2. A. SYSTEMS, EQUIPMENT AND COMPONENTS

2.A.L.1 . "Digital computers" having an 'Adjusted Peak Performance' ('APP') exceeding 6
Weighted TeraFLOPS (WT);

2. A.L.2. "Electronic assemblies" specially designed or modified for enhancing performance

by aggregation of processors so that the 'APP' of the aggregation exceeds
the limit specified by 2.A.L.1.;

Note 1 2.A.L.2. applies only to "electronic assemblies" and programmable

interconnections not exceeding the limit specified by 2.A.L.1. when
shipped as unintegrated "electronic assemblies".

2. A.L.3. Equipment specially designed for aggregating the performance of "digital

computers" by providing external interconnections which allow
communications at unidirectional data rates exceeding 2.0 Gbyte/s per link.

Note 2.A.L.3. does not apply to internal interconnection equipment (e.g.,

backplanes, buses), passive interconnection equipment, "network
access controllers" or "communications channel controllers".

2. A.C.1 "Digital computers", "electronic assemblies", and related equipment therefor, as

follows and specially designed components including the following:
 'Vector processors';
 Array processors;
 Digital signal processors;
 Logic processors;
 Equipment designed for "image enhancement".
 High performance computing processors
 Penetration testing & hacking processor
 Cyber monitoring and analysis
 Crypto analysis processor
 "Systolic array computers";
 "Neural computers";
 "Optical computers".

Note 2 The status of the "digital computers" and related equipment described in
2.A.C.1 is determined by the status of other equipment or systems
provided:
a. The "digital computers" or related equipment are essential for the
operation of the other equipment or systems;

b. The "digital computers" or related equipment are not a "principal

element" of the other equipment or systems; and
N.B.1 The status of "signal processing" or "image enhancement"
equipment specially designed for other equipment with
functions limited to those required for the other
equipment is determined by the status of the other
equipment even if it exceeds the "principal element"
criterion.

2. A.C.2. Electronic computers and related equipment, having any of the following and
"electronic assemblies" and specially designed components therefor:
a. Specially designed to have any of the following:
1. Rated for operation at an ambient temperature below 228 K
(-45°C) or above 358 K (85°C); or

2. Radiation hardened to exceed any of the following specifications:

a. Total Dose 5 x 103 Gy (Si);

b. Dose Rate Upset 5 x 106 Gy (Si)/s; or

c. Single Event Upset 1 x 10-8 Error/bit/day.

2. A.P.1. Digital computers that have a backdoor on them as listed in the prohibited
catalogue list
2.B. TEST, INSPECTION AND PRODUCTION EQUIPMENT

2. B.L.1. Equipment for testing and inspecting those that are stated in 2.A.

2.C. MATERIALS
Note- materials used for production of 2.A should be cleared as per electronics category.

2.D. SOFTWARE

2.D.C.1. "Software" as follows:

a. "Software" specially designed or modified for the "development" or

"production" of equipment or "software" specified by 2.A.

b. "Software", other than that specified by 2.D.C.1.a., specially designed or

modified for the "development" or "production" of equipment as follows:
1. "Digital computers" having an 'Adjusted Peak Performance' ('APP')
exceeding 4.0 Weighted TeraFLOPS (WT);
2. "Electronic assemblies" specially designed or modified for enhancing
performance by aggregation of processors so that the 'APP' of the
aggregation exceeds the limit in 2.D.C.1.b.1.

2. E.C.1. "Technology" as follows:

a. "Technology" according to the General Technology Note, for the

"development", "production" or "use" of equipment or "software" specified
by 2.A. or 2.D.

b. "Technology", other than that specified by 2.E.C.1.a., specially designed or

modified for the "development" or "production" of equipment as follows:
1. "Digital computers" having an 'Adjusted Peak Performance' ('APP')
exceeding 4.0 Weighted TeraFLOPS (WT);
2. "Electronic assemblies" specially designed or modified for enhancing
performance by aggregation of processors so that the 'APP' of the
aggregation exceeds the limit in 2.E.C.1.b.1.
