from concerned Railway Authorities and emphasizes the process of linking

Over Dimensional Consignment Movement Approval & Linking With TMS

1. Overview
An over dimensional consignment (ODC) is the one which when loaded in an ordinary wagon
would infringe the standard moving dimensions of the gauge over which it is to move.
Therefore any consignment exceeding the standard moving dimensions prescribed for the
gauge on which it has to move shall not be registered for booking unless prior sanction for its
acceptance has been obtained from the concerned zonal Railways.

ODC Movement occurs only after approvals from various authorities of all the concerned Zonal
Railways over which it takes place. The movement of ODC may differ from that of other
consignments in the following ways:-

➢ The route for the ODC is decided by the competent authorities (DRMs / COMs). The route
opted for the ODC Movement shall not be shortest and rationalized route between the
originating – destination (O-D) station pair.

➢ ODC may belong to any of these three classes viz.


Class ‘A’ : Permitted out of gauge
Class ‘B’ : Exceptional out of gauge
Class ‘C’ : Extraordinary out of gauge

➢ In addition to freight charges, the ODC Movement is subject to levy of the prescribed
infringement charges based on its ‘A’, ‘B’ or ‘C’ classes. The class of ODC will be decided by
the COMs of the originating zone, destination zone and all concerned Zonal Railways. There
may be different ODC classes for all concerned Zonal Railways. However, Infringement
Charges shall be based on the highest ODC Class as defined in the approval letter. Other
applicable surcharges and discounts on freight shall be unchanged.

➢ In case of class ‘C’ consignment, operating department will give the final sanction only after
receiving the CRS (Commissioner of Railway Safety)’s sanction.

➢ System shall not decide the approval / disapproval of the ODC Movement and shall not
verify the dimension of the consignment to find the ODC Class of the movement. All the
details shall be provided by the Competent Authority in respective task / screen of the ODC
Movement Approval System available in web project of FOIS.

2. PROCESS FLOW
2.1 Over Dimensional Consignment Movement Approval

2.1.1 Login

ODC Movement Approval System is available in the web project of FOIS. User of the task shall
be specific to a particular location. The location may be any Station, Division or Zone. For this
purpose, a unique User Name and Password shall be created and the same shall be available to
the user to login to ODC Movement Approval System. The password shall be valid for login in
the application for one time only and then the System shall force the user to change it before
using any functionality of the application.

Existing users of FOIS may also access the ODC Movement Approval System, provided they
have an additional User Role i.e. ODC-ADMN.

A Login screen is designed to access the functionality of the System (Figure 1). Login Screen is
the first screen of the ODC Movement Approval Application. And it may be accessed through
web browser (internet explorer/ google crome etc.) on FOIS Network with the address / url as
given below:

a. Only authorized user with Role ODC-ADMN shall be allowed to login.


b. After Successful login, a Home Page (Generally known as Home) shall appear.

2.1.2 HOME PAGE

Home Page contains menus for accessing different functionalities / screens related to ODC
Movement Approval as well as administrative functionalities like “Change Password” and
“Logout”.

The Home Page screen also contains a grid which shows a list of ODC movement requests
details registered at login location or any location which comes under its divisional or zonal
territory. It also shows a list of those ODC requests registered at other than login zone, for
which ODC movement approval has been sought from the login zone. All the concerned
stations, divisions and zones will be able to see the ODC movement requests falling in their
territories. (Figure 2)

Before accessing any menu / functionality / screen, user shall have to come on Home Page
screen. It is MANDATORY. Home Page Screen may be accessed by clicking the menu “HOME”
which is on left upper corner of any screen of the application.

2.1.3 Process for capturing Customer Request details for ODC Movement – “ODC
MOVEMENT REGISTRATION”

ODC movement request may be registered at Loading Station or its Division / Zone. Movement
may be within division (Intra - Divisional) or within same zone but different division (Inter -
Division) or Inter-Zonal (Between Different Zones). The screen may be accessed from Home
Page Screen by navigating menus in following ways. ODC MOVEMENT REGISTRATION -> NEW

A new screen shall appear for capturing customer request for ODC Movement. (Figure 3)

i. User name for ODC Movement Approval System is location specific. Hence the user
name shall be specific to only one location. The location may be station, division or
zone. The location shall now onwards be mentioned as Login Location.
ii. “Station From” (Loading Point) of customer request should be login location or should
come under divisional or zonal territory of login location. System shall validate if the
entry for “Station From” is compatible with Login location or not.

