access to Euro 2020 and a free
upgrade to the Ultra Box.
Astro commercial director Azlin Arshad
expressed confidence that “live” sports viewing
will spur higher customer footfall to food and
beverage outlets and hotels. Additionally, Astro
will hold special viewing events at its partner
outlets to encourage viewing of sports.
“We want to make sure we are really
supporting these outlets, with lighting, signage
and so on to attract people,” Azlin said.
A pivotal cornerstone of Astro’s content

Safety measures
for highway
construction sites

to protect motorists when travelling near such areas

PETALING JAYA: Diversions and road closures
as well as heavier penalties are among several
steps experts have proposed to keep motorists
safe when travelling past sites where elevated
highways are under construction.
Alliance for Safe Community chairman Tan
Sri Lee Lam Thye said the most effective way
would be to close the roads where construction
work is ongoing.
However, he conceded that may not be
practical, failing which, he said building
contractors should be made to create diversions
to draw traffic away from areas where the risk of
mishaps is highest.
He was commenting on a recent incident
where a crane structure fell and crushed a car at
the Sungai Besi-Ulu Kelang Elevated
Expressway construction site in Alam Damai.
Three Chinese nationals, who were
construction workers at the site, died in the
accident while a Malaysian who was in the car
sustained serious injuries and is being treated at
the Canselor Tuanku Muhriz Hospital.
The accident, the latest in a string of such
mishaps, has led to calls for a thorough
investigation and appropriate penalties for
those responsible for such negligence.
The latest one, which occurred on March 22,
was the third of three such cases in six months.
Lee said another way was through further
enhancements in engineering control.
“It is being done now, but there still is room
for improvement,” he told theSun.
“This can be combined with administrative
measures like manned traffic control to reduce
such risks.”
He said steps must also be taken to ensure
that any measure, such as road closures or
diversions, does not lead to traffic congestion.

barriers and barricades, or restricting the
movement of selected types of vehicles near a

‘Stay away from anti-vaxxers’
PUTRAJAYA: Civil servants were reminded not
to be involved with anti-vaccine groups or
movements.
Chief Secretary to the Government Tan Sri
Mohd Zuki Ali said this included making,
publishing or distributing any statement,
rumour or news on anti-vaccine groups with
the intention to cause fear among the public.
He said action can be taken under existing
laws against those caught doing so and those

years, monthly reviews of the TMP and its
renewal must be undertaken,” Rosli said.
He said a complete diversion from possible
danger zones must be designed and
implemented by the contractors as motorists
should not be exposed to unnecessary risks.

Gardener to
hang for
drug trafficking
KUALA LUMPUR: A gardener was
sentenced to death by the High Court
here yesterday after he was found
guilty of trafficking in 488g of
cannabis three years ago.
Judge Datuk Ahmad Shahrir
Mohd Salleh handed down the
sentence on Mohd Zamri Saidin, 53,
after finding that the defence had
failed to raise reasonable doubt at the
end of its case.
Judge Ahmad Shahrir said the
evidence in the defence case was
clearly contradicting the narrative of
the prosecution case.
“The evidence in the prosecution
case led to the discovery of a black
plastic bag containing the cannabis
in the basket of a Yamaha motorcycle
ridden by the accused, while the
defence’s evidence stated that the
plastic bag was found at the
compound of a house in Kampung
Baru here,” he said.
Mohd Zamri was charged with
trafficking in the cannabis in front of
a house in Kampung Baru at 3.45pm
on March 8, 2018.
The charge was under Section 39B
(1)(a) of the Dangerous Drugs Act
1952 and punishable under Section
39B (2) of the same Act, which carries
a death penalty by hanging or life
imprisonment, and also liable to not
less than 15 strokes of the rotan.
A total of nine prosecution
witnesses and three defence
witnesses were called to testify.

were killed while four others were
seriously injured after a truck they
were travelling in skidded in Jalan
Kimanis-Keningau here at about
10.15pm on Wednesday.

