CONTENTS:
This General Instruction describes the reporting, investigation and documentation requirements for any spill into the
waters of the Red Sea from a Saudi Aramco facility or Saudi Aramco contractor, or from any vessel moored or
moving in the Saudi Aramco Terminal Operating and channel areas, or from any unknown source. It contains
information on the following:

Saudi Aramco is committed to the prevention of harmful effects of oil pollution to the offshore and onshore environment in
all areas of its operations.
However, Saudi Aramco's policy in safeguarding the offshore and onshore environment is to ensure that all
operating procedures, employees training and technical applications are aimed at preventing and/or minimizing
the accidental leak and/or spillage of liquid hydrocarbon substance.
Notwithstanding the above policy, should any leak or spillage occur, this General Instruction is to be fully
complied with at all times.
This General Instruction overrides any other General or Facility instruction and or directive as applied to the
reporting, investigating and/or documenting of Oil Leaks and Spills into the marine offshore environment.

NOTES:
(1) It is important to immediately inform Executive Management of any oil spill that may have
an impact on vital Saudi Government or Saudi Aramco Facilities or environmentally
sensitive areas.
(2) In the case of simultaneous offshore oil spill with offshore disaster and only limited resources
available, the offshore disaster will take priority over the oil spill for accessing those
resources.
(3) As soon as safely possible following the sighting of an oil spill from any source, the source
of the spill should be secured.
(4) Refer to the Red Sea "Regional Oil Spill Contingency Plan" for detailed information on oil
spill response.
(6) Refer to G.I. 2.401, "Inland Oil Spill Contingency Plan" for information on response to
inland oil spills.
(7) Refer to G.I. 6.001 "Notification Requirements for Incidents (Including Fires)"
(8) Refer to G.I. 6.003 "Guide For Committees Investigating Major Incidents and
Engineering Reviews of Other Incidents".
1. PURPOSE:
The purpose of the instruction is to outline the procedures for the reporting, investigating and documentation
of oil leaks and spills which result in a discharge of oil into the waters of the Red Sea. In addition, this
instruction defines leaks/spills and identifies who is responsible for preparing written documentation of the
incident. Also, the notification of a spill shall generate the spill response activity described in the Red Sea
"Regional Oil Spill Contingency Plan" and G.I. 2.400 "Offshore Oil Spill Contingency Plan"
2. DEFINITIONS:
Leak or a spill: any known or unknown source release of oil into the waters of the Red Sea.

3. REPORTING OF INCIDENTS:
3.2 Any incident of ship or tanker collision or stranding, which causes environmental damages, shall be
reported to Metrology and Environmental Protection Administration (MEPA) through the Ministry of
Petroleum and Mineral Resources in accordance with the existing procedures for reporting incidents.
3.3 Oil spill incidents outside Saudi Aramco areas of operation and not directly involving Saudi Aramco, are
to be reported to Saudi Arabian Ports Authority (SEAPA) and Metrology and Environmental Protection
Administration (MEPA) to initiate their own response and investigation.
3.4 Financial Guarantees/Letters of Undertaking required under the circumstances of Section 5.4.4
will require the approval and concurrence of MEPA prior to releasing the vessel to sail.
Important: When the necessary financial guarantees/letters of undertaking as outlined in Section 5.4.4
below are received the Senior Harbor Pilot should immediately notify Government Affairs through their
representative in the local Oil Spill Response Team.
- To fulfill the Company's obligations with respect to its Environmental Protection Policy
- To bring potentially dangerous situations to the attention of management
- To protect environmentally sensitive areas, and vital Saudi Aramco/Government
Facilities
- To initiate action to contain, correct and cleanup leaks and spills
- To fulfill the Company’s obligations to report spills to the Government of Saudi Arabia
- To investigate the cause of a spill and to take the corrective action to prevent re- occurrence of
similar or repeated incidents
- To provide support for claim action and recovery of cleanup costs from third parties causing the spill
- To provide information, which can serve as the basis for measuring, both progress in improving
methods and equipment for preventing and cleaning up leaks and spills
- To obtain required financial guarantees/letters of undertaking from vessel’s insurer/owner and
request detentions of a vessel in Port until satisfactory financial guarantees are provided.
5. REPORTING RESPONSIBILITIES:
5.1 All leaks and/or spills shall be immediately reported regardless of size or potential impact. The level
of Management notification, Oil Spill Response Team activation and cleanup response initiation shall
be decided by the Regional Oil Spill Coordinator-WR in consultation with the affected Area/Facility
Manager {Oil Spill Commander (OSRC)}, as required.

