ELECTRONIC STANDING RULES FOR THE 106TH STATE CONFERENCE

1. Registration:
A. All attendees and guests of the 106th state conference shall be registered. Each
delegate, alternate, or OSSDAR member shall pay a registration fee of $12.00.
B. Any person attending only the state conference memorial service shall not be
required to register or pay a registration fee.
C. The waiting room will open one hour before the start of the meeting. Each
attendee will identify themselves as follows before their name:
1) State Officers, Honorary State Regents, Chapter Regents, Delegates: V-
2) Alternates and non-voting OSSDAR members: NV-
3) All Others: G-
Example: V – Mary Brown; NV – Mary Brown; G – Mary Brown
D. Voters will be confirmed by the Credentials Committee before being moved into
the meeting room. Non-voters (NV) and guests (G) will be confirmed by the
Registration Committee before moving into the meeting room.
E. Microphones will be muted and remain on mute unless called upon by the
presiding officer or when making an interrupting motion (see 4C below). The
chatbox will be used for business only during meetings.
2. Committees:
A. The State Regent shall appoint a committee of three to approve the minutes. The
committee shall report to the State Recording Secretary, who will in turn report to
the state board of management following the state conference.
B. The State Regent shall appoint all committees for the functioning of the state
conference. State conference committee chairs shall report to the State
Conference Chair.
3. Reports/Reporting:
A. Reports shall be typed and ready for printing as a Word document and shall have
been sent, preferably by email, to the State Regent, State First Vice Regent, and
State Recording Secretary 30 days before the state conference.
B. During all meetings and events, address the chair only. When addressing the
State Regent, a delegate shall give her name and the name of her chapter, such
as “Madam State Regent” (giving name and chapter).
C. All Reports shall be filed except for those previously arranged to be presented as
a recording submitted before May 1, 2021, or in person.
D. Reports of state officers shall be limited to three minutes, except for the State
Regent and State Treasurer, whose reports shall not be timed. All other reports
and nominations shall be limited to two minutes.
4. Debate:
A. Only delegates may introduce motions, debate, and vote. Motions shall be in
writing and emailed to the State Regent, Recording Secretary, and
Parliamentarian or written in the chatbox. The motion maker will be prepared to
give her name and chapter and verbally make the motion after being recognized.
B. Each member shall be entitled to speak once to each question, limited to two
minutes. Each question shall be limited to 20 minutes. The delegates of the state
conference may extend or limit debate, granted by a two-thirds vote.
C. Members wishing to make the interrupting motions Point of Order and Appeal
from the Decision of the chair may interrupt the speaker. No other motions will be
allowed to Interrupt.
5. Acceptance speeches for awards shall be limited to two minutes.
6. Any business unfinished at the time of recess shall be resumed at the next business
meeting. If the business for one meeting is finished before the time of recess, items
scheduled for the succeeding meeting may be taken up.
7. No special awards shall be presented without written notification to the State Regent
and the State Awards Chair.
8. Method of Voting will be determined by the State Regent at the time of the
vote unless a ballot vote is required, at which time an electronic platform that
provides for anonymous voting will be used.
9. Announcements shall be determined by the State Regent.
