The two parcels the course is located on are
designated as A-2 General Agriculture Zones. The parcels beyond that, labelled expansion area is also A-2. The general agriculture descriptions state that given a permit “Publicly owned parks and playground” and “Commercial recreational facilities when the principal use is not in a building” can be put on the land. All those zones are labelled with use code 79 which is described as “Government-owned, with or without improvements.” I believe this leaves room to interpret use for a disc golf course without purchasing the land.

THE EXPANSION ZONE
The expansion zone is named the gateway property because of its location at the foothills of Mt. Diablo. As a result of the public’s fight, an effort named Save Mount Diablo, the East Bay Regional Parks purchased a conservation easement on the land. That would be an additional 36 acres, but the easement would have unique difficulties to consider if an individual or organization were to try to obtain permission to use the land for a course. The CCCFCD still has maintenance responsibility over the land. The best route known currently is language in the easement that allows for future city projects for walking and horse riding trails. However it was noted in 2005 that negotiations were long and heated, so the neighbors will likely fight such development.
