I write to you as the duly elected Governor of the Free & ‘Sovereign State of Tamaulipas, Mexico and as a US citizen, to inform you that Mexican political officials are utilizing several forged official US documents (Department of State Cables) to falsely accuse me of serious crimes. See Exhibit A. The forged cables are being used as part of a political and prosecutorial campaign to discredit me as one of the leaders of the political opposition to the President of Mexico and the MORENA political party. Alejandro Rojas Diaz Duran is a high-level political advisor of the MORENA party and is well known for making false accusations of criminal conduct against political opponents in Mexico. In August of 2020, Diaz Duran filed a criminal denuncia (complaint) with the FGR (Mexican Attorney General's Office) alleging criminal conduct and violations of Mexican laws by me and my family, all of whom are U.S. citizens. He provided as evidence to the FGR, copies of several allegedly leaked classified US State Department (00S) cables in which | am mentioned as being associated with organized crime figures and involved in criminal conduct. VICTORIA TAMAULIPAS, MEXICO, CP 87000GOBIERNO DEL ESTADO | have had these forged DOS cables examined by experienced former high-level officials/diptomats of the US Government who have significant experience and knowledge of the DOS Cable Reporting System. They have identified numerous discrepancies with the formatting, titling, and organization of these cables As these experts noted the most blatant indication of forgery is the plethora of basic English grammatical errors contained in the bodies of the cables. No United States State Department official - or for that matter anyone with even a9" grade knowledge of the English language - would ever write such incomprehensible cables. These former officials all agree that the cables submitted by Diaz-Duran are poorly doctored forgeries. Diaz-Duran is attempting to support the legitimacy of his false allegations through the production of purportedly official US government and DoS documents. His strategy preys upon United States’ reputation as a country of integrity and rule of law. His message is that if the allegations are contained in US government documents, then they must be true as well as by extension numerous other outrageous and false claims laid out in his complaint. ‘As | am sure you are aware, in the US, the use of forged US official documents to falsely support an allegation of criminal wrongdoing would be a potential serious violation of US Federal Law and would subject the person) involved to prosecution. The fact that this criminal conduct is being undertaken in Mexico does not reduce the seriousness of this offense. The use of forged DoS documents for political attacks and criminal prosecution against high ranking democratically elected Mexican officials, or any other persons, should be investigated by the US State Department and the persons involved sanctioned. As US Citizens, my family and | are afforded protections and rights under the US Constitution including the right to be shielded by the US Government from these types of abuses and criminal acts. | respectfully submit that the US State Department and other US Government agencies immediately address these abuses and upon a finding of wrongdoing take expedited actions against Alejandro Diaz Duran and others responsible. In addition, the situation created bby the use of these cables has placed me and my family's security at risk. That State Department officials at the US Embassy in Mexico City immediately review the forged Classified State Department cables and provide an official response as to their authenticity. 2. That the US State Department take action to sanction the person(s) and agencies of the Mexican Government involved in the creation, utilization, and publication of these forged US documents. Including, if appropriate, making a referral to the U.S. Department of Justice. 3. That the State Department immediately inform the UIF and FGR that the cables are false. Time is of the essence in investigating and addressing this serious matter. As Governor | am being actively persecuted in Mexico through specious legal proceedings predicated in part on Use of these forged and falsified DoS cables. During the next week based on these and other false accusations, the majority of the members of the ruling party in Chamber of Deputies will likely resolve to remove the Constitutional Immunity afforded me as Governor and force me from office. This will constitute a systematic violation of the Federal Constitution as well as cause irreparable harm to our Mexican federalist system. Even worse, from the perspective of the United States government, the governance of Tamaulipas the border state with the most Points of entry into the U.S. will be seriously jeopardized. The result will be weakened bilateral security, further deterioration of the immigration crisis and substantial economic harm to the robust bilateral commerce between Texas and Tamaulipas. On Thursday, April 22, | also presented this information to Consul General Yolando Parra in Matamoros and her team... The purpose of our meeting was to communicate to CG Parra my ‘concems regarding the risks to cross-border stability referenced in the prior paragraph. During the meeting, the CG and her team stated that on their face the cables appear to be forgeries. Thank you in for your prompt attention to this matter.