showed that the truck, which was

Kimanis-Keningau, causing the truck
to veer to the opposite lane and hit
the hillside.
“The driver was pinned to the
front seat while his wife and daughter
were thrown out of the vehicle,” he
said via WhatsApp yesterday.
The three victims died at the
scene while the injured were rushed

Najib, Arul Kanda case hearing extended by 10 days
KUALA LUMPUR: The hearing of
Datuk Seri Najib Abdul Razak and
former 1Malaysia Development
Berhad (1MDB) chief executive
officer Arul Kanda Kandasamy’s
case over alleged tampering of the
1MDB final audit report has been
extended for another 10 days until
October.
Najib’s lawyer Nur Syahirah
Hanapiah said the additional dates
for the trial was set by High Court
Attorney-General’s Chambers
(AGC) did not object to Pejuang’s
application.
“I record no objection from the
AGC regarding the application for
leave for judicial review, and there is
no order of cost for this case,” said
Ahmad Kamal when he made the
ruling yesterday.
He set April 15 for further case
management, and a date will be
fixed to hear the merits of the judicial
review application.

evaded her but the woman, who was
said to be pregnant at the time,
persisted and hired a local private
investigator to assist her.
In a sequence of events, the
Mongolian woman went missing.
Her disappearance prompted her
cousin to go to police with the help
of the private investigator.
It was the beginning of a
complicated and arduous
investigation of a hideous crime.
After the private eye shared
crucial information with
investigators, two policemen,
attached to the elite Special Action
Force, chief inspector Azilah Hadri
and corporal Sirul Azhar Umar, then
aged 30 and 35 respectively, were
arrested.
Almost three weeks after her
death, investigators were led to a
forest reserve near the Subang Dam
in Puncak Alam.
Forensics police recovered
human bones and other parts that
were scattered in the area.
The jungle spot would later be
identified as where Altantuya was
killed by two gunshots. Her body was
then blown up with explosives.
Following the discovery, Abdul
Razak was held by police.
Mysteriously, immigration
records of Altantuya’s entry into
Malaysia had disappeared.
More than a week later, Azilah
and Sirul, both former bodyguards
of Najib, were charged with
murdering the model, while Abdul
Razak was charged with abetting the
killing.
After a long trial, Abdul Razak
was acquitted in October 2008. In
April the following year, Azilah and
Sirul were sentenced to death for
Altantuya’s murder.
On appealing against the
sentence, both policemen were
acquitted in August 2013 when the
Court of Appeal set aside the High
Court’s sentence. However, their
freedom was short-lived when the
Federal Court overturned the
appellate court’s judgment and
re-instated the death sentence in
January 2015.
Prior to the judgment Sirul fled to
Australia leaving Azilah to face his
day in court alone. Sirul, who
remains in detention in Australia for
overstaying his visa, claimed he was
“only taking orders from his
superiors and that those responsible
for the plot remain free”.

‘unacceptably slow’: WHO
oUN agency says delay ‘prolonging the pandemic’
COPENHAGEN: The World Health
Organisation (WHO) yesterday slammed
Europe’s vaccine rollout as “unacceptably
slow” which it said was prolonging the
pandemic as the region sees a “worrying” surge
in coronavirus infections.
“Vaccines present our best way out of this
pandemic. However, the rollout of these
vaccines is unacceptably slow,” WHO director
for Europe Hans Kluge said in a statement.
“We must speed up the process by ramping
up manufacturing, reducing barriers to
administering vaccines, and using every single
vial we have in stock, now.”
To date, only 10% of the region’s total
population have received one vaccine dose,
and 4% have completed a full vaccine series,
the organisation said.
The WHO’s European region comprises 53
countries and territories and includes Russia
and several Central Asian nations.
Russia says N. Korea facing severe shortages
MOSCOW: Russia’s embassy in Pyongyang said
yesterday conditions in North Korea’s capital
had become exceptionally difficult after drastic
measures were imposed to combat the
coronavirus.
The hermetic totalitarian state, which has
yet to confirm a single case of the coronavirus,
has closed its borders, locked down entire cities
and taken a range of other steps to try to

