other persons charged;

one of and well-informed therein;
5. for quite a time and since then I always see to it that I discharge my tasks, duties and
responsibilities with diligence and honesty and I will not allow this kind of false accusation to
deter me in always pursuing and contributing for the common good;

6. Above and beyond, this Anonymous Complaint should be dismissed for lack of merit for failure
to substantiate the claim therein. The basic rule is that mere allegation is not evidence and is
not equivalent to proof. Charges based on mere suspicion and speculation likewise cannot be
given credence. When the complainant relies on mere conjectures and suppositions, and fails
to substantiate his allegations, the complaint must be dismissed for lack of merit. 1
