FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice
across the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced,
stored in a retrieval system or transmitted in any form or by any means (electronic, mechanical,
recording or otherwise) or be disclosed by users to any company or person whomsoever, without
the prior written consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information
to PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise
from 2013 - 2015 which includes revision to numbering system, format and content. As part of this
change, the PTS numbering system has been revised to 6-digit numbers and drawings, forms and
requisition to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and
where required make reference to other PTS in its revised numbering to ensure consistency. Users
are requested to refer to PTS 00.01.01 (PTS Index) for mapping between old and revised PTS

1.0 INTRODUCTION
This PTS provides requirements for design and construction of prefabricated modularized
offshore buildings such as Central Control Room (CCR), Terminal Room (TR), Workshop,
Switch Gear Room and etc.

1.1 SCOPE
1.1.1 The scope covers design, fabrication and installation of the prefabricated modularized
offshore buildings.
1.1.2 The scope does not cover offshore building for Living Quarter.

2.0 GENERAL

The buildings shall be suitable and designed for a marine environment and are structurally
adequate to withstand the loads developed during handling, transportation, and in-place
conditions.

The buildings shall be completely furnished, operational, and ready for use after fabrication
and prior to offshore installation. All building systems and equipment shall be tested to the
extent possible before leaving shore.

Non-combustible materials shall be used in the buildings and that A-60 (one-hour) fire rating
walls and roofs are installed in accordance with the specified codes and standards.

3.0 ENVIRONMENTAL CONDITIONS


The environmental loads and conditions shall be as specified in PTS 11.22.02 and project
specifications.

4.0 STRUCTURAL

4.1 GENERAL
4.1.1 The building floor shall be constructed of steel plate supported on a grillage of beams and
stringers.
4.1.2 The structure steel of the building shall be designed in accordance with PTS 11.22.02 and
shall conform to ASTM A-36, or equal.
4.1.3 Design loads shall be in accordance with PTS 11.22.02.
4.1.4 Lifting pad eye shall be designed in accordance with PTS 11.22.02.
4.1.5 Steel floor plate shall be the minimum 6 mm (1/4 in) thick with sufficient stiffening members
to limit deflections. The deflections of floors shall be limited to prevent damage to
non-structural components such plaster walls, concrete screed floors and tiles.
4.1.6 Structural materials, fabrication, construction and inspection shall be in accordance with PTS
15.12.06 and project specifications.
4.1.7 The building shall be securely fixed to the supporting structure. Friction and self-weight shall
not be relied on for maintaining location and stability. The support points shall be designed
for the impact forces during installation.
4.1.8 Steel for studs, tracks and bridging shall comply with the requirement of ASTM-A570-78
"Specification for Hot rolled Carbon Steel Sheet and Strip, Structural Quality", and shall be
given a factory-applied oven-dried coat of rust-resisting red-zinc-chromate paint.
4.1.9 Opening at the buildings shall be fabricated with framed openings in the walls and roof for
equipment, piping, exhausts, doors, and any other items.
4.1.10 Temporary support shall be provided for all equipment and furnishings to ensure stability
during transportation, lifting and handling of the building. The temporary support shall be
designed strong enough for its purpose and for easy removal with no damage to any portion
of the building after installation to its final location.

5.0 ARCHITECTURAL
Corrosion-resistant materials shall be used for floor, wall and roof. All windows, doors,
vents, and other openings shall be securely sealed against air moisture penetration. Sealed
surfaces shall be leak tested with a water spray prior to installation of interior finish.
Walls, floor and roof inclusive of joints and connection shall form non-combustible, water
and air tight seal around the service lines, electrical cables, etc entering and leaving the
building.
The heat-transfer coefficient of all exterior walls and roof shall be a maximum 0.068
KJ/sec-m² °C (0.20 Btu/hr-sq ft- °F), using the combination of the exterior and interior finish
materials and insulation.
Fire ratings of walls, roof and flooring shall be indicated on the drawings.