PORT MORESBY: Papua New Guinea’s
health minister called disinformation
spread on Facebook the “biggest challenge”
to efforts to curb the rampant spread of
Covid-19 in the poor Pacific nation.
Jelta Wong said yesterday “dangerous”
posts and anti-vax conspiracy theories were
hampering the drive to get people to seek
treatment and testing for the disease as
infection numbers soar.
“When Facebook hit Papua New Guinea,
everybody became an expert,” Wong told an
online event organised by Sydney’s Lowy
Institute think tank.
“Everybody had a PhD, even sitting
under a coconut tree they became a PhD,”
he said in describing the spread of faulty
information about coronavirus by users of
the platform.
PNG, a poor nation of more than eight
million off Australia’s northeast coast,
reported around 1,000 Covid-19 cases in the
first year of the pandemic, but saw more
than 5,000 new infections last month alone.
Wong said that low rates of testing meant
the real scale of the outbreak was likely
much larger.
The country’s health care system is
creaking under the strain, with many
workers themselves infected and authorities
in the capital, Port Moresby, forced to set up
a makeshift Covid-19 clinic in a sports
stadium earlier this week.
“Facebook has given a medium to
people, whether they work or not ... they can
say something that other people will believe.
That is our biggest challenge,” Wong said.

widely shared posts on Facebook – which
along with WhatsApp is the country’s
dominant digital media platform – that
falsely claimed Papua New Guineans are
being forcibly inoculated as part of a mass
vaccine trial, or in one case, as part of a racial

theorist platform,” Wong said.
“There’s something wrong, and
Facebook must take responsibility of this,
and stop it.”

Give top priority to
affordable homes
O
F all the tasks any
government
undertakes in
nation-building, I
cannot think of a more
crucial one than housing
the people. Not just any
kind of housing, but
affordable homes.
And by the same token,
affordable not merely on paper but
within the means of particularly the
low-income population, better known
as the B40 group.
Readers of this column might get
the impression that this is a problem
that exists only in developing
countries. It is not. The United States of
America is touted as the world’s richest
nation but when it comes to housing its
people, there is no doubt that the US
has failed its poor population
miserably.
A few recent videos that went viral
on social media show the dire
conditions of homeless Americans that
leave viewers even in poor countries to
wonder how this could happen to a so-
called great country that must have
over the decades spent trillions of
dollars launching military actions
overseas but could not provide housing
to the homeless.
I had the opportunity many years
ago of participating in a month-long
group study tour of the US and in
several states that we visited. It was an
eye-opener for us journalists from
several developing countries to bump
into so many homeless people sleeping
on street pavements.
Here in our own backyard, all
stakeholders, especially the
government, must get cracking on
making available affordable homes to
the needy without any more polemics
or politicking. And more importantly,
to give the agenda on affordable homes
the No. 1 priority.
In the 2018 Budget presented in
Parliament, a RM2.2 billion shot in the
arm was announced to build 248,000
more affordable houses under various
schemes to meet the increasing
demand.
Is the target being met? There is
obviously a weak link in the eco-system
of affordable homes that is being
increasingly felt by market players and
stakeholders. And this must be
addressed quickly, moving forward.
Some years ago, the chief economist of
Alliance Bank Malaysia Bhd,
Manokaran Mottain, came up
with a noble and brilliant
proposal that a single
authority be set up to
govern the entire national
affordable housing
agenda.
The rationale is that in
order to boost Malaysia’s
home ownership level, a single
agency is enough because having
too many bodies in charge of the
various housing schemes will only
further dampen the national agenda.
Among other things, this will mean
the single agency will oversee such
projects and ensure that completion of
the development is within the
stipulated time-frame.
It can serve as a more powerful
regulatory body, rather than having so
many smaller ones operating under
different management and schemes.
Manokaran suggested the name of this
entity as Malaysian Affordable Housing
Agency. But till today, it has not been
set up.
It’s rampant to see abandoned
housing projects in Malaysia which
B40 buyers had paid hard-earned
deposits, thus losing their life savings,
including becoming victims of bogus
housing projects.
What we have instead is a myriad of
agencies pursuing their own thing or
grappling to deliver affordable homes,