iv. Request Date and Time may be selected using calendar Image. Calendar Image may be
invoked by clicking the calendar icon just beside the “REQUEST DATE” input option.
After selecting Request Date and Time, “APPLY” option on the Calendar has to be
selected. Request Date and Time cannot be greater than current date and time.
v. Input Field Help for consignor code, consignee code and consignment is available in the
application. If cursor is in any of the three input options, pressing “down arrow key” on
the keyboard shall display the list of respective field values.
vi. No. of Consignments is total number of over dimensional consignment for the
movement.
vii. Stock wise consignment measurement is to be entered.
viii. If sketch / image / scanned copy of Over Dimensional Consignment are available with
customer, it may also be uploaded and linked with customer request. However, linking
Image is not mandatory. There is an option “IMAGES” in the screen to add ODC images.
“ADD” option of “IMAGES” opens a browse window. Concerned images may be
browsed and selected one by one. As soon as an image is selected (OPEN option is
clicked in browse window), “UPLOAD” and “DELETE“ options are enabled on the right

side of “ADD” option. Selected Image may be removed using “DELETE” option. And it
may be saved / linked with customer request using “UPLOAD” option. Once the selected
image is saved (using “UPLOAD” option), it cannot be removed. If any image is selected,
pressing UPLOAD option is mandatory before saving all the details using “SUBMIT”
button. If upload is not done before SUBMIT, selected image cannot be saved.
ix. “REMARK” option on the screen is to capture any specific information about ODC
Movement provided by the customer. Entry in the field is not mandatory.
x. There is a “SUBMIT” button at the end of the screen. It is to save the all information
provided by the customer.
xi. If “SUBMIT” button is pressed, codified details shall be validated by the system. After
successful validation, system shall generate a unique identification number, also known
as, Request Id. Request Id shall be a combination of Originating Zone, Year and a
sequential number of 4-digit. The sequential number shall be initialized by each of the
calendar year based on the originating zone where loading of ODC shall be done. Each
entity of the Request Id’s combination shall be separated by “/”. Request Id shall be like
NR/2014/0001
xii. The Request Id shall remain be same throughout all the functionalities of ODC
Movement Approval and the same shall be used to link it with TMS indent. The Request
Id may also used for query purpose regarding ODC Movement and it shall also be
reflected in RR’s Remark (wherever ODC case applicable).
xiii. After saving successfully, the ODC Movement Request may be viewed at Home Page
with newly generated Request Id. To access Home Page, user has to click “HOME” menu
on the left upper corner of the current screen.
xiv. Initial Status of the ODC Movement Request shall appear as “ODCR NOT GENERATED” at
Home Page Screen.
xv. If any action has to be taken against any Request Id, firstly that Request Id has to be
selected from Home Page Screen. To select a Request Id, a single-click on the row of
that particular Request Id is to be done. Selected row’s color shall change into ocean
blue color. After selecting, related task / screen may be accessed using menus.

2.1.4 Process for editing Customer Request Details for ODC Movement – “ODC
MOVEMENT MODIFICATION”

User can modify the customer request details provided that ODCR is not generated. ODCR is an
“Approval Seeking Letter” mentioning about ODC movement details provided by the customer
along with via route and expected time of departure. It is sent by originating zone to all the
passing zones of the ODC Movement and also sent to Commission of Railway Safety (CRS) by
concerned zones where ODC movement may be of “Class C”.

ODC Movement Modification screen (Figure 4) may be accessed by navigating menus in


following order: - ODC MOVEMENT REGISTRATION -> EDIT

i. For Modifying ODC Movement Request, Login Location should be same as where the
request was registered. So the user should be specific to that particular location.
ii. All details except Request Id, Request Date and Consignor Details may be modified.

iii. “Station From” may be modified by the user specific to the division or zone of the
loading station (Station From). And new “Station From” should come under the same
divisional / zonal territory.
iv. There is a “SUBMIT” button at the end of the screen to save the changes.
v. Home Page may be accessed to view all the ODC Movement Requests and other
changes by clicking HOME menu on the left upper corner of the current page.

2.1.5 Process for Forwarding Customer Request To Competent Authority – “ODC


MOVEMENT FORWARDING”

Competent Authorities (DRM / COM) of originating location are responsible for taking
permission from concerned departments / zones and approving the ODC Movement. DRM and
COM, both are competent authority for Intra-Divisional Movement. And COM is responsible for
Inter-Divisional and Inter-Zonal Movements.

