INTRODUCTION TO NEET
The NTA (National Testing Agency) will be conducting the All India Medical Entrance, NEET 2021 on August 1st. The
exam will be held for a duration of 3 hours. NEET 2020 was administered across 3,862Exam centres'in 155 cities.
As per the exam conducting body, the National Eligibility cum Entrance Test (NEET) 2020 was a first-of-its-kind
medical entrance exam which saw a record of 15 lakhs + candidates applying for admission to over 1,00,000 MBBS
and BDS seats in all Government, Private and Deemed Medical Colleges across the country. The NEET 2021 Result
will be declared tentatively by the first week of September 2021. As per the NTA, candidates who qualify the NEET
2021 will be eligible to apply for admissions to 85,000+ MBBS seats available in 570+ medical colleges and 25,000+
BDS seats available in 300+ dental colleges across India.
Only Candidates who qualify the minimum cut off percentile and obtain a score in the required marks range will
be eligible for admission into a medical college through NEET 2021.

NTA will be providing Rank for all NEET 2021 qualified candidates. Admitting Authorities will invite applications for
counselling and merit list shall be drawn based on All India Rank. This counselling will be conducted by the Medical
Counselling Committee (MCC) of the Directorate General of Health Services (DGHS). Information for online
counselling will only be available on the Medical Counselling Committee (MCC) website (www.mcc.nic.in).
NEET 2021 All India Quota Counselling will be conducted in the online mode in two rounds only. The first Round of
counselling will tentatively start from the second week of September 2021 for the admissions to seats in
government medical and dental colleges, which fall under the category of All India Quota seats.
To participate in the counselling procedure of NEET 2021, candidates have to register themselves with the
Medical Counselling Committee (MCC) in order to obtain a roll number and password. The overall steps are as

Step 1- Registration
During this step of registration, eligible candidates as declared by NTA have to register online on the official
website.
Candidates have to click on the 'New registrations' tab visible on screen. They can then enter their details
such as roll number, etc . After registration, candidates will be allotted a user name and a password.
In the first round of counselling, a free exit option is available but after the 1st round if a student gets allotted
any college and does not wish to join the same, then deposit will not be refunded.
The amount is either returned or settled in the first-year fee structure, if a student has joined the college.

1 Round Counselling Result
After the seat allotment process, the result of 1st round for NEET 2021 All India quota Counselling will be
published online.

Reporting at allotted college against 1 round of counselling
After the counselling result is declared, candidates will have to report at the allotted college within the
stipulated time.
Free exit for 1st round is available. If a candidate allotted a seat in 1st round and even if the candidate does
not report/join the allotted college, he/she will not be penalized & will be eligible for subsequent rounds.
Registration & Fresh choice submission by eligible candidates for 2nd round of counselling
Students who did not register in 1st round can complete registration now with making payment. Old choices
entered will be null & void, students need to enter fresh choices again.

Documents Required
Candidates who are allotted seats through either of the rounds of All India Counselling are required to report to
their respective colleges within the given dates to confirm their seats. The documents required to be presented
by them at the time of reporting include the original and attested copies of:

Jammu & Kashmir candidates continue to remain ineligible for AIQ seats.
For AIQ MBBS Seats, a total of 6065 seats were there, and out of these 5954 seats were allotted in the
first round.
The last unreserved rank allotted an MBBS seat after NEET second round seat allotment is 15038 at the
Rajah Muthiah Medical College, Annamalai University under 15% All India Quota.

The Designated Authority for Counselling for the 15% All India Quota seats of the contributing States shall
be the Directorate General of Health Services (DGHS).
The Commissioner, State CET Cell, Mumbai has been designated as Competent Authority for selection
and admissions at Government/ Corporation / Government Aided/ Government Unaided Private & Minority
Colleges under Health Science Courses.
The Commissioner, State CET CELL, Mumbai will conduct the admission process for all the Health
Science courses in the State of Maharashtra. Online applications will be invited from eligible candidates for
admission to all Government/Corporation, Private & Minority Colleges. Online application form will be made
available on the website www.mahacet.org.
The list of applicants will be prepared on the basis of information submitted by candidates through an
online process made available on website www.mahacet.org. The provisional state merit list will be prepared on
the basis of the information filled in the registration form and the documents uploaded by the Candidate. The
verification of Original Documents shall be done by the counselling authorities/ admitting college authorities.
During the online process, there will be a choice for opting Institutional quota seats (15%) for MBBS and
BDS courses at private unaided colleges.

