SUBJECT: AN ORDER CREATING THE TASK FORCE FOR THE PHILIPPINE

MEDICAL SOCIETY OF NORTHEAST FLORIDA (PMSNEF)
MEDICAL AND SURGICAL MISSION AT DAVAO DE ORO
This has reference to the executive order endorsed to our office requesting for legal opinion
regarding “AN ORDER CREATING THE TASK FORCE FOR THE PHILIPPINE
MEDICAL SOCIETY OF NORTHEAST FLORIDA (PMSNEF) MEDICAL AND
SURGICAL MISSION AT DAVAO DE ORO”.

Perusing the content of the same, this office opines that the same is valid, beneficial and with
no legal infirmities. The said order aims to promote general welfare specifically the public
health through its medical and surgical mission1. However, upon inquiry to the office
concerned, this office found no record showing that the said project is included in their
current General Annual Budget. Hence, it is now within the sound discretion of the Chief
Executive to commit the same and have it included in the Supplemental Budget or in the next
Appropriation Ordinance.
