ee TESDA CIRCULAR |SUBJECT: 2020 IMPLEMENTING GUIDELINES ON RICE | Page 1 of 8 pages EXTENSION SERVICES PROGRAMS (RESP) UNDER THE RICE COMPETITIVENESS ENHANCEMENT FUND | Number o3series of 2020 (RCEF) Date Issued: Effectivity: ‘Supersedes: April 2, 2020 April 2, 2020 TESDA Circular No. 101, S. of 2019 In the interest ofthe service, to provide clarificatory guidelines inthe operationalzation of TESDA’s role on Rice Extension Services Program (RESP) under the Rice Competitiveness Enhancement Fund (RCEF) in accordance with the aporoved Project Steering Committee (PSC) Implementing Guidelines of the RESP Cluster approved on July 22, 2019 during the 3 PSC Meeting and pursuant to the relevant provisions of the Implementing Rules and Regulations (IRR) of Republic Act (RA) 11203, the following amendments are hereby issued: |. Background/Rationale/Legal Basis: 1, Thegoal ofa rice-secure Philippines through the improvement of the competitiveness, productivity ‘and income of Filipino rice farmers by 50% can be achieved by targeting increased average yield in high-yielding provinces to 6 ton/hectare, and to 5 ton/hectare in medium-yielding provinces by 2024 and decreased production cost by 30 percent, reduced postharvest losses to 12 percent, and trim down marketing cost by P1/kg; 2. Anew Section 13 of RA 11203 created the Rice Competitiveness Enhancement Fund (RCEF) ‘or Rice Fund of PhP10Bilion annually for the next six (6) years, automaticaly credited to a Special Account in the General Fund (SAGF-RCEF) of the National Treasury, which shall be allocated and disbursed subject to the usual accounting and auditing rules and regulation, to identified rice producing areas. a. Rice Extension Services: PhP ‘Bil allotted to: PhilMech (10% or PhP100Milllion), PhilRice (10% or PhP100MMilion), Agriculture Training Institute (ATI) (10% or PhP100Milion) and TESDA (70% or PhP700 Million) for teaching skils on rice crop production, modem rice farming techniques, seed production, farm mechanization, and knowledgertechnology transfer through farm schools nationwide; b, Rule 13.23 of the IRR of RA 11203 states that ‘ATI, PhilRice, PhiMEch and TESDA shall closely coordinate wit the relevant DA agencies, National Irigation Authority (NIA), other government agencies, and LGUs in the implementation of their respective component extension services; and ‘Rule 13.24 ofthe IRR of RA 11203 states that "TESDA shall also recognizelaccredit the training modules developed under the program for its trainees to be eligible for TESDA Scholarship Grant. ScopelCoverage: ‘A. All Rice Extension Services Programs (RESPs) funded by TESDA scholarship grants shall be registered with TESDA and shall cover the following: 1, RCEF Farmers’ Field School (FS) Training Programs developed by PhilRice, PhilMech, TESDA and ATI. The Title of the Training Program to be delivered under the RCEF-FFS is now revised as follows: Production of High-Quality Inbred Rice, and Seed Certification, and Farm Mechanization. a. All CTPRs issued prior to the effectivity of this Circular shall be revoked and be reissued bearing the above new ttle. b. This program shall strict follow the module comprising of fourteen (14) sessions (Annex A) with corresponding number of hours per session. A reference material entitled Facilitator's Guide on Farmers’ Field School on Production of High-Quality Inbred Rice, and Seed Certification, and Farm Mechanization is recommended to be used during the conduct of the training. This was already sent and shared to the Regional Offices of TESDA thru a URL address stipulated in a. QSO Memo (Annex B). . Following the standard training certificate (Annex C) the following competencies shall be indicated on the traning certiicate of the RCEF FFS. graduates: Produce high-quality inbred rice Produce high-quality inbred seed Perform basic rice machinery operation Apply integrated rice management technology 2, Relevant existing TESDA Training Regulations (TRs)/Competency Standards in support ofthe rice productivity value chain, compliant to Section VI (A.3.6) ofthe PSC-approved Implementing Guidelines for the RCEF ~ Rice Extension Services Program (RESP) (Annex D), shal ikewise be included in the TESDA Scholarship Programs. a. The following skills upgrading programs that will complement the delivery of the RCEF FFS and ‘other programs to support the value chain, shall be included in TESDA Scholarship Programs. The | training modules shall be provided by the specific agencies indicated herein below and shall form part of the UTPRAS registration requirements. In instances where there are no training providers to put up facilities or register appropriate programs in certain locales, the Provisional Training Teams shall deliver the above-mentioned training programs thru community-based training V. Target Beneticiari 1. The primary beneficiaries are the rice farmers, farmworkers and dependents, listed in the Registry