Seat Distribution
Selection to various health science courses at these colleges shall be subject to permission/
approval/affiliation from, the (1) Govt. of India; (2) Respective Central Council (NMC/DCI/CCIM/CCH,
etc.); (3) Govt. of Maharashtra and (4) Maharashtra University of Health Sciences, Nashik. The “intake
capacity” at a particular college shall be the 'minimum number of seats' permitted by the above said
authorities.
15% All India quota in Government / Corporation Medical & Dental colleges as well as in the
Government, Government aided and Private BAMS, BUMS & BHMS Colleges : 15% seats of the intake
capacity for MBBS & BDS courses at Government & Corporation Medical and Dental Colleges and 15%
seats of intake capacity for BAMS, BUMS and BHMS course at Government, Government Aided and
Private colleges will be filled through 15% All India Quota counselling.
These seats will be filled by the Medical counselling committee (MCC) and by the Ayush Admissions
Central Counselling Committee (AACCC) respectively. The seats surrendered from all India quota to state
quota will be filled by the Commissioner, State CET CELL. The eligibility and constitutional Reservation /
PWD Reservation of State quota seats will be applicable to All India Quota surrendered seats.
15% Institutional quota for MBBS/BDS course in Private/Minority colleges shall be filled on the All India
basis which shall also include eligible NRI, OCI candidate and candidate from other State (OMS). These
seats will be filled by competent authority through CAP.
The distribution of seats at the disposal of Competent Authority will be made, by taking into consideration
the constitutional reservations and the specified reservations.

The candidate should have claimed the constitutional reservation in the original application form. The candidate

Eligibility Criteria
The candidate must have passed the 10th and 12th from an Institution situated in the state of
Maharashtra.
NRI candidate are eligible only for institutional/NRI quota seats only.
Overseas citizen of India (OCI) are eligible for all types of seats (Govt./Corporation/ Govt. aided/ Private/
Institutional quota), if 10th & 12th standard of the aspirant is from Maharashtra and he/she is also having
a domicile with minimum 10 years of stay in Maharashtra.
The children of the employees of Government of Maharashtra or its undertaking who have joined service
since beginning at a place situated outside the State of Maharashtra, but who have been transferred to a
place situated within the State of Maharashtra shall be eligible for admission even though such children
might have passed the S.S.C.(Std.X) and/or H.S.C. (Std.XII) or equivalent exam from the recognized
Institutions situated outside the State of Maharashtra, provided that such an employee of Government of
Maharashtra or its Undertaking must have been transferred/ deputed at a place of work located in the
State of Maharashtra and also must have reported-for duty i.e. joined the duty before the last date of
document verification.
Any eligible candidates on All India basis can be admitted including Non-Resident Indians (NRI) and
Overseas Citizens of India (OCI), as well as Outside Maharashtra candidate (OMS) who had appeared for
the National Eligibility-cum-Entrance Test and declared eligible for admission to undergraduate Medical
and Dental courses, in accordance with inter-se-merit amongst candidates who apply for institutional
quota seats. However, NRI candidates will be preferred. These seats will be filled by competent authority
through CAP. Such seats if remain vacant after all CAP rounds will be surrendered to respective institute
for institutional level round.

Application form link will be displayed. click on the Application form link.
Instruction page will be displayed. Carefully read the Instructions for filling the online form. After reading
Instructions, the applicant has to click NEXT button to go to the actual Online Application form.
System will validate required fields before allowing him / her to submit.
Before submission of Application Form the candidate should read carefully the conditions given under
"Declaration by the Candidate". Candidate should agree to the given conditions, before submitting the
application form
During submission, the system will ask “Password” from the candidate.
Eligible candidates will be able to submit the form. There is a provision to make changes in the Application
Form before Click on Submit Button. Candidates should verify the correctness of entries made in
application form. There is no provision to make changes in the application form once Submit Button is
clicked.
After submission of form, Candidate has to pay Non Refundable fee through payment gateway provided
for it.
Uploading of Documents: After successful online payment, Candidate has to upload the required
documents online.