the provision of public housing is
handled by just one body, the Housing
Development Board or HDB.
HDB has become Singapore’s most
famous brand besides being one the
island nation’s success stories as well
as being the world’s most successful
home ownership authority that has
made available affordable homes to
over 90% of its population.
I really hope our officials could
make study tours across the Causeway
to speed up the formation of our own
HDB. This is a challenge that with

apply for just 1,000 homes.
The latest to lend strong support to the
affordable home bandwagon is Berjaya
Corporation Bhd founder and
executive chairman Tan Sri Vincent
Tan.
The billionaire, who recently
announced that he would give half of
his wealth to charity, said he is doing so
particularly to help the
underprivileged to own affordable
homes as housing is “the basic need of
human beings and essential for a
person’s sense of dignity, safety and
inclusion”.
Very well said, indeed, and it is the
first time I have read such passionate
wisdom on affordable homes.
“I am also passionate about
building affordable homes for
Malaysians”, said Tan, who also
revealed that Berjaya has successfully
designed and built models of such
spacious (900sq ft) homes for different
cities and towns.
And he appeals to more wealthy
Malaysians to do the same. Let’s get
cracking on this national agenda.

A photo too costly
SOME social media users take
pride in displaying their profile
photos showing them sitting on
the edge of high buildings and
cliffs. A quick internet search
reveals that these people are
referred to as “roofers”.
I have personally seen such
photos, and this trend to me is
rather worrying and must be
stopped immediately.
These individuals may want to
portray that they are living on
the edge and daring enough to
take risks.
However, it is extremely
dangerous to pose for and take
these photos. Let me remind you
that you are dicing with death.
Any wrong step and it spells
death.
The point I am trying to make
is that the individuals who pose
and take these dangerous photos
are creating an unnecessary
hazard to themselves.
Why do you want to tempt
fate, with such poses? Do you
expect praises and compliments
Suicide not the solution
THE human mind is pounded
daily with challenges, struggles
and problems.
The stress and pressures of
daily life of juggling home, family
and work can cause “panic
attacks”, which can affect some
people physically and
emotionally.
Some are obsessed by these
anxieties and struggles. They go
to bed worrying and wake up
feeling the same. Sleep may give
temporary relieve from mental
torment but the problem will still
persist.
Some turn to drugs and
alcohol to find peace and
temporary escapism. There are
many walking time bombs on our
roads, streets, schools, offices and
our homes. They may seem
normal but have a litany of
problems. Some resort to suicide
to end their agony and misery.
The recent case of a policeman
who took his life and his 10-year-
old son’s life is a case in point.
Some vent their anger on their
loved ones by abusing them
physically and emotionally. A
kindergarten teacher who threw a
child on the floor out of anger had
pent-up emotional and

fame?
Please value your life. Do not
set a bad example for others. You
might be creating a trend,
especially for young children and
teenagers who may think it is
okay to follow your move.
One may argue that it is pure
fun and some may even throw
the “you only live once” tagline
around.
My answer is, it is true that we
all live only once. Therefore, I ask
that you value your life and that
of others.
Malaysia has lost enough lives
to the Covid-19 pandemic. I do
not want to see, read or hear of
unnecessary loss of lives just
because some people think it is
alright to have some fun.
Life is not a video game where
there is a reset button. There is
no going back to start.