5.2 Persons observing a LEAK or SPILL shall Report the it by the most rapid means available to the
Saudi Aramco Port Control Center at Jeddah on the 24-hour telephone: 02-427-5561/2
5.3 In general the persons reporting the spill should provide the following information:
5.4.1 Obtain and record all above information of the spill, as given by the spill observer/reporter,
on the “Oil Spill Report-WR (OSRWR)”.
5.4.7 Complete the OSRWR with other relevant information required on the report including the
report number assigned by the ROSC-WR.
5.4.8 After the Oil Spill Report-WR (OSRWR) has been reviewed by Senior Harbor Pilot
distribute copies by fax to concerned parties as follows:

5.4.9 Send original Oil Spill Report-WR (OSRWR) to ROSC-WR as soon as possible.
5.5.1 Immediately review the OSRWR for contents and clarity of information.
5.5.2 Keep copy and return original to Port Control Center Operator for distribution of copies
as stated in section 5.3.5 and 5.3.6.
5.5.3 Consult with ROSC-WR for an immediate response in respect to cleanup or containment
operations.
5.5.4 In the event of a known leak/spill originating from a known, third party tanker, where a
Special Project Number (SP Account) has been assigned for cleanup action/containment,
immediately notify the Master and Local Agent of the Vessel of the requirement for
acceptable financial guarantees/letter of undertaking from both the vessel’s insurers P&I
Club and vessel’s owner/principal in-respect of costs associated with such cleanup and or
containment. The Master and Local Agent shall be notified that failure to provide this
documentation will result in the vessel being held in Saudi Arabian waters until such time
as the documents are received by Saudi Aramco. (See example wording, Attachments I
& II to this G.I.).
5.6.1 Immediately dispatch Pollution Control Vessels/resources to initiate required oil spill
cleanup response.
5.6.2 Immediately notify Marine Pollution Control Engineer and other Marine pollution control
staff.
5.7.1 Immediately assess the situation in terms of spill size, severity and impact and the
adequacy of the initiated response effort.
5.7.2 Assign an OSR number and communicate it to Port Control Center Operator.

5.7.3 Inform the concerned Facility Superintendent of any oil discharge from his facility. It is
the responsibility of the informed Superintendent to notify his immediate upper
Management, as he deems necessary, dependent upon the severity of the leak/spill.
Note: The concerned Superintendent (as noted above) will accompany the ROSC-WR or his
delegate on the first evaluation of the spill volume.
5.7.4 Inform the Affected Area Manager of any spill and agree on an estimated spill volume
prior to release of information to third parties.
5.7.6 Notify other facilities that might be threatened by the spill through Saudi Aramco Affairs
Representative.
5.7.7 Notify the necessary members of the Oil Spill Response Team (OSRT). Generally, all
members of the Oil Spill Response Team will be notified of a major oil spill. (Refer to
Red Sea Regional Oil Spill Contingency Plan and G.I. 2.400 “Offshore Oil Spill
Contingency Plan”).
5.7.8 Notify the Global Oil Spill Coordinator. He is to be immediately notified of any oil spill
that requires additional resources to be brought in from other areas or any oil spill that is
considered a hazard to any facility.
5.7.9 Monitor the local response of all Saudi Aramco facilities (SEAPA’s response at Yanbu)
to combat the oil spill and assess situation to control the spilled oil.
5.7.10 Determine the appropriate additional equipment and resources that are needed to control
the oil spill, or any assistance that can be provided by Saudi Aramco to supplement
SEAP’s response at Yanbu.
5.7.11 Assume overall responsibility for activities related to the safe and efficient cleanup,
restoration and documentation of any leak and/or spill as specified in the G.I. 2.400, and
the Red Sea Regional Oil Spill Contingency Plan.
5.8.1 Ensure, in the case of a significant oil spill or a spill posing a serious threat to Saudi
Aramco operations, that Executive Management has been briefed on the situation.
5.8.2 Head response effort at the Disaster Control Center (DCC) in coordination with the
Regional Oil Spill Coordinator-WR.

