SAN DIEGO COUNTY REGIONAL AIRPORT AUTHORITY

NOTICE INVITING BIDS

Notice is hereby given that the San Diego County Regional Airport Authority
(“Authority”) is requesting sealed bids (“Bid”) for: East Solid and Liquid Waste
Facilities, Project #: 104274, Drawing #: 4274.
The magnitude of this work is in the range of $19,306,520. The bidder shall possess a
valid California State Contractors License, classification A, at the time the Bid is
submitted.
Construct two new fully enclosed facilities for the collection and disposal of solid and
liquid waste at San Diego International Airport. The new facilities will be located along
N Harbor Drive at the east end of the airport in the area currently being used for Rental
Car Center (RCC) shuttle bus storage.
Site Work
Site work applicable to the overall Project includes, but is not limited to: pavement and
utility demolition; earthwork; storm drainage piping and infiltration beds; water, sewer,
communications, and electrical underground utilities; security fencing with intrusion
detection systems; asphalt paving; pavement marking, bollards; lighting; and all other
Work required by the Contract Documents.

Triturator & Wash Bay Facility

Construct a new fully enclosed facility for the disposal of aircraft lavatory waste and the
washing of Authority vehicles.

Fully enclosed CMU structure with membrane roofing and high-speed rollup vehicle
doors. Also includes, but is not limited to: pile foundations, concrete slab-on-grade,
exterior metal panels, mechanical, electrical, and plumbing systems; communication
and security/surveillance systems; lighting, various interior finishes; and all other Work
required by the Contract Documents for a complete and functional facility.

East Solid Waste Facility

Construct a new fully enclosed facility for the collection and transfer/disposal of various
types of solid waste materials generated by operation of the airport.

Fully enclosed pre-engineered steel structure with metal panel enclosure, standing
seam metal roof, and high-speed rollup vehicle doors. Also includes, but is not limited
to: pile foundations, concrete slab-on-grade, metal stud framing; glazing; CMU walls;
mechanical, electrical, and plumbing systems; communication and security/surveillance
systems; lighting, fire protection and sprinkler systems; various interior finishes;
office/restroom (flooring, ceiling, dry wall, millwork, paint, MEP, doors); provisioning
truck steel platform for disposal of trash and recycling; and all other Work required by
the Contract Documents for a complete and functional facility.

Deferred Permit Submittals Required

• Fire Sprinkler System
• Cold Formed Framing
It is intended that the work be completed in every respect under the Contract, and such
items or details not mentioned above that are required by the Contract document shall
be furnished, performed, placed, constructed, or installed by the Contractor.

Prebid Conference. (The Prebid Conference is not mandatory) This conference will be
broadcast via teleconference at 10:00 a.m. on May 13, 2021. The conference is an
opportunity for Respondents to listen to a brief overview of the solicitation document
and procurement process. Respondents’ questions must be submitted in writing; they
will not be addressed during this call. Respondents are not required to participate.

Deadline to Submit Written Questions. All questions shall be submitted via email to
Erica Lopez at elopez@san.org. Questions will be received until, 5:00 p.m. on May 20,
2021. Any questions received after that time and date will not be considered.

Bid Due Date and Time. Sealed Bids must be received by 2:00 p.m. on June 3, 2021
to San Diego County Airport Authority (Procurement Warehouse), 3270 Admiral Boland
Way San Diego, CA 92101. The bid opening shall be conducted via Conference
Call.

In accordance with the provisions of the California State Labor Code, the Authority has
obtained the general prevailing rate of wages (which rate includes employer payments
for health and welfare, vacation, pension and similar purposes) applicable to the work to
be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor
employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business
Enterprises (“DBEs”) shall have the maximum opportunity to participate in the
performance of Airport Authority contracts. Certified DBEs with qualifying experience
are encouraged to respond to the request for proposals/bids/quotes, etc.