Hero dynamics
ANTHONY MACKIE and Sebastian Stan
got candid about the relationship
dynamic of the polar opposite characters
they play in Marvel’s The Falcon and the
Winter Soldier.
This polarity in personality is also
what makes the upcoming Marvel series
a parallel nod to the feel-good buddy
cops shows. Most importantly, the
audience can’t wait to watch Sam Wilson
and Bucky Barnes get paired together to
save the world.
Both actors, were happy to have had
six-episodes to develop their characters
as they struggle to find their way in a post-
Blip world without Iron Man and Captain
America.
“After Kevin Feige killed Iron Man, we
have to put ourselves [in a position]
where we have to introduce these new
characters to the audience and give them
that relationship, that history that the
characters have built up over 10 years,”
said Mackie.
Sam Wilson and Bucky Barnes don’t
gel together as smoothly as friendships
go but that was exactly what drew in the
audience.
With such a stark contrast, how did the
actors and the head writer play on the
dynamic of the relationship between the
two heroes?
“Take away the mutual best
friend and the truth of their
relationship is laid bare,”
said head writer Malcolm
Spellman.
“They are like fire
and ice. Sam reacts
spontaneously from
the gut, and Bucky is
more cold and
calculated. Everyone
saw the 30-second
clip in Civil War when
they bicker about the
placement of Sam’s
seat. We build on that
chemistry.”
Sebastian Stan
explained that both of the
characters share the
experience of being soldiers
and as men who have served
the country. Thus, they have a
bit of an honour code between
them although they don’t
always see eye to eye.
Anthony Mackie agreed
and said that both Sam Wilson
and Bucky Barnes have mutual
respect and understanding for
each other.
“I feel like with this series, we’ve
been able to show you why Sam and
Bucky are who they are and why
they believe in what they believe,”
he said.
“You get to meet and get to
know them as three-dimensional
characters. You get to see them as
people. It’s funny because usually
in a movie forum, you only have
two hours to tell the beginning,
middle and ending of a story. But we
have six episodes to tell the entire
scope of where these characters have
been, how they feel about the world
they’re in, and where they’re going once
this series is over,” Mackie added.
In the series, Bucky is finally making a
concerted effort to take charge of his life
after getting his mind healed by the
Wakandans. However, this includes
making some difficult amends.
“He is working to unburden himself
from the trauma of being the Winter
Soldier,” director Kari Skogland said. “He
believes that will get him closer to
knowing what he wants.”
However, Stan asserts that Bucky’s
past is there to stay. “Look, there’s always
going to be a darker side of this character,
which I’ve always loved – it’s what makes
him more interesting and complex,” he
said.

slight delays due to the Covid-19 pandemic and an

THE all-new Isuzu D-Max will be making its

HANKS to the inter-state travel
restriction, lots of free time and some
extra cash lying around, I have been
going through some of the popular
online classified sites and also spending time
on online shopping apps, making a few stupid
retail decisions (thankfully not costly!) in the
process.
One day, a few months ago, I saw this BMW
2000 SA advertised for sale locally and got very
excited. I had no intention of buying any car, at
the moment, but I simply had to go see it, due to
its rarity and unique looks.
As a BMW fan since I owned my first – a
near-lethal E21 323i with a 2.7-litre block! – in
1999 and several others since then, I’ve always
loved the Bavarian machines. Two superb
BMW Driver Training classes, many thrilling
laps in a Formula BMW open-seater on the
Sepang Circuit and a dreamy visit to the
marque’s classic centre and museum in Munich
sealed my love for the kidney-grilled cars and
also its many motorrads.
I couldn’t remember seeing any 2000 SA at
the museum or classic centre in Munich, but
then again, my group had limited time to see
everything there. Even if I had seen it, I couldn’t
remember, as I was enthralled by so MANY
interesting BMWs being exhibited there, it was
simply difficult to process the experience! But I
do remember reading about it in some BMW
magazines I used to buy years ago, during my
BMW-owning days.
Struggling company’s smart decision
In the early 1960s, BMW was in the midst of its
successful fightback from the brink –
spearheaded by a range of new models. The 02
range launched in 1966 to boost the ranks of
volume-produced models was built in
unprecedented numbers and BMW was soon
bursting at the seams.
Along came Hans Glas GmbH; this debt-
ridden company had a production facility in the
relatively nearby Bavarian town of Dingolfing
and could provide urgently needed capacity to
ease the burden on BMW’s Munich plant. Glas
was duly taken over by BMW in 1966.
The Glas 1700 was presented in 1964 to
widespread industry acclaim. Praise centred on
its body, designed by Pietro Frua in Turin,
which – in its compact and sporting character –
fitted the same profile and targeted the same
audience as BMW’s “New Class” revealed two
years earlier. It even featured the same eye-
catching Hofmeister kink in the C-pillar. The
two cars also shared similar displacement and