5.9.1 As safe as practical, ensure that the source of the oil spill is secured.
5.9.2 Immediately notify the Loss Prevention Duty Officer of the oil spill.
5.9.4 Immediately notify the OSPAS Oil Planner/Dispatcher on 874-6821/6822 for any spill that
may curtail production of Terminal Operations.
5.9.5 Immediately notify neighboring Terminals and Facilities, which may be threatened by the
spill through Saudi Aramco Affairs.
5.10.2 Inform Non Saudi Aramco Facility/Facilities, if there is a potential risk of pollution to
their facilities.
5.10.3 Inform Sea Ports Authority (SEAPA) when the leak/spill is from a third party ship.
Ensure that the appropriate Saudi Arab Government Ministries are notified as required by applicable
departmental directives.
5.12.1 Brief the Oil Spill Committee as to the magnitude and extent of the spill. The Regional
Oil Spill Coordinator-WR shall do that in his absence.
5.12.2 Inform GAOCMAO (Gulf Area Oil Companies Mutual Aid Organization) in case of a need
for assistance from GAOCMAO members’states.

Note: The magnitude of the spill shall be released by the Chairman of the Oil Spill Committee, the
Affected Area/Facility Manager (OSRC) or by the Regional Oil Spill Coordinator-WR
(ROSC-WR) to the Saudi Aramco Affairs Representative.
- Record information of spill and spill reporter/observer in accordance with paragraph 5.3.
- Take action, as soon as safely possible, to secure the source of leak/spill.
- Immediately notify Duty Harbor Pilot at King Fahd Industrial Port Control on telephone
396-7188 or 396-7177. The Duty Harbor Pilot shall initiate SEAPA's response to combat
the spill in accordance with "SEAPA Oil Spill Contingency Plan" for King Fahd Industrial
Port, Yanbu.
- Immediately notify the Shift Superintendent.
- Immediately notify the Saudi Aramco Jeddah Port Control Center at the 24-hour
Telephone No.: 02-427-5561/2.
- Notify the Yanbu Gas & Terminal Marine Advisor.
- Notify the Regional Oil Spill Coordinator-WR.
- Ensure that the source of leak or spill is secured as soon as safely possible.
- Immediately notify Loss Prevention Engineer.
- Immediately notify Saudi Aramco Affairs On-Call Representative.
- Immediately notify Saudi Arabian Government Gauger.
- Immediately notify the Operations Superintendent of area involved.
- Immediately notify the department Manager of area involved for any medium or large oil
spill from a Terminal facility or a tanker berthed at a Terminal facility.
- Immediately notify OSPAS Oil Planner/Dispatcher on telephone 03-874-6821 or 03-874-
6822 for any spill that may curtail Terminal Operations.
- Immediately notify neighboring Terminals and Facilities, which may be threatened by the
spill through Saudi Aramco Affairs.
- Ensure that the source of leak or spill is secured as soon as safely possible.
- Ensure that Operating Manager/Management is advised of spill, its potential impact and
actions taken.
- Initiate preliminary investigation of source and cause of spills originating from a Terminal
facility or a Tanker.

- Record information of spill and spill reporter/observer in accordance with paragraph 5.3.

- Immediately notify neighboring Terminals and Facilities, which may be threatened by the
spill through Saudi Aramco Affairs.
- Confirm that the source of leak or spill is secured as soon as safely possible.
- Ensure that Refinery Manager/Management is advised of spill, its potential impact and
actions taken.
- Initiate preliminary investigation of source and cause of spills originating from a Terminal
facility or a Tanker.
- Record information of spill and spill reporter/observer in accordance with paragraph 5.3.
- Take action, as soon as safely possible, to secure the source of leak/spill.
- Immediately initiate Response using available Pollution Control Equipment at the Bulk
Plant.
- Immediately notify Marine Shift Coordinator to dispatch response vessels.
- Immediately notify the Saudi Aramco Jeddah Port Control Center at the 24-hour

- Confirm that the source of leak or spill is secured as soon as safely possible.
- Immediately notify Loss Prevention Engineer.
- Immediately notify Saudi Aramco Affairs On-Call Representative.
- Immediately notify OSPAS Oil Planner/Dispatcher on telephone 874-6821 or 874-6822 for
any spill that may impact the Bulk Plant operations.
- Immediately notify neighboring Terminals and Facilities, which may be threatened by the
spill through Saudi Aramco Affairs.
- Notify local Oil Spill Response Team in coordination with the Regional Oil Spill
Coordinator-WR.
- Ensure the Superintendent, Bulk Plant Operations is advised of spill, its potential impact and
actions taken.
- Notify the Western Distribution Manager for any medium or large oil spill from a Bulk
Plant facility or a tanker berthed at a Bulk Plant Terminal.
- Assess and direct oil spill cleanup response in coordination with Duty Pilot.
- Review with Regional Oil Spill Coordinator-WR adequacy of response and additional
support.
6. INVESTIGATION PROCEDURES:
6.1 All leaks and/or spills shall be investigated. The investigation shall be carried out in a
professional manner to the point that a report shall be developed indicating the reason for
the leak or spill and the actions taken to mitigate any damages as a consequence of the leak
or spill. It is of paramount importance that the investigative report documents any and all
failures of procedures, materials and/or omissions of actions of individuals in order to
prevent re-occurrence.