ODC Movement Forwarding Screen (Figure 5) may be navigated using following order of menus.

ODC MOVEMENT REGISTRATION -> FORWARD TO COMPETENT AUTHORITY

i. There is no need to forward ODC Movement Request if it is already registered with


Competent Authority (Division / Zone). If it is not registered with its Competent
Authority, it has to be forwarded to its Competent Authority to initiate the process of
ODC Movement Approval.
ii. Once ODCR is generated, its details cannot be modified.

iii. User shall have to select the “Forward To” option from the screen to forward the ODC
Movement Request to appropriate Competent Authority. “DATE” option is to provide
the forwarding date by user.
iv. At the end of screen, there is “SUBMIT” button. It has to press to forward the request to
competent authority.
v. After forwarding customer request to Competent Authority, Status of the customer
request at Home Page shall change as “FORWARDED TO ZONE” or “FORWARDED TO
DIVISION” as the case is applicable.

2.1.6 Process for Cancelling Customer Request – “ODC MOVEMENT CANCEL”

ODC Movement Request may be cancelled at any moment before “Final Approval for ODC
Movement (ODCA)” generates. Screen (Figure 6) may be navigated using menus like ODC
MOVEMENT REGISTRATION -> CANCEL

i. User shall have to select one option (RAILWAY / CUSTOMER) of “CANCELLED BY” input.
ii. “SUBMIT” button shall have to press to cancel the ODC Movement Request.
iii. As soon as the ODC Movement Request is cancelled, it shall not appear on the Home
Page Screen.
vi. Home Page screen may be accessed by clicking HOME menu on the left upper corner of
the current page.

2.1.7 Process for Generating “Approval taking Message (ODCR)” – “ODCR


GENERATION”

ODCR is an “Approval Seeking Letter” having standard format mentioning about ODC
Movement details provided by the customer. It is sent by originating zone to take permission
for the movement to all the passing zones of the ODC Movement and also sent to Commission
of Railway Safety (CRS) by concerned zones where ODC movement is of “Class C”.

All the concerned zones of the ODC Movement, where “Class C” is applicable, may use the
ODCR to take permission from their concerned CRSs.

ODCR generation is mandatory for all types of ODC Movement i.e. Intra-Divisional, Inter-
Divisional and Inter-Zonal Movement.

It is generated by Competent Authority (user) of originating location. User shall, firstly, select
the Request Id for which ODCR is to be generated from HOME page screen. The task / screen
for ODCR generation (Figure 7) may be accessed by using menus in the order mentioned below:

ODC REQUEST (ODCR) -> GENERATION

Following information shall be provided by the Competent Authority to generate “Approval


Seeking Letter (ODCR)”.

i. The authority shall decide via route of the ODC Movement. The same route shall be
entered in the option “PROPOSED VIA” of the screen. It should be a string of valid
locations separated by hyphen, “-“.
ii. As soon as, the user presses the “TAB” button, system shall find and display complete
RBS route, passing railways and chargeable distance on the basis of the proposed via.

iii. Expected Time of Departure shall be entered by the authority / user.


iv. Stock wise consignment details provided by the customer at the time of ODC movement
registration shall be displayed. It may be modified. There is an action button against
each stock wise details, it may be used to modify consignment details.
v. At the end of the screen there is a button “SUBMIT” to generate ODCR.
vi. At HOME Page, status of the ODC request shall change to “ODCR GENERATED”.
vii. If an ODCR is generated and the user wants to generate a new ODCR again for the
same Request Id, it may be done. Process of ODCR Generation (Point 2.1.7) may be
followed. In such case previous ODCR details needs to be cancelled by the User.

2.1.8 Process for Modifying ODCR – “ODCR EDIT”

ODCR may be modified provided that it has not been forwarded to CRS / Passing Zones. Screen
may be accessed by navigating menus in following ways.

All other validations and input details are same as it is for ODCR Generation (Point 2.1.7).

2.1.9 Process for Cancelling ODCR – “ODCR CANCEL”

Approval Seeking Letter (ODCR) may be cancelled provided that “Final Approval for ODC
Movement (ODCA)” is not generated. User shall have to provide cancellation details like if
Railway or Customer initiated for ODCR Cancellation.