System for Basic Sector in Agriculture (RSBSA); rice farmer cooperatives and associations and members in target provinces and municipalities; PhilRice seed component beneficiaries and PhilMech mechanization beneficiaries. ‘@. The RSBSA is an electronic database containing basic information of farmers and fsherfok, and members of DA-aocredited farmer organizations (FOs) such as multipurpose cooperatives, irrigators’ associations, and people's organizations. This database is maintained and updated by the Department of Agricuture. b. Ininstances where the identified RCEF beneficiaries are not listed in the updated RSBSA list provided by the DA, the Protocol for Registration and Updating of RSBSA for RCEF beneficiaries provided by DA shall be followed. This is contained as attachment to ‘Memorandum No:.493-QSO-M-2019 (Annex E). Proper coordination with the DA Regional ‘counterpart is deemed important. V. Implementation Mechanics: ‘A. General Provisions: 1. The Guidelines shall be implemented in consonance with the Joint Implementing Guidelines of the PSC and in coordination with the RESP cluster-members agencies (DA-ATI, PhilMech, PhilRice), the Department of Agrarian Reform (DAR), NIA, concemed LGUs and other relevant government agencies; 2, To fast track the implementation, all concemed TESDA Regional/Provincial Offices shall immediately: a. Coordinate with their local counterparts of the RESP implementing agencies; LGUs and other ‘appropriate agencies, for convergence among others; b. Conduct inventory of all existing and potential training and education providers of programs covered by the RESP; ‘c. Identity potential trainers who can attend the specialist training and training of trainers programs to be offered by PhilRice/PHiMech/ATI to increase the pool of trainers\field facitatorsiresource persons; ‘Note: Funding forall capabilty-build up programs of TESDA for Trainors/Assessors related to RESP shall ‘be charged to TWSP scholarship fund and other existing regular funds of TESDA and not to the RCEF which is solely for scholarship grants for the farmer beneficiaries identified in Section IV of this Circular. B. Program Registration: ‘AS a requirement of all scholarship grants, farm schools mentioned above, shall register their programs with TESDA in accordance with Omnibus Guidelines on UTPRAS (TESDA Circular No 07s, 2017), TESDA Circular No.35 series of 2016, subject to actual inspection of farm-school applicants by TESDA ROPOs and submission ofthe following 1. RCEF FFS: Production of High-Quality Inbred Rice, Seed Certification, and Farm Mechanization Lette of IntenvApplication; b. Valid Cerificate as DA-ATI certified Leaming Site for Agriculture (LSA)'School for Practical Agriculture (SPA)/ Extension Service Provider (ESP) 6. Listand names of one 1) Trainer and five (5) Field Facilitators who have undergone any of the following courses on April 2019 onwards; Rice Specialists’ Training Course (RSTC) offered by PhilRice; ‘© Training Courses on Rice Mechanization offered by PHilMech; ‘* Training of Trainers (TOT)(Annex F) on the Production of High Quaity Inbred Rice and ‘Seeds Certification and Farm Mechanization offered by ATI or PhilRice d. ATI or PhilRice shall offer Refresher Course for Trainers/Field Facilitators who graduated before April 2019. As such, a new Cerificate of Training shall be issued by ATI or PhilRice. ‘Note: Trainers/Fiold Facilitators can serve more than one (1) farm school and more than ‘one (1) batch per schoo! per season, 2. This amended IG shall include Insurance as indicated in all TESDA Scholarship programs. A revised Schedule of Cost is attached as Annex H. b. Where the identified programs of the target beneficiaries are not yet included in the TESDA existing TESDA Circulars, the ROPO (Regionali Provincial Offices) shall prepare the costings for review/recommendation of the TWG on the Training Fees and subsequent approval of the Director General. A new TESDA Circular shall be issued to cover such costs; and . The Qualification Map (QM) shall be prepared by the farm schoolstraining providers based on slot allocation attached as Annex I and approved Schedule of Costs. The QM shall be endorsed by the TESDA Provincial Director and by the Regional Director. Said QM shall be forwarded to the Scholarship Management Division Office ofthe Deputy Director General for TESD Operations for endorsement and approval of the Director General, The preparation of the QM should follow the signed TC No. 28, series of 2020 titled Standard Process Cycle Time for the Preparation and Approval of SAP and QM, D, Payment of Training Support Funds (TSF) 1. Payment of TSF for RCEF FFS shall be made in accordance with the following ‘schedulestranches subject to submission of required documents per TESDA Circular No.11 series of 2020 (Omnibus Guidelines for TESDA Scholarship Programs) and in accordance with government accounting and auditing rules and regulations: