Re: Pennsylvania “Forensic Audit” of 2020 POTUS Election [PART II]
This follow-up memo defines the approach that is to be adopted when summarizing the data;
naturally, if this information has already been compiled by staff, it would be desirable were it to
be supplied promptly. Otherwise, until/unless supplanted, this distillation will serve as the basis
for seeking an urgent FORENSIC AUDIT, at the very least in Philadelphia County; for example,
apparently, ~200 dead voters were identified from the 4th Congressional District alone.
As per our e-mail exchange and the first memo [4/27/2021], the database is reviewed to support
the advice by Tony Schafer that "Pennsylvania must act PRUDENLY to conduct audits [and to]
review process and procedures of the 2020 election.” The Navarro paradigm is followed to

I have been a Judge of Elections and have been involved in both “sides” of petition challenges, so
I can relate to the real-life manifestations of these allegations; the system should be fraud-proof
when followed assiduously, so each category of potential fraud can be explained to laypeople
effortlessly (as Navarro has done c/o Bannon) as reasonable expectations, not outliers.

Navarro’s summary of irregularities in Pennsylvania from page 79 details the voting discrepancies
impacting the final totals; recall that almost a million votes are suspect, while the candidate-splay

Listed in order of presentation (*with annotation infra), the ten groups are intuitive:

legally reside

By far the largest category of potentially illegal ballots – over 680,000 – is
associated with poll observer abuses. Certified Republican poll observers were
kept at distances the length of a football field. They were prevented from
accessing back rooms where tens of thousands of ballots were being processed,
and they were rounded up into restricted areas when trying to fulfill their legal
duty to observe the ballot counting process. Without meaningful observation of
the ballot counting process, it is impossible to verify the legality of absentee and
mail-in ballots.
{These aberrations were widely reported in real-time and reinforced the poor
image that Philadelphia politics has earned nationally, as the Dilworth/Clark
“Reform Era” that started when I was born—seven decades ago—has dissipated.}
{I met Rep. Ryan a decade ago at “Loyal Opposition” meetings in Philadelphia and
have followed his activities following election; he’s a trustworthy individual.}
I am to undergo a Wisdom Tooth extraction tomorrow and will be “grounded” thereafter (due to
the need for light-general anesthesia because of the proximity of an exquisitely sensitive nerve);
thus, it is hoped this review—relying heavily on under-oath testimony—will have been completed
by week’s end. This is an EMERGENCY, and it can be anticipated that relevant data will be sent to
multiple interested-parties upon completion of this gambit; transparency will facilitate any effort
to fact-check what has been unearthed. For now, the focus will be trained on Pennsylvania only,
while maintaining acute awareness of the issues raised in the first memo AND the ability to cite
the Pulitzer review method as a paradigm for what MUST be performed in this Commonwealth.