5.1 BUILDING EXTERIOR


5.1.1 Exterior walls and roof inclusive of flashing and other closures shall be constructed from
non-combustible materials and shall be protected from atmospheric corrosion either
through use of resistant materials or low maintenance surface finishes. It shall meet the
requirement of SOLAS (Safety of Life at Sea).
5.1.2 Stiffened steel plate is allowed for structural wall and roof construction provided the above
requirement is met.

5.2 INTERIOR WALLS


5.2.1 The following types of interior wall liner can be used:
i. Steel-liner (SL)
The steel plate shall be flat and not less than 18 gage in thickness. It shall have
low flame spread characteristics in accordance with SOLAS.
ii. Inorganic Fibre Reinforced Panel (IFRP)
This shall be used for internal wall liner or internal partitioning. The liner shall be
flat Rockwell TNF Type or inorganic fibre-reinforced panel, coated with mineral
enamel colour surface (thickness 3mm) and shall comply with BS 476 and be
suitable for use in A0, A6 or B15 construction.

5.3 INSULATION
5.3.1 Calculations shall be made to verify insulation material and thickness selections with respect
to both temperature and noise design criteria.
5.3.2 Insulation for all exterior surfaces i.e. roofs, walls, and floors for air-conditioned buildings
shall be aluminium foil faced fibre glass of sufficient thickness and sound attenuating
material to obtain a "U" value of 0.08 for the total wall composition.

5.4 CEILING (SUSPENDED)


5.4.1 The suspended ceilings shall be complete with suspension system, acoustical panels, related
accessories (like cable trays), light fixtures, and supply/return air vents in accordance with
SOLAS requirements.

5.4.2 The suspended ceiling shall consist of panels having sound absorbing features, installed on a
standard electro-galvanized steel exposed grid system and with B15 fire rating.
5.4.3 The suspension system shall be a fire-rated assembly in accordance with SOLAS
requirements.

5.5 FLOORING
5.5.1 The flooring system overall heat transfer coefficient shall be a maximum of 0.068
KJ/sec-m²°C (0.20 Btu/hr-sqft-°F) for combination values of finished flooring, floor plate, and
insulation.
5.5.2 The building floor shall be provided with 6 mm thick heavy-duty ribbed rubber matting in
front of electrical equipment and main traffic areas. The mat shall be cut to fit and easy to
remove for cleaning.
5.5.3 Three types of flooring can be used depending on the type of building.
i. Painted Steel Flooring (PSF)
The steel floor shall be painted with one coat of primer and two coats of
medium grey non-skid vinyl.
ii. Studded Flooring (SF)
Studded flooring shall be a non-slip durable floor covering with low spread of
flame characteristics in accordance with SOLAS. The minimum thickness of the
floor covering shall be 3 mm.
iii. Access (Raised) Flooring System (AFS)
Access-flooring system shall consist of an assembly of panels mounted on
adjustable pedestals to provide a vertical space for routing of cable trays and
cables.
5.5.4 Finished building floor surfaces shall be smooth and uniform with all panels free of
distortion. Completed floor system shall be rigid, free of vibration and of rocking panels.
Panels shall be aluminium die-cast construction. Floor covering material shall be laminated
floor tile, 3 mm thick.

5.6 DOORS
5.6.1 Doors shall be suitable for the classification of the wall where they are located (e.g. A0 or
A60 type). Door fire rating shall be indicated on the drawings.
5.6.2 Doors shall be minimum 91.5 mm thick and shall be of steel material construction.
5.6.3 Doors shall be properly reinforced for all hardware. Doors shall be free from warps, buckles,
and sharp edges.
5.6.4 Exterior doors shall be glazed with 300 mm x 200mm of tinted polished wire glass, 6 mm
thick (minimum).
5.6.5 Exterior and interior doors shall be made of standard heavy-duty commercial steel. Weld
joints shall be smooth (No weld marks shall show).
5.6.6 All exterior swing doors shall have three 114 mm x 114 mm ball-bearing hinges of
standard-weight stainless steel.

