SUBJECT : CY 2018 Office Performance Evaluation and Rating

1.0 In relation to our Memorandum dated 04 March 2019 (copy attached), we are

providing you the following for your review and vetting:
4.1 CY 2018 regional performance evaluation tables with data and calculated
ratings of respective provincial and city prosecution offices; and
1.2. CY 2018 Office Performance Rating and Ranking based on the said tables.
The said evaluation was based on guidelines under Department Circular No. 054
dated 07 January 2019 re: Guidelines on Performance Evaluation and Performance
Incentives in the National Prosecution Service for CY 2018 and calculated
performance from Quarterly Reports of Operations and Yearend Inventory of Office
Resources and Amenities received and processed by the Planning and Statistics
Division (PSD) as of 20 March 2019.
Based on the said evaluation, the Regional Prosecutors shall rate and force rank
the performance of the provincial/city offices under their respective regions, while
the Prosecutor General shall rate and rank NCR offices including Prosecution Staff.
The following key parameters have been adopted for this evaluation and rating:
3.1. Prosecution offices are evaluated based on performance improvement or
sustained high performance compared to the previous year on case
dispositions, aging, and successful prosecutions, as well as the national
targets thereon under the General Appropriation Act.
3.2 Perearlier issuance, caseload categories were based on the total investigation
caseload (carryover and new cases received) as against the total number of
prosecution officers reported for the same year. as follows.
3.2.1 Heavy ri more than 250 investigation cases
3.2.2 Medium . more than 100 investigation cases.
3.2.3 Light + 100 and below investigation cases3.3 Offices without any of the required performance reports (.e. quarterly report
of operations and yearend report of office resources and amenities) shall
automatically be given a score of zero (0) for lack of basis for the computation
of rating. Performance indicator/s with incomplete reports andior data
requirements, are likewise be automatically given a score of zero (0)
3.4. As in the previous PBB cycles, provincial and city offices with calculated
average office score of 2 or 1, may be given “satisfactory” adjectival rating
instead of “unsatisfactory; or ‘poor’, respectively, by regional heads if there
were factors beyond their contro! that led to the low ratings. For this,
explanationjustification should be indicated as remarks.
3.5. Initial forced ranking was based on the adjectival ratings and calculated scores
of each office. In case of equal final scores, actual accomplishments on
disposition rate, aging of cases and success rate was used to force rank.
However, the regional head may still consider other performance aspects such
service/output quality and responsiveness as well as other factors that are not
quantifiable to be used as a parameter
3.6 The rating of each regional cluster (i.e. average of final weighted scores of all
offices therein) and every prosecution office shall serve as the rating of the
regional and office head, respectively, For office with more than one (1) chief
of office during the year, all who served as office head for at least three (3)
months shall receive the said office rating, but subject to forced ranking.
3.7 Regional heads shall duly inform provincial/city heads of their respective
ratings and ranking prior to submission thereof to the Department. The said
rating and ranking shall be subject to the final approval of the Secretary.
4.0 Please facilitate the review and vetting of the said evaluation tables, and submit the
final report on performance rating and ranking on or before 09 May 2018 to the PMT
thru the Planning and Statistics Division.

SUBJECT : National Prosecution Service Reportorial Requirements for
CY 2018 Office Performance Evaluation and Rating

Pursuant to Department Circular (D.C.) No. 054 dated 07 January 2019 re: Guidelines
on Performance Evaluation and Incentives in the National Prosecution Service (NPS)
for CY 2018, and D.C. 051, s. 2015 re: Performance Monitoring and Reporting System
for the NPS, we are providing you the submission checklist on the following office
reports from regional, provincial and city prosecution offices within your respective
jurisdictions, as of 01 March 2019:
1. Quarterly Report of Operations;
2. Yearend Report of Office Resources and Amenities; and
3. Quarterly Accomplishment Report on Priority Programs/Projects/Activities.
The said reports are necessary for our performance reporting to oversight agencies
and for office performance evaluation and rating as a requirement for the grant of CY
2018 performance-based bonus (PBB).
Please facilitate the submission/completion of the lacking reports and/or data
deficiencies therein to the Planning and Statistics Division on or before 15 March
2018. Ms. Fechie R. Delmo of the said Division will coordinate with your respective
offices on data deficiencies and may be reached thru telefax number 02-5267343 or
