My agsignnent wae to stop all vehicles proceeding into the Green Island section of Tome River to identify all parties entering the area. I encountered a pick up tr cccupied by 4 tale driver and female passenger, The side of the vehicle was marked with *LOCHIATTO PAVING & MASONRY INC - SDISON NJ." T inguired az to where the parties were heading and the male veeponded "juet driving around". 1 asked if he had any specific destination and replied that he worked for FEMA and was just driving through the area. I requested sone form of identification or documentation that the parties were affiliated with FEMA. (All officers in this agency received an email from Captain Mitch Little #201 on November §, 2012 wnich contained an attachment pertaining to STORY INFORMATION .. In the paragraph headed "FEVAY it read as follows "PENA representatives from the Community Relationg Tean in NJ will be in the Tons River area wearing blue shirts, PENA Logos and FEMA credentials to render assistance.") All the male provided me was a business card from a Township of Tos River official. He was wearing a lime colored non descriptive traffic safety vest, as was the ferale in the vehicle. The male then became annoyed and stated that it was ridiculous that he wae stopped every time he entered the area and that our officers should be smart enough to pass along information to one another as to who is permitted in the restricted areas of town, The male was very agitated and verbally abusive. I then advised Aim that he was aot permitted into the restricted art and he could respond to the TRPD to obtain documented permiesion. The male pulled to the ehoulder and exited his venicle and began shouting. 1 advised him Twas not going to speak with him, as T was busy with my assigned duties. He requested to speak with a supervisor and T advised him he could respond to the RED headquarters to speak with someone. The wale then left the area, A few moments later the game individual wag traveling out of the restricted area stopped and told me that he entered through another checkpoint and stated "= told you 0, I teld you T could get in". T responded by telling the male T had no time to speak with him and he could continue on hig way. He became very annoyed that T refused to speak with him and stated "you will regret this, you're gonna pay tomorrow", he then left the ares. Approximately 10 minutes later the same male again approached my location yet again attempting to enter the Green Island section of town. He began by saying, "I'm getting in this time right?" T advised him that I had no need to speak with him and he could return to which ever check point he gained entry with earlier, He then put hie vehicle in park and stated "I'm not moving until I get your supervisor up here." T informed him that he was blocking the roadway and there were several vehicles behind him who needed to get through. I told him he could pull onto a side street and I would have a supervigor come speak with him. He again refused to move. I then informed the male that if he failed to move his venicle he would be placed under arrest. I told him to pull off onto a side street and await = supervisor. He was very annoyed that T would not speak with Aim and pulled to the side of the oad. He then exited the vehicle and began shouting. 7 informed him that a supervisor was on the way and I was done speaking with him He vesponded by eaying that he would "have my badge" and "you have no idea who oseOfficer Report for Case 12-66846 Page 4 of 4 you're dealing with, I'21 pull FEMA out of your fucking town tonight and you can all go fuck yourselves.* A moment later a Township of Tons River vehicle arrived a male, later identified ae Walter Welle exited. He wae shouting and cursing, ae T wae speaking with a resident of the neighborhood at the check point. T informed him that a supervisor was on the way and he could wait to speak with him. Sgt. Diehl #257 arrived a short time later and spoke with both male parties. After a few minutes I observed Sgt. Diehl in a heated conversation with Wells and heard Sgt. Diehl order him to wait across the street. wells complied. A few monents later a second Township vehicle arrived and a male exited, The male was later identified as Louis Anoruso. Anoruso and wells. walked toward ny location. I advised bath that they needed to remain on the aide of the read and the Sergeant would be with then shortly. (For Sgt. Diehl's safety I wae not permitting the males, both of waom were in a highly agitated and confrontational state, to approach him while he was speaking with the eriginal male, out of concern for his well being) Anoruso and Welle continued to approach me, and Aroruso walked directly at me and bumped his chest into mine in an attempt to push his way past me. I then extended my right hand and pushed Anorugo away. Amoruso became irate and began cursing and shouting, Sgt. Diehl walked over to the two men and spoke with them on the shoulder of the roadway: T advised Sgt. Deihi that T would be placing Anoruso under arrest for assault on a police officer. sgt. Dich! ordered me not to arrest Amoruso and that I could sign criminal complaints at a later tine. 7 was unable te obtain identification cn the original male party driving the pick up truck from LOCHIATTO PAVING & MASONRY INC Pel.