5.6.7 Exit doors shall be furnished with panic latches on the inside, push-down-to-unlatch type.
The leaf shall be furnished with a mortise exit device.
5.6.8 Exit doors shall be furnished with heavy-duty corrosion-resistant door closers, capable of
closing doors against the internal pressure in the building with minimum loss of conditioned
air. All hardware shall be stainless steel. All doors used in A0 and A60 walls shall have passed
a suitable fire test to A0/A60 standard.
5.6.9 Door-Frame Construction
i. Doors frames shall be made of No. 14-gage steel. Mitres shall be accurate and
exposed welded joints shall be smooth (No weld marks shall show). Door frames
shall be reinforced for all hardware with No. 7-gage steel.
5.6.10 Threshold and Weather Stripping
i. All exterior doors shall be furnished with thresholds and weather stripping
appropriate to withstand offshore conditions.

6.0 PAINTING
Painting shall be applied in accordance with applicable sections of PTS 15.20.03 “Protective
Coatings and Lining”.

7.0 SYSTEMS

7.1 ELECTRICAL
7.1.1 The electrical system shall be designed, furnished and installed as per requirement in
accordance with PTS 13.00.01 "Electrical Engineering Guidelines".

7.2 LIGHTING
7.2.1 The lighting shall be designed, furnished and installed for interior and exterior in accordance
with PTS 13.00.01 "Electrical Engineering Guidelines".

7.3 HEATING, VENTILATION, AIR CONDITIONING AND PRESSURIZATION


7.3.1 The air-conditioning, heating, ventilation, and pressurization systems shall be designed,
furnished and installed as per requirement in accordance with PTS 12.24.02 "Installation,
testing and balancing, and commissioning of HVAC systems" and the Contract Documents.

7.4 NOISE
7.4.1 The design noise levels with the generator and compressor buildings or around the
equipment shall be accordance with PTS 12.01.02 "Noise control (amendments/supplements
to ISO 15664)".

8.0 SAFETY EQUIPMENT


The buildings shall be designed, furnished and installed with fire and hazardous gas
detection systems and alarm system for the safety of personnel and equipment in
accordance to the following PTS:

9.0 FURNITURE AND FURNISHINGS

9.1 GENERAL
9.1.1 Detail layout for all furnishings and accessories to be installed in each of the buildings shall
be provided.
9.1.2 All furniture, including shelving, shall be new, undamaged, clean and free of sharp edges. All
fixings, hinges, etc., shall preferably be hidden but in any case, shall be neat and unobtrusive.
9.1.3 All components shall be installed plumb, square and in proper alignment and securely
anchored to walls or floors to prevent movement during transportation. Items subject to
damage during transportation shall be removed and crated for shipment.
9.1.4 All furniture, doors and drawers are to be constructed and fitted to eliminate rattling.
Drawers are to be fitted with runners. All metal fastenings and hardware are to be of non-
corrosive type.
9.1.5 All furniture which is to be placed against partitions shall have adequate clearance for
skirting.
9.1.6 All furniture shall be designed for easy removable through the doors or otherwise, shall be
reasonably easily dismantled.
9.1.7 All materials used for upholstery purposes shall be not giving off toxic or noxious fumes
when exposed to heat or flames.

9.2 OTHER REQUIREMENTS


9.2.1 Work bench, shelf, cupboard, desk, locker, and cabinet shall comply with BS 3202
"Recommendation on laboratory furniture and fittings" or other relevant specification
approved by the Company.
9.2.2 Chair shall comply with BS 5940 "Specification for design of office workstations, desks, tables
and chairs" or relevant approved specifications.
9.2.3 Waste paper and rubbish bins shall comply with BS 4998 "Moulded Plastic Dustbins" or
relevant approved Specification.
9.2.4 Wash hand basin shall comply with BS 5506 "Specification for wash basins" or relevant
approved standard.
9.2.5 Eye-bath shall comply with BS-1390 'sheet steel baths for domestic purposes' or relevant
approved standard.