Screen (Figure 8) may be accessed by navigating menus ODC REQUEST (ODCR) -> CANCEL

“SUBMIT” button at the end of the screen is to save cancellation details.

After Cancellation, Request Id shall remain visible at HOME Page. And New ODCR may be
generated against the same Request Id (Refer Point 2.1.7). After cancelling ODCR, status of the
ODCR at the HOME Page shall change to “ODCR CANCELLED”. If the user / customer want to
delete the Request Id from HOME Page, ODC Movement Registration shall have to be cancelled
(Refer Point 2.1.6).

2.1.10 Process for Forwarding ODCR To Passing and Destination Zones– “ODCR
FORWARD”

To forward ODCR, firstly, the customer request details shall be selected at HOME Page screen.
Then, “ODCR Forward” screen / task (Figure 9) may be accessed by navigating menus like

ODC REQUEST (ODCR) -> FORWARD

The screen is used to forward the “Approval Taking Request Message (ODCR)” to all the passing
and destination zones.

i. In the screen, the system shall show the entire concerned zones to which ODCR shall be
forwarded.
ii. User shall have to entry “FILE NUMBER” and “DATE”. “FILE NUMBER” is a
communication number / identity between originating zone and passing zone and that
shall be same for all the passing zones of the ODC Movement. “DATE” is ODCR
forwarding date to passing zones.
iii. “SUBJECT” at the screen specifies the purpose of forwarding the ODCR. So it shall be
entered by the user accordingly.

iv. To forward the ODCR, user shall have to press “SUBMIT” button. Status of the ODCR at
HOME Page shall now change as “ODCR FORWARDED”.
i. If the ODCR is forwarded successfully, the same shall appear in passing zones too with
status “ODCR REPLY PENDING”. User specific to the passing zones may login with their
login credentials to the application to initiate action with the ODCR sent by the
originating zone. Passing zone user may approve / disapprove the ODC Movement by
invoking the task using menus ODC REQUEST (ODCR) -> REPLY

2.1.11 Process for Forwarding ODCR to CRS if movement is supposed to be of ODC


“CLASS C” in that Zone – “FORWARD TO CRS”

For approving ODC Movement of “Class C” in any concerned zone (origination / passing /
destination), COM of that zone shall have to take prior approval from CRS (Commission of
Railway Safety). It may be initiated by forwarding ODCR to CRS. To forward the ODCR to CRS,
firstly, ODC Request Details from HOME Page shall have to be selected. Then the screen may be
accessed in the application navigating following menus and then mechanism described
thereafter.

ODC APPROVAL (ODCA) -> ODC SELF APPROVAL

A screen of “SELF APPROVAL” appears. In the screen, there is an option “ODC CLASS” to select
the type of ODC Class for the Movement in the concerned zone. User shall have to select
“CLASS C” from the same option. As soon as, “CLASS C” option is selected, a new screen
appears (Figure 10). The new screen that appears after selecting “CLASS C” is used to forward

ODCR to CRS.

ii. To forward the ODCR to CRS, only input options of “FORWARD TO CRS” screen needs to
feed. The screen contains input options of “FILE NUMBER”, “DATE” and “SUBJECT”.
Other entries on the screen need not to be filled.
iii. “FILE NUMBER” is a communication number / identity between the zone and
concerned CRS for the ODC Movement. “DATE” is ODCR forwarding date to the CRS.
iv. “SUBJECT” at the screen specifies the purpose of forwarding the ODCR to the CRS. So it
shall be entered by the user accordingly.
v. “SUBMIT” button at the end of the screen is pressed to forward the ODCR to the CRS.
vi. CRS may initiate action for the ODCR sent to him by logging the application. CRS shall be
provided login credential specific to the location for this purpose.
vii. The required action expected by the CRS is his approval / disapproval for the ODC
Movement of Class C. the task may be invoked from menus ODC REQUEST (ODCR) ->
CRS REPLY
viii. CRS approval is not required if the movement in the zone is of ODC “Class C”.