6.2 Leaks or spills less than 10 barrels resulting from Saudi Aramco terminal facilities are to be
investigated by representatives of the Proponent Department, the Regional Oil Spill
Coordination Unit-WR and area Loss Prevention.
6.3 Leaks or spills less than 10 barrels resulting from tankers are to be investigated by
representatives of the WR Pilotage Operations Unit, the Regional Oil Spill Coordination
Unit-WR and the Tankship Technical Support Unit.
6.4 Leaks or spills in excess of 10 barrels and less than 1,000 barrels should be investigated by
a committee consisting of at least:
6.6 Offshore oil spills of unknown origin shall be investigated by the Regional Oil Spill
Coordinator-WR (ROSC-WR). The Port Captain will act as a facility superintendent.
Assistance may be required from other Departments as deemed necessary.
6.7 The resultant investigative reports will form part of the essential documentation procedures
as outlined in Section 7 of this G.I.
7.1 The Regional Oil Spill Coordinator-WR (ROSC-WR) shall prepare Saudi Aramco Form
5046-2 “Leak and/or Spill Report-Offshore Red Sea” for each Offshore Oil Spill Incident.
7.2 Form A-5046-2 shall in all cases be initiated within one working day of the date of the
incident from the office of the ROSC-WR. It will carry the Oil Spill Reference Number and
immediate details of the leak and/or spill incident as noted on the Oil Spill Report received
from the Saudi Aramco Port Control Center.
7.3 The Regional Oil Spill Coordinator-WR (ROSC-WR) will route the form through the
Marine Pollution Control Unit/ Marine Operations Division-WR for completion of the

section titled "Cleanup Operation" and for comments and signature when Marine’s
resources are used in combating the spill.
7.4 The Regional Oil Spill Coordinator-WR (ROSC-WR) shall forward form SA-5046-2 to the
Facility Superintendent/ Investigating Committee for comments and attachment of the
investigative report required under section 6 of this G.I. The Regional Oil Spill
Coordinator-WR (ROSC-WR) or Port Captain will review the incidents' report for leaks
and spills of unknown source.
7.5 SA-5046-2 will then be routed through the Proponent Department Manager for his
comments and signature (for leaks or spills from Terminal Facilities) prior to returning the
completed document to the Regional Oil Spill Coordinator-WR (ROSC-WR) office for
further processing and final distribution.
7.6 Copies of form SA-5046-2 “Leak and/or Spill Report-Offshore Red Sea” are to be
distributed as follows:
8.1 The original Financial Letter of Guarantee as produced by the vessel's insurers P&I Club
must be deposited with respective Accounting Division at the respective area Shipping
Account Unit by the vessel's agent.
8.2 The Shift Supervisor Shipping Account will, prior to officially receiving the original signed
"Financial Letter of Guarantee" on behalf of Treasurers Banking, Credit and Collection
Division, transmit a copy of the "Financial Letter of Guarantee" by facsimile machine to
the Senior/ Duty Harbor Pilot for his immediate review.
8.3 The review by the Senior/ Duty Harbor Pilot of the facsimile copy of the letter of guarantee
from the shift Supervisor "Shipping Account", is to ensure compliance with the wording as

based upon the Saudi Aramco form. Any alternative wording will be transmitted by the
Senior Harbor Pilot to the Law Department for their concurrence prior to allowing the
vessel to sail.
8.4 Tankship Technical Support Unit will inform the Treasurer’s Banking, Credit &
Collections Division that original financial guarantee letters of undertaking, as outlined in
8.1 above, have not been deposited with respective area Shipping Account Unit by the P&I
club's duly appointed agents prior to intended departure from berth and request
Government Affairs, through the Port Captain, for assistance to have the vessel causing the
leak or spill held.
9.1 Will arrange for the collection of the original financial guarantee and letter of undertaking
from respective area Shipping Account Unit.
9.2 Will hold the original financial guarantee and letter of undertaking until payment of claim
is received.