and a princely 100hp in dual-carburettor form.
However, Glas was crippled by debt and
struggling to find a way out of the mire. Profits
had to be ploughed back into new models to
avoid losing touch with the company’s
competitors. The Glas production facilities
were outdated, in some cases somewhat
improvised and fresh capital was conspicuous
by its absence. By 1966 it was clear a takeover
was the only way to avoid liquidation.
For BMW this was a chance to get its hands
on a perfect new facility at close enough
proximity to its main plant in Munich and
ready-stocked with a well trained workforce
who could hit the ground running. BMW halted
production of the Glas 1700 in 1967, unable to
find a business case for the model alongside its
own, strong-selling 1800 and 2000.

That wasn’t quite the end of the story, though –
Glas had been a fundamentally successful car
and soon found someone who wanted to start
building it again: Johannes Hermanus Pretorius
in South Africa.
The decision was made to ship the Glas
production machinery to South Africa for the
car to be assembled there from CKD kits. This
also enabled the company to sidestep the
protectionist tariffs levied on imported cars in
completed form. Only the engines and
gearboxes were not produced in-house (they
were brought over from Munich); the 1800’s
four-cylinder 90hp unit representing a perfect
fit.
The South African Glas BMWs could be
identified immediately, of course, by their
obligatory right-hand drive, but otherwise the
only distinguishing features were the BMW
badges and boot lid lettering. A small number of
the cars were also built in neighbouring
Rhodesia (now Zimbabwe) and known as the
“Cheetah”, which should have an interesting
story itself, especially if I can find one.

segment fell to 20.5% of overall new
launches (Q1-Q3 2019: 31.8%).
This is a welcomed adjustment
and will help reduce demand-supply
mismatches that had worsened
housing affordability and increased
risks of price corrections in the past.
These adjustments also do not
appear to have induced a more
broad-based decline in house prices
in the secondary market, with
average transaction prices
continuing to rise, as noted earlier,
owing to firm demand.
Among household borrowers,
household investors in the property
market are more likely to be
influenced by price declines, given
their higher incentive to default
should they fall into a negative equity
position and experience a loss of
rental income. Household investors
account for about one-fifth of overall
banking system loans, but largely
comprise higher-income earners
(those earning above RM5,000 per
month) who typically have stronger
debt-servicing capacity.
Risks to banks remain well
contained, with the current
impairment ratio and share of
borrowers in negative equity for
household investors at only 0.9% and

1.3%, respectively. The average
loan-to-value ratio of outstanding
housing loans remained below 60%,
substantially mitigating the risk of
more borrowers falling into
negative equity as well as limiting
the potential losses to banks.

