NATIONAL BUILDING CODE (PD 1096)

1. What is PD 1096 all about?

- It is known as “National Building Code of the Philippines” which provide
standards and guidelines on building design, constructions and frameworks of safety and
public welfare.

2. When Presidential Decree 1096 was became effective?

- Presidential Decree 1096, popularly known as the National Building Code of the
Philippines was issued on February 19, 1977

3. Why is PD 1096 necessary?

- It is necessary to ensure that future engineers and architects will have sufficient
knowledge in the construction of buildings and non-building structures to minimize safety
incidents and ensure the safety of the public. And also it is necessary to implement this rule
to ensure the safety of the building and public welfare.

4. What buildings type are exempted from payments of building

permits?
- The building that are exempted from payments of buildings are Public buildings
and Traditional Indigenous Family dwellings.

5. What is the IRR of PD 1096?

- It is cited as Revised Implementing Rules and Regulations of National Building
Code of the Philippines (P.D. 1096). This revise IRR includes additional provisions and
alterations of guidelines in (P.D. 1096). also it extend the scope and application of this law