Document Verification
Document verification will be for the admission to Government/Corporation/Government Aided and State
quota seats of Central Government/ Unaided Private/Minority Institutions from the State of Maharashtra.
Candidates, who do not have caste validity certificate at the time of document verification process, will be
considered as open merit candidates subject to fulfilling eligibility.
DT –A (VJ), NT-B, NT-C, NT-D, OBC, SBC and SEBC category candidates who do not have Non-Creamy Layer at
the time of document verification will be considered as open merit candidates subject to fulfilling eligibility.
EWS candidates who do not have EWS eligibility certificate at the time off document verification process will be
considered as open merit candidates subject to fulfilling eligibility.
Applicants belonging to SBC: The person belonging to Special Backward Class (SBC) is to be considered as OBC
candidate and such candidate will be required to produce Non- Creamy Layer certificate.
The Candidate will have to report at the allotted college with her/his original documents for physical verification
and admission. The candidate should report personally (proxy not allowed) to the respective allotted college,
for the physical document verification and admission.
Admission to various health sciences courses for academic year 2021-22, will be done online by way of filling of
the online "Preference Form" on website.
The selection of the candidates will be made on the basis of merit and preferences given by the candidate.
Candidate will be allowed to fill preferences (choices) online in the preference form.
List of eligible candidates, course wise, will be published as provisional state merit list. Seat allocation shall be
made centrally on the basis of NEET UG 2021 merit in the state of Maharashtra, and preferences exercised by
the candidate.
The candidate can fill online preference form multiple times before clicking submit button. Once submit button
is clicked, then there is no provision to change the preference(s). These preference(s) will be used for 1st round
and subsequent round(s) including mop up round of selection / upgradation (if any). Up gradation in
subsequent round including mop up round is compulsory.
Online preference form filling process will be divided in to groups and schedule which will be notified by
Competent Authority
Group A: - For MBBS/ BDS courses,
Group B: - For all courses other than MBBS/BDS courses

There shall be two or more rounds of selection of candidates, depending on the availability of vacant seats.
The selection will be on the basis of merit and the preferences submitted by the candidates. For second and
subsequent rounds, including mop up round, no separate online preferences will be filled by the candidate.
The choices of courses and colleges, once entered online, shall be final and irrevocable.
The College code is a four-digit number with S or N suffix, specific for each college & course combination.
Candidate should fill minimum one preference and maximum as desired. It is not compulsory to fill all
Preferences.
Suffix S indicates state quota (all seats of government / corporation colleges & 85% each in private colleges /
minority colleges), and N suffix indicates 15% institutional quota in private Colleges / minority colleges.
Note 1: Candidate who have applied for Institutional quota in online application form can only fill preference for
institutional seats with suffix N.
Note 2: Candidate who is NRI or ward of NRI must claim NRI/OCI Status in online application form and should give
preferences with suffix 'N' only. Eligible NRI candidates will be preferentially allocated Institutional quota seats.
However, such candidates are not permitted for state quota seats hence suffix S for state quota seat will not be
available for them.
Note 3: Candidates who are not NRI or ward of NRI but otherwise eligible for 85% state quota can also give preferences
for Institutional quota seats in preference form with suffix 'N', provided such a candidate apply for Institutional
quota seat in online application form by paying requisite fee. Non NRI candidates will be allotted Institutional
quota seats if seats remain vacant after allotting to NRI candidate as per preferences filled by candidates.
Candidate should fill his most preferred subject and college code as preference no. 1 followed by his next choice
as preference no. 2 and so on in each group separately. While filling the course and college codes, four-digit
number with specific suffix should be entered in five boxes of NEET-UG 2021 Online preference form.
Candidate must be very careful while filling the Online preference form. Candidate can fill minimum one
preference or any desired number of Preferences.
If a candidate does not give preference for a code for particular course and particular college (Government /
Corporation / Private); then it means that he / she is not interested / desiring to take that Under Graduate Health
Science seat. Candidate should note that there will be no change / addition / deletion in his / her list of
preferences at later date / stage.