Transaction volumes grew at a pace
comparable to the average
quarterly growth seen before the
Covid-19 pandemic. This reflected
the positive response to measures
introduced by the government to
support demand such as the Home
Ownership Campaign (HOC) and
stamp duty exemptions.
The low interest rate
environment also encouraged
purchases for both own occupancy
and investment purposes. Demand
for financing correspondingly rose
in line with market activity, with
housing loan application growth
picking up across most price
segments except for houses priced
below RM300,000.
Meanwhile, average transaction
values recorded a second
consecutive quarter of positive
annual growth as market activity
was more concentrated in the mid-
to higher-priced segments, mainly
in the secondary market, where
buyers are more likely to be those
whose incomes have been less
affected by the pandemic. This
continued to support the growth in
average house prices, as measured
by the Malaysian House Price
Index, although prices increased at
a more moderate pace during the
third quarter of 2020.
Nor Shamsiah said the amount
of unsold properties is still high at
about 170,000 units although it has
been coming down, and the HOC
that the government introduced last
year has helped clear some of these
unsold units.
While the property sector
remains a significant contributor
(52%) to banks’ total loans,
exposures to the more vulnerable
property segments remain low and
have declined further in the second
half of 2020. The bulk of these
exposures also continue to be
performing. Nonetheless, a Dayana
deterioration in the servicing of
property construction loans and
loans to purchase non-residential
property has been observed in
H2’20. Banks have built up
adequate provisions against
potential credit losses in these
segments.

according to property site
iProperty.com.my’s 2020 Portal
Demand Analytics (Rental
Market). Post-pandemic user
visits to iProperty.com.my have
been on an upward trajectory as
more property seekers are
shifting to digital platforms.
Although rental visitorship has
grown, the increase in rental
property listings has outpaced it,
causing the national rental
demand figure to dip to -12.6%.
Overall, the rental yield for
terraced houses was at +3.3%
from +3.4% in H1’20. The median
asking rent for condominiums
was at RM1,800, from RM1,900 in
H1’20, while for serviced
residences, it was at RM1,600,
from RM1,700. Demand for
residential rental properties in
Kuala Lumpur was at -7.7% y-o-
y for all building types. One
reason for the decline was the
lower rental demand in the
apartment segment caused by
unemployment in the city.
Overall, the rental yield for
terraced houses was at 3%, from
3.2% in H1’20, while
condominiums was at 4.1% from
4.3% in H1’20. The median
asking rent for serviced
residences, which was RM2,300
in H1’20, dropped to RM2,000 by
the end of 2020.
Demand for residential rental
properties in Selangor was at -
10.3% y-o-y in 2020 for all
building types. However,
terraced houses recorded a
demand growth of +2.8%
making Selangor the only state
in Malaysia with positive growth
in 2020. This can be attributed to
renters moving to suburban
areas seeking spacious living
spaces in Bangi, Rawang, Kajang,
and Cyberjaya. Many visitors
were looking for double-storey
terraced houses priced between
RM1,200 and RM2,000 and
between 1,500 and 2,500 sq ft.

Perodua Q1 sales hit
nearly 58,000 units
PETALING JAYA: Perodua sold an
estimated 57,911 vehicles in the first
quarter of 2021 (Q1’21) – 29% more than
the 44,977 units it sold in the same period
last year – as production rose to meet
demand for all its models, especially the
newly launched Perodua Ativa.
“March saw a jump in our sales
numbers to an estimated 24,433 units,
underpinned by strong demand,
particularly for the Ativa, which has
collected 14,574 bookings since we
began order-taking on Feb 19,” Perodua
president and CEO Datuk Zainal Abidin
Ahmad said.
On-month, Perodua’s registrations
jumped by 47.3% to 24,433 units in
March 2021 from February’s 16,583
units.
Of the 14,574 Ativa bookings
garnered so far, 4,345 units have been

