Thanks, Chris. I think this is worth a try, and would support moving forward on this path. I’d also suggest looping in Jamar, too. We definitely want to structure this in a way to avoid media
parachuting in and derailing productive staff conversations. I’d love to hear what Juan and Josh think, but this both an acute and chronic problem and I’m ready to buckle down and figure it out,
even if that means other things may need to shift to a back burner. I also want to get shovel‐ready in the event we can use some of our $23M toward figuring this out.

Thanks, sorry I needed some time to think about how we could approach this in light of the work being done by the group we asked United Way to start convening to try and tackle this issue
outside the public/media eye, which has halted the two previous times we have attempted to do this.
If we want to create a county group with the mission and goals you identified, then I think we would need to have Chet, Jordan, Anne, Laurie F, and possibly John Hart on the group. I totally
understand the frustration you are feeling Dave, but as you know the service providers have been clear, at least with staff, that they are unable to take on another (well honestly anything)
beyond what they are currently doing. I get that they are stretched with the Pov, Winter Shelter and TSOS, but the problem is not going away anytime soon, so we have to come up with some
solutions that may need to be unconventional. I think in addition to staff, we will need a Commissioner or the Commission to meet with the Pov, Hope Rescue and others to get them to
move/consider how they could provide the social services needed. We will also need to identify or purchase land where we could have/provide this space as the previously identified county
and city lands were all seen as not viable for various reasons.

So all that to say here is what I see as the steps/plan


1. We need to meet with United Way and let them know they County is forming this internal group – I would suggest Anne who is on the United Way group serve as the liaison.
2. Chris meets with Chet and Anne to see about forming this group. Then contacts Laurie and John Hart to round out the group.
3. This group contacts the City to make sure we don’t duplicate any efforts they have.
4. The Commissioners/a commissioners meet with the Pov to see what their plan is and if they could provide more services and what they would need to do that.
5. The staff identify existing county lands (always worth another look) or open land that could be acquired for this purpose. (perhaps the remaining parcel north of the Trinity project?
6. The county group proposes some potential ideas and costs to the BCC in early/late May.
Let me know how that sounds and I will see what I can do. This may mean that Chet/Anne or others have to push back some of the other projects they are on, if so I will let you know what
those are.

We’re continuing to get complaints of folks camping out near Expressway and DeSmet who are trespassing and creating a big mess. This is not unlike folks who may be living at the Reserve
Street encampment who either refuse to or are unable to relocate to TSOS or elsewhere. It seems like we’ve been talking about this week after week and maybe the time has come to take a
similar approach to what we did in the runup to the TSOS, where Anne played a key role in herding cats and getting this figured out (I’m not necessarily saying Anne needs to be the person, but
we need someone). There are a number of different players who should be at the table, but I’d love to task someone to being our czar on this issue and charting a concrete path forward. I’m
thinking that doing something along the lines of saying we want a some recommendations in 30 days for interim steps to help solve this—be it identifying land where folks could relocate,
strategy for relocation, level of support (TSOS2‐esque or more minimal). Thoughts on making this happen? Thanks.