2.1.12 Process for CRS Reply to the ODCR Requesting Permission for Movement Of
ODC “CLASS C” – “CRS REPLY”

Any zone (Originating / Passing / Destination) allowing ODC Movement of “Class C” shall have
to take prior permission from their CRS. The process has already been mentioned above (Refer
Point 2.1.11). Now CRS shall reply the ODCR sent by the zone seeking permission for the ODC
Movement of “Class C”. The task / screen (Figure 11) for the “CRS Reply” may be invoked by
navigating menus ODC REQUEST (ODCR) -> CRS REPLY

i. CRS shall provide entries for “FILE NO”, “DATE”, “APPROVAL FLAG”, “AUTHORITY
DETAILS” and “REMARK” at the screen.
ii. “APPROVAL FLAG” option on the screen specifies CRS’s concern for “Class C” movement
for the ODCR sent by the COM. If CRS enters its value as “Disapproval”, COM cannot
reply (reply of ODCR by the passing zone to originating zone) / approve (self approval in
originating zone) with “Class C” for the zone.
iii. “REMARK” option on the screen shall capture any additional information provided by
the authority regarding the movement.
iv. After CRS’s Reply, COM’s reply (reply of the ODCR by the passing zone to originating
zone) / approval (self approval in originating zone) approval is mandatory. Please refer
following screens / tasks for COM’s Reply / Approval process.

2.1.13 SCREEN FOR REPLYING THE ODCR BY PASSING ZONES – “REPLY”

Passing and destination zones of the ODC Movement shall reply the request (ODCR) sent by the
originating zone asking for the permission of the movement. These zones shall have to approve
/ disapprove the movement in their respective zones with authority details. In case the zone
approves the movement, it shall have to provide the information like “ODC Class” and
restrictions regarding the movement. System shall not validate the decision of approval /
disapproval and dimensions of the ODC to verify the ODC class provided by the competent
authority.

ODC Movement request for which reply is to be done shall show its status as “ODCR REPLY
PENDING” at HOME Page screen. User / authority shall have to select the same request from
the Home Page and have to navigate following menus to invoke the screen / task (Figure 12).

ODC REQUEST (ODCR) -> REPLY

i. Input options like “FILE NO.”, “DATE”, “APPROVAL FLAG”, “AUTHORITY DETAILS”,
“REMARK”, “ODC CLASS” and “RESTRICTION” shall appear on the screen to capture the
authority’s concern over the movement.
ii. “FILE NO.” is a communication number / identity between two zones for the ODC
Movement and shall be entered by passing / destination zone. “DATE” is Reply date of
the ODCR.
iii. “APPROVAL FLAG” has three options like “Approval”, “Disapproval” and “Route
Suggestion”. User shall have to select any one of the above options.
a. If “Approval” Option is chosen, option for “ODC CLASS” and “RESTRICTION”
appears on the screen (Figure 12). User/ Competent authority shall have to
decide the ODC Class and have to specify all the restrictions. These are the
restrictions whose strict obligation shall make the ODC movement under
specified class possible. For ODC “CLASS C”, prior approval of CRS is Mandatory
(Please Refer Point 2.1.11 and Point 2.1.12 mentioned above for the same).

Restrictions may be added using “ADD” button. As soon as the button is


pressed, a new screen (Figure 13), “ADD DETAILS” appears. It has two input
options. One is “RESTRICTION TYPE” that is a list of codified values of restrictions
and may be selected from it. Another one is “REMARK” that shall be used to
capture the detailed specification for the selected “RESTRICTION TYPE”. There
are two buttons “CONFIRM” and “CANCEL” on the screen. If “CONFIRM” button
is pressed, entered restriction details shall be considered. And if “CANCEL”
button is pressed, entered restriction details shall be discarded.

b. If “Disapproval” option of “APPROVAL FLAG” is chosen, the screen shall have


appearance like Figure 14. Input details like “AUTHORITY DETAILS” and
“REMARK” shall be required. “REMARK” input field captures specification for
disapproving the movement.

c. Last input option of the “APPROVAL FLAG” is “Route Suggestion” which on


selection gives a new input option of “ALTERNATE ROUTE” on the screen (Figure
15). By choosing the option, the Competent Authority disapproves the ODC
Movement in his zone and suggests the originating zone with an alternate route
in the zone to follow the ODC Movement. Route details are captured in the
input box “VIA” on the screen. Via should be a string of valid locations of the
zone and be separated by hyphen “-“.

