- Must always yield to the police power as long as the subject matter of the contract is imbedded

Section 12:

Rights of the accused

Trial absentia may take place if the accused is already arraigned. If na arraign na trial absentia will take
place and waiver of rights to present evidence.

Right to speedy disposition of case. -right belong to everyone and any proceedings of the case

Right to speedy trial – can only be invoke by the accused. Can be only invoke in criminal case.
Right of self-incrimination- pwd sa administrative case that partakes of criminal nature.