foot the bill and is “gonna put an end” to
Amazon.com Inc and other major firms paying
little to nothing in federal taxes.
Biden’s second multitrillion-dollar
legislative proposal in two months in office sets
the stage for a partisan clash in the US Congress,
where members largely agree that investments
are needed but are divided on the total size and
inclusion of programs traditionally seen as
social services.
Another economic proposal Biden will
release in April could add a further US$2 trillion
to the total price tag.
Coupled with his recently enacted US$1.9
trillion coronavirus relief package, Biden’s
infrastructure initiative would give the federal
government a bigger role in the US economy
than it has had in generations, accounting for
20% or more of annual output.
Biden is ignoring a campaign promise to raise
taxes on wealthy individuals, at least for now.
The plan would instead increase the corporate
tax rate to 28% from 21% and change the tax code
to close loopholes that allow companies to move
profits overseas, according to a 25-page briefing
paper released by the White House.
Neil Bradley, chief policy officer at the
nation’s largest trade group, the US Chamber of
Commerce, said while the organisation shares
Biden’s sense of urgency on infrastructure, his
plan is “dangerously misguided.”
The plan includes US$621 billion to rebuild
infrastructure, such as bridges, highways and
ports, and a historic US$174 billion investment
in the electric vehicle market that sets a goal of
building a nationwide charging network by 2030.
Administration officials also said they hoped
to address economic inequality created by
racial discrimination, for instance cutting air
pollution that affects Black and Hispanic
communities near ports or power plants.
Congress will be asked to invest US$400
billion in expanding access to affordable
community-based care for aging Americans
and people with disabilities. It is aimed at low-
wage workers in that industry, who are
disproportionately women of color.
Biden is moving forward with the economic
plan while attempting to deliver on promises to
provide enough Covid-19 vaccines for all
American adults by the end of May. The White
House is also dealing with a rise in the number
of migrants at the southern border and fallout
from back-to-back mass shootings.
The plan forms one part of the “Build Back
Better” agenda that the administration aims to
introduce. A second legislative package being
marketed as helping families is due within weeks.
That package is expected to include the
expansion of health insurance coverage and
child tax benefits, as well as paid family and

BENGALURU: From delayed car deliveries to
a supply shortfall in home appliances to
costlier smartphones, businesses and
consumers across the globe are facing the
brunt of an unprecedented shortage in
semiconductor microchips.
The shortage stems from a confluence of
factors as carmakers, which shut plants during
the Covid-19 pandemic last year, compete
against the sprawling consumer electronics
industry for chip supplies.
Sanctions against Chinese tech companies
have further exacerbated the crisis. Originally
concentrated in the auto industry, the
shortage has now spread to a range of other
consumer electronics, including
smartphones, refrigerators and microwaves.
Automobiles have become increasingly
dependent on chips – for everything from
computer management of engines for better
fuel economy to driver-assistance features
such as emergency breaking.
The crisis has forced many to curtail the
production of less profitable vehicles. General
Motors Co and Ford Motor Co are among the
big carmakers who said they would scale
down production, joining other automakers
including Volkswagen AG, Subaru Corp,
Toyota Motor Corp and Nissan Motor Co.
IHS said a fire at a Japanese chip-making
factory owned by Renesas Electronics Corp,
which accounts for 30% of the global market
for microcontroller units used in cars, has
worsened the situation.
Severe winter weather in Texas has also
forced Samsung Electronics Co Ltd, NXP
Semiconductors and Infineon to shut down
plants temporarily.
Factories that produce wafers cost tens of
billions of dollars to build, and expanding
their capacity can take up to a year for testing
and qualifying complex tools.
US President Joe Biden has sought US$37

legislation to supercharge chip manufacturing

Currently, four new factories are slated in
the country, two by Intel Corp and one by

Four-time world champions Germany slumped to a loss even

GERMANY’S performance was dubbed
“embarrassing” after they suffered their first
World Cup qualifying defeat for 20 years in a
humiliating 2-1 home loss to North
Macedonia which heaped pressure on coach
Joachim Loew.
“The disappointment is huge,” said a crest-
fallen Loew after the final whistle in Duisburg
yesterday.
“This is a set-back. There were a lot of
mistakes and we didn’t find a way to break
down the deep-standing North Macedonians.
“We also let them counter-attack and had
no grip on the game.”