(Originating zone may or may not follow the suggestion of alternate route
provided by the passing zones. If originating zone follows the route suggestion, a
new ODCR against the same Request Id shall be generated at the originating
zone and be forwarded to all concerned zones again to take approval.)

iv. At the end of the screen, there is a button “SUBMIT”, which is pressed to save the
information provided by the user.
v. A new status of the ODC Movement Request shall appear on the HOME Page screen. It
shall now change from “ODCR REPLY PENDING” to “ODCR REPLY DONE”.
vi. If replies of all the forwarded ODCR have been done by concerned authorities (Zones /
CRS), status of the ODC Movement Request shall change from “ODCR FORWARDED” to
“ODCR REPLY RECEIVED” at HOME Page. And the same may be viewed by Originating
Zone’s user. In this situation passing zones’ user shall view status as “ODCR REPLY
SENT”.

2.1.14 Process for Approving the Movement In The Originating Zone – “ODC SELF
APPROVAL”

Originating zone shall have to approve movement in his zone. “SELF APPROVAL” screen / task
(Figure 16) shall be used for the same purpose. The screen shall capture “ODC Class” and
Restriction’s obligation provided by the user / authority of the originating zone.

For ODC “CLASS C”, prior approval of CRS is Mandatory (Please Refer Point 2.1.11 and Point
2.1.12 mentioned above for the same).

For approval of Inter-Zonal ODC Movement, the “SELF APPROVAL” task is mandatory.
Approval of Intra-Divisional and Inter-Divisional ODC Movement shall not require the task.

At HOME Page, Concerned ODC Request details may be selected and following menus is
required to navigate to access the screen / task.
ODC APPROVAL (ODCA) -> ODC SELF APPROVAL

At the end of the screen there is a “SUBMIT” button, it shall be used (pressed) to save the
details provided by the user/ authority at the screen.

2.1.15 Process for Provisional/Final Approval Of The ODC Movement – “ODC


APPROVAL GENERATION”

It is the final process / task of the ODC Movement Approval and it is mandatory to perform.
Competent Authority decides if the movement shall be approved or not.

For approving the ODC Movement, approval from all other authorities (Zones / CRS, whoever
is applicable) is required.

To access the screen / task (Figure 17), firstly, request details for which approval / disapproval
to be done shall be selected from HOME Page. Now, following menus is navigated to access the
screen.

ODC APPROVAL (ODCA) -> ODC APPROVAL GENERATION

“REFERENCES” on the screen shows all the replies received from the CRS / Zones where ODCR
was forwarded for taking approval for the movement. It also shows originating zone’s approval
/ disapproval details provided that it has declared it through “Self Approval” task (Point 2.1.14).
There is some information that needs to be captured at the screen to proceed further.

i. Entries of Authority Details on the screen are mandatory.


ii. “ODC CLASS” on the Screen is the final class on which the ODC Movement shall happen
from source to destination. For Inter-Zonal Movement, system shall find the highest
class (Class on which there is a maximum charging) from the classes provided by all
authorities (All Concerned Zones). And the Class shall be non-editable.
“ODC CLASS” for Intra-Divisional and Inter-Divisional movement shall be entered by
the Competent Authority on the screen. By default, it displays the Class provided by the

authority / user at the time of “Self Approval” (Point 2.1.14). If “Self Approval” is not
reported, it shows the highest Class of ODC Movement. And the Class may be changed.

iii. “ESCORT” option on the screen captures information if private escorting staff shall be
accompanied with the ODC Movement. The option has value “YES” and “NO”. If there is
private escorting staff, “YES” value has to be selected and detailed information for the
same may be provided by using “ADD” button on the screen. A new screen (Figure 18)
appears by pressing the button.

Escorting Staff information like “NAME”, “DESIGNATION”, “PNR”, “FARE”, “and


REMARK” may be provided in the screen (Figure 18). “CONFIRM” button add escorting
staff information whereas “CANCEL” button discard it.

However, private escorting staff charges and SI Bond charges shall not be maintained
by the ODC Movement Approval Application and TMS. These details are already
maintained in other systems of Indian Railways.

iv. “APPROVAL” option on the screen shall capture if the approval of the ODC Movement
has been permitted or not by selecting option “YES” or “NO” respectively.

v. “APPROVAL TYPE” option on the screen specifies about type of approval consent given
to the ODC movement. It may be either provisional approval or final approval. If
provisional approval is granted, it would be necessary to give final approval before
loading / RR generation in TMS application.