Allotment
Based on preferences given, the seat will be allotted on merit and the allotment will be displayed on website of
State CET CELL "www.mahacet.org".
Candidates as per allotment should report along with all original certificates and a set of attested photocopies
of each document.
A candidate who is selected in first or subsequent round of selection process but does not join the college or
cancels the admission after joining, it will be presumed that such a candidate is not interested in the admission
process and for all further CAP round(s) including MOP UP round(s) of admission. Such candidate shall not be
considered for allotment of any seat during NEET UG 2020 admission process through CAP round.
Status Retention
In case if a candidate to whom a seat has been allotted in the first round and who has joined the college
accordingly, is satisfied with the allotment, such a candidate must submit a Status-Retention Form.
Form as above within the prescribed time and the seats occupied by them will be removed out of consideration
for the remaining admission process. After concluding the first round, for the further round(s), Candidates who
have been allotted seat(s) in the earlier round(s) and joined the course, as also the candidate(s) who have not
been allotted any seat, will be eligible.
In the subsequent round(s), betterment chance(s) will be given to the candidate(s) who have already been
allotted seat(s). After selection in any round, if a candidate fails to join the college, he/she will be ineligible for the
subsequent entire admission process. The status retention will be operated for each group separately.
After conducting two or more CAP rounds of seat allotment for Government /Corporation /Private aided /
Private Unaided / Minority colleges,if seats remain vacant due to non-allotment, non-reporting for admission
and resigning after joining or any other reason, those seats will be filled in Mop-Up round(s).

Institution Level Round For Vacant Seats After Cap Mop-Up Rounds:
If the seat(s) remain vacant in Private Unaided /Private Minority Colleges after all CAP Mop-Up Rounds, the said
seats shall be filled in by the Institution through Institution Level Round with the prior approval of the Competent
Authority.
The Institutional quota (15%) seats for MBBS/BDS surrendered to institute shall be filled by the concerned
institute by calling basis including NRI/OCI/OMS, through inter-se merit.
Candidates joined against the seats of Government/Municipal Corporation colleges for admission to
MBBS/BDS Courses either through GOI nominee, All India quota or through NEET UG 2021 will be required
to sign a bond to serve the Government of Maharashtra or local self government or Defence services for a
period of one year, after the completion of internship, failing which he/she will be required to pay Non
Refundable Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty.
· Additionally, he/she will be required to sign an undertaking to the effect that he/she will not leave India
within a period of five years from the date of obtaining the degree, otherwise he/she will have to pay Non
Refundable Rs. 10,00,000/- (Rs.Ten lakhs only) as penalty.
Any candidate responsible for lapse of MBBS/BDS seat will have to pay a Non-Refundable penalty of
Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all those candidates who do not join
during the last round or cancel a seat after the last round of admission. This penalty is also applicable to
any candidate resigning a seat after the cut off date for MBBS/BDS courses or also fails to complete the
course, irrespective of admission quota of the candidate
Quick Note - Any candidate who resigns a seat after cut-off date from Government/Government
Aided/Private unaided College (Ayush Course) will have to pay Rs. 3,00,000/- (Rs. Three lakhs only) as
penalty.
The candidate availing reimbursement / Scholarship will have to do one year bond service as Medical
officer in rural, difficult and tribal areas of Maharashtra.
The aforesaid bonded candidate, if fails to comply with the bond condition, then he/she will have to return
the scholarship amount with interest.

The selected candidate must join the college at which he/she is selected, on or before the prescribed date
by the Competent Authority, failing which his/her admission may stand cancelled.
The selected candidate who has joined the college and desires to cancel the admission should cancel it,
at the respective college. The college should accept the cancellation and inform the Competent Authority
along with a copy of the cancellation letter immediately. Last date to cancel the admission of
Medical/Dental and Ayush Course on or before the prescribed date to be declared by counselling
committee/ college authority/ competent authority. If a candidate cancels his/her admission after the
prescribed date, he/she has to pay a penalty. Any application for cancellation admission sent to
competent authority will not be considered.
Note: - Candidates who have filled the status retention form can also cancel the admission
before prescribed date.