a. First Tranche: 20% at the completion of Session 1 b. Second Tranche: 50% at the end of Session 6 . Third Tranche: 30% at the end of Session 14 2. Payment of TSF for other programs shall likewise be subject to item D.1 above, and shall likewise be allowed in three (3) tranches as follows: a. First Tranche: 20% at the Training Induction Program b. Second Tranche: 50% at the middle of training program based on nominal durationtraining hours ©. Payment to Farm SchoolsiTraining Providers: 1. Payment of Training Cost in two (2) tranches shall be allowed as follows subject to submission of required documents, in accordance with the government accounting and auditing rules and regulations: a. First Tranche: 60% at the completion of the 50% of the total nominal durationitraining hours b. Final Tranche: 50% at the completion of the training programs Assessment and Certification of Learners ‘1. Leamers of the RESP where applicable, shall be subjected to assessment; 3. Distribution Scheme of RESP Scholarship Grants. 1. The distribution of the Scholarship Grant Certificates (SGCs) (Annex J) to the RESP ‘Scholars shall follow the standard operating procedure on the Issuance of the SGCs (TC No. 14) The PO shall distribute the RESP Scholarship Grant tothe farm schoolsitraining providers after the approval of the QM. 1. Multiple Avaiment 1, Multiple avaiiment shall be allowed provided that the training shall be availed one at a time ‘and not simultaneously. Those beneficiaries who were provided with extension services can avail of any ofthe programs under the RCEF. Monitoring a, The Office of the Deputy Director General for TESD Operations (ODDG-TESDO) thru the Regional Operations Management Office (ROMO) and Scholarship Management Division (SMO) and the Financial Management Services (FMS) shall monitor and evaluate the physical and financial status of program implementation based on the existing monitoring and reporting system of TESDA (the OPMRS +, BEDS and BFARs) and the DBM existing and reporting system); . Monitoring of RESP beneficiaries shall be included in the TESDA Training Management Information System T2MIS) in the same manner as the monitoring ofall scholarship programs of TESDA. Administrative and Financial Procedures (Please refer to TESDA Circular No. 11, series of 2020) a. Payment to the Farm Schools identified shall be made upon submission of the following required documents: Billing Statement of training provider; Farmers’ Profiles encoded in the T2MIS Daily Attendance Sheet (forthe duration of the training); Billing Statement of Assessment Center and certified true copy of RWAC for payment of assessment fees, as applicable; and © TESDA copy of the RESP Scholarship Grant duly signed by the beneficiaries and concemed officials. b. Administrative Cost ‘A 3% Administrative Cost of the yearly allocation shall be included in the budget. This shall be managed at the Central Office by the National Project Management Coordinating Team and the SMD-ROMO. Henceforth all RESP Qualification Maps (Ms) for approval after the issuance of this Circular, including the balance 2019 GAA shall be implemented in accordance with this Circular. There shall only be limited slots, and therefore shall be available through a competitive scheme, B Enterprise Development Assistance PHIIMech shall offer enterprise development assistance to farmers’ organizations to ensure viable and sustainable FCA operations. Specific assistance to be extended include: feasibility study preparation, business plan preparation, and preparation of ‘echnical and management operations manual. These shall be provided through any of the following: seminars, workshops, coaching, mentoring, exposure trips, etc. ‘B.] Feasibility Study Preparation ~ The FCA recipients (FO, cooperatives, LGUs) shall be assisted in the preparation of pre-feasibility study, which is one of the requirements for the establishment of FCA. They shall be taught on FCA as an enterprise, particularly on its operational requirements, Primary data gathering through survey (template), focus group discussion, and/or personal interview, as well as data analysis, discussion of results shall likewise be imparted to them. A feasibility study template shall be developed to serve as a guide for the FCA managers, B2 Business Plan Preparation - The FCA management team, composed of FO, Cooperative or LGU, including the farm technician and the assigned DA RFO-AMAS staff, shall be assisted to prepare their business plan to ensure viable operation and management of their FCAs. To do this, a training workshop on business planning shall be conducted. The workshop expected outputs are business plans of the participating, FCA management teams. ‘B3 Technical and Management Operations Manual Preparation ~ Intended for the FCA recipients, this manual shall be produced as @ guide reference on the operations of the ‘machinery, equipment, and facilities.