If the competent authority finds mismatch in the ODC measurements with the customer
details registered at the time of ODC registration, he may cancel the provisional
approval and generate a new request seeking letter (ODCR) with new measurement of
ODC. In such a scenario, the letter shall have to be forwarded to all concerned
competent authorities. And after receiving the consent from all the authorities, the
originating zone competent authority shall consent for final approval.

vi. “REMARK” and “DISAPPROVAL REMARK” shall be used to specify any additional
information regarding approval / disapproval of the movement.

vii. “SUBMIT” button at the end of the screen shall be used (pressed) to save the
information provided by the user / authority.

viii. After saving the details, new status of the ODC Movement Request at HOME Page shall
change. If the movement has been provisionally approved, it shows “PROVISIONAL
ODCA GENERATED”. If final approval has been granted, it shows “FINAL ODCA
GENERATED” otherwise it shows “MOVEMENT DISAPPROVED”.

ix. Any ODC request shall remain appear at HOME Page till Cancellation / RR Generation
in TMS (FOIS).

x. Now the Request Id of the approved ODC Movement is ready to be linked with TMS
Indent. And the same shall appear in “Demand Registration” task of TMS application.
The same may be viewed in TMS application by following the menus in the below given
order.
Booking -> Demand Registration -> Query -> ODC Movement Approval

2.1.16 Useful Links on the HOME PAGE

There are four useful links at HOME Page which may also be used to view action taken /
pending against customer request and related documents.

i. “ODC REQUEST ID” column at HOME Page shows links on each Request Id which on
clicking leads to a new screen (Figure 20) which displays all the action taken / pending
against the customer request. Besides this, it also shows related information of the
performed task. The link is encircled in red color in Figure 19.
ii. “ODCR DOC” column shows PDF links against each Request Id (Figure 21). The PDF link
appears if ODCR is generated for the Request Id. On clicking the link, a PDF document
mentioning ODC Movement Registration details appears. It is a formal request message
to take permission for the ODC Movement from the concerned authority. The same may
be used for print purpose. The link is encircled in green color in Figure 21.

iii. “APVL DOC” column at HOME Page contains links, PDF, of Approval Documents of the
respective Request Id (Figure 21). The link appears if the ODC Movement is approved
through the task “ODC APPROVAL GENERATION” (Point 2.1.15). Single click on the link
displays the approval document. The Approval Document mentions about all the
concerned authorities whom ODCR was sent, their replies with ODC classes and all
related information. It also contains Final Class and restrictions entered by the
originating location. It may be used as “Final Approval Letter”. The link is encircled in
blue color in Figure 21.

iv. Images / sketches of the over dimensional consignment uploaded at the time of ODC
Movement Registration may be viewed at HOME Page. A column “UPLOADED IMAGES”
is there at the right-end of the page. Name of uploaded images shall appear against
each Request Id. There shall be a link with each image name. Clicking the link shall
shows images. The link is encircled in pink color in Figure 21.

2.2 Linking ODC Movement Approval with FOIS/TMS Application

Linking ODC Movement Approval with TMS (FOIS) facilitates the freight calculation for ODC
through TMS (FOIS). ODC Movement Approval shall be linked through the ‘Request Id’,
generated by the system at the time of ODC Movement Registration (Please Refer above
mentioned Point 2.1.3), with the registered demand. After linking, such demands shall be
identified as ‘ODC Demands’. Only one “Forwarding Note” is allowed for the ODC Movement.

‘Request Id’ of the approved movement shall appear in Demand Registration task of the TMS
(FOIS). It may be viewed by using menus in below given order:-

Booking -> Demand Registration -> Query -> ODC Movement Approval

A list of ‘Request Id’ with other details like ‘Station From’, ‘Station To’, ‘Linked Demand No.’,
‘Demand Date / Time’, ‘Passing Railways (Psng Rlys)’, ‘Consignor’, ‘Consignee’, ‘Group Rake
Commodity (Consignment)’, ‘Approval Date’, ‘ODC Class’ and ‘Escort’ shall appear in a new
screen (Figure 22).

‘ODC Demands’ shall only be registered if prior approval for the ODC Movement has been
taken by originating location from the all the concerned authorities (Zones /CRS) through
the process mentioned above.

