ABSTRACT

The lack of technical personnel in the field of Traffic and Road Transport and in
the Traffic Flow of Lake Lake and Crossing impact on the performance of
employees resulting in the transportation service sector appears to be various
problems such as traffic congestion, traffic violation behavior, and lack of traffic
infrastructure . The method used is descriptive survey method and explanatory
survey with quantitative approach. The number of samples is 144 respondents.
Data collection techniques used questionnaires and data analysis using path
analysis. The result of path analysis known to employee planning has significant
effect on employee development (β = 0,344, p <0,05). Employee planning has a
significant effect on employee performance (β = 0,308, p <0,05). Employee
development has a significant effect on employee performance (β = 0,487, p
<0,05). The value of R2 or RSquare is equal to 0,513 or 51,3% shows contribution or
contribution influence X1 and X2 to Y is equal to 51,30% the rest 48,70% is
contribution from other variable not included in research. Based on the results of
the research, the authors recommend that compile and determine the planning of
employees with reference to applicable legislation, build cooperation with the
Ministry of Transportation, budgeted from the APBD gradually for employee
development activities in the field of transportation, formulate and set functional
office rules Transportation.
