Dear Sir/Madam:

Pursuant to Memorandum Order-OSEC-15723, from the office of the Secretary of the

Department of Environment and Natural Resources (DENR), Hon. Ramon J.P. Paje to
implement DAO 2000-81 (Implementing Rules and Regulations for RA 8749-otherwise known
as the “Philippine Clean Air Act of 1999) specifically Part VII (Pollution from Stationary
Sources), Rule XXV (Stationary Sources-General), Section 5 (a)(e) [copy attached]; requiring
all owners or operators of stationary fuel-burning equipment to install Closed Circuit Television
(CCTV) Camera on their stacks with receiver located in the boiler room, furnace room or control
room. The said CCTV Camera shall be web-based and capable of real-time viewing with night
vision and readily accessible by the DENR-EMB.

This guideline is applicable to all stacks being monitored and shall be made part of the
requirements for the issuance of a Permit to Operate Air Emission Sources.

In this regard, we are anticipating for your rational perspective and immediate compliance in this
endeavor in cleaning the air.

Moreover, please notify this office if you were able to comply the said installation.