The process for booking ‘ODC Demand’ is same as it is for booking normal demand. There
are few steps to register ‘ODC Demand’ and linking it with ‘ODC Movement Approval’.

i. While registering ‘ODC Demand’, user shall enter value “Y” in “ODC” column in the
“Demand Registration” screen / task of TMS (FOIS).
ii. As soon as “F2” key is pressed (File -> Save) by entering all the required details, a
new screen (shown in Figure 23), “ODC Movement Approval Details”, showing all the
approvals to be linked with TMS, appears. It may be either provisional approval or
final approval. The new screen shall be on the same screen, “Demand Registration”.
iii. User may view all approvals and scroll it using “UP” and “DOWN” arrow keys of the
keyboard. Appropriate approval may be selected using “Shift” and “Spacebar” keys
simultaneously on the keyboard.

iv. If the user does not want to link the demand with the approval, he shall have to
press “Esc” key on the keyboard. By doing so, approval screen shall disappear and
the user may modify value of “ODC” flag column to “N” on the screen. And then
pressing “F2” key shall save the demand without linking any approval. It shall be a
normal demand.
v. User shall link the selected approval with the demand by pressing “F9” key on the
keyboard. System shall validate if the source, destination and consignor of the
demand and the selected ODC approval are matching. Only then, System shall save
the demand details and link it with the selected approval. The linked approval (ODC
Request Id) may not be used further to link any other ‘ODC Demand’.
vi. After linking the approval with the demand, status of the related ODC request
changes to “LINKED WITH TMS INDENT” at HOME Page of “ODC Movement Approval
Application” on web project of FOIS.
vii. If the user cancels the ‘ODC Demand’ or he modifies the ‘ODC Demand’ and changes
the value of ODC flag to “N” in “Demand Registration” task of TMS (FOIS), linked
approval (ODC Request Id) shall be free. And it may be used to link other demand.
After cancelling / modifying the ‘ODC Demand’, status of ODC request shall change
from “LINKED WITH TMS INDENT” to either “FINAL ODCA GENERATED” or
“PROVISIONAL ODCA GENERATED” as the case may be.
viii. There may be some cases where allotment is not started against a demand which is
having ODC flag as “Y” and not linked with any ODC approval. It shall be mandatory
to link it with ODC approval before allotment. User shall have to choose demand
modification option (Modify -> Demand) in “Demand Registration” screen in TMS
(FOIS) and then have to press “F2” key to get list of approvals to be linked. Then
process “iii” and “v”, mentioned above, shall have to be followed.
ix. ODC Movement shall be on “Dearer” route. And it shall be matching with the
“PROPOSED VIA” option of “ODCR Generation” (Please Refer Point 2.1.3) screen, if
ODCR has been generated for the linked ‘ODC Request Id’. Before making the
“Forwarding Note” of the ‘ODC Demand’, it is desirable to verify if the dearer route
is available in “Station Index” of TMS (FOIS). And same may be updated with the
RBS, if the route is not available.
x. Changing of “Via” route and “Consignor” of an ‘ODC Demand’ is not permitted in
TMS (FOIS).
xi. Transshipment, Diversion and Rebooking are not permitted for the rake having ‘ODC
Demand’.
xii. “DEMAND CUM RELEASE” task of TMS (FOIS) may also be used to register and link
a demand with an ODC approval. Steps for linking a demand and an ODC approval
are same as it is in “DEMAND REGISTRATION” task of TMS (FOIS).

xiii. All other functionalities in TMS (FOIS) shall remain same for ‘ODC Demand’.

2.3 Freight Calculation in FOIS/TMS Application

Freight of ‘ODC Demand’ shall have an additional component of ‘Infringement Charge’.


Infringement charge shall depend on the applicable ODC Class and distances travelled in
concerned zones. In case of Inter-zonal ODC movement, there may be multiple ODC classes
varying from zone to zone. However, Infringement Charges shall be based on the highest ODC
Class as defined in the approval letter. Other applicable surcharges and discounts on freight
shall be unchanged. System shall apply rate of “Infringement Charge” as given in “Freight Rate
Circulars” Nos. 11 of 2017 dated 21st March 2017, 10 of 2014 dated 31st March 2014 and 07 of
2013 dated 25th March of 2013.

i. Infringement charge has been codified as “ODCA”, “ODCB” and “ODCC” for ODC
Class “A”, “B” and “C” respectively.
ii. The applicable class shall remain same throughout the movement and chargeable
distance shall be the distance travelled between source and destination through
“proposed via”.
iii. There shall not be any surcharges regarding “private escort staffing” and “SI bond”
in RR as it is already maintained in other systems of Indian Railway.
iv. RR shall display “ODC Movement”, “ODC Request Id”, and “ODC Class and Escorting
Staff” details in its remark option wherever applicable.
