2.2 National Policies on OSH
The OSH Policy, approved by the Cabinet and signed by Prime Minister Tun
Dr. Mahathir Mohamad, was officially launched by Deputy Prime Minister
Datuk Seri Dr. Wan Azizah on 27 Feb 2019 in conjunction with National
OSH Award 2018.

Elements of a OSH Policy:

• government in collaboration with employers’
and workers’ organizations;
• the commitment of public authorities;
• the policy’s aim and purpose;
• the principles guiding action on OSH;
• the main spheres of action for OSH;
• the workers covered by the policy;
• the types of action and infrastructure;
• assignment of the functions and
responsibilities of the main stakeholders; and
• Signed and dated. 6
2.2 National Policies on OSH

Why should we have an OSH policy

statement?
1. To demonstrate the commitment of the government on how to fulfill its long-term
strategy to improve the quality of OSH in the country.
2. To comply with ILO’s recommendation:
• Article 3:1. Each Member shall promote a safe and healthy working environment
by formulating a national policy. C187 - Promotional Framework for
Occupational Safety and Health Convention, 2006 (No. 187)
• Article 4:1. Each Member shall, in the light of national conditions and practice, and in
consultation with the most representative organizations of employers and workers,
formulate, implement and periodically review a coherent national policy on
occupational safety, occupational health and the working environment. C155 -
Occupational Safety and Health Convention, 1981 (No. 155)
