These signs were primarily evolved in Europe, and have been adopted by most countries to varying extents. ‘The UNECE has since 1947 made road safety one of its major concerns, in particular through the Working Party on Road Traffic Safety known as WP.1. UNECE pioneered road safety activities in the United Nations system with the establishment of an Ad Hoc Working Group on the prevention of road accidents in 1950 ‘known as Working Party 1 (WP.1). Under its auspices several international legal instruments have been drawn up. These legal instruments in general and the Conventions in particular are important points of reference for the international harmonization of regulations governing traffic, signs and signals and driving behavior. A treaty was signed on 19th Sept 1949 under Convention on Protocol on Road Signs and Signals in Geneva under the aegis of United Nations Economic Commission of Europe. This came into force on 20th December 1953 and was registered on the same day. India is also a party to the treaty. Contracting parties were desirous of developing and harmonising, to the greatest possible extent, the road signs and markings in their respective countries. Subsequently during a Convention on Road Signs and Signals held on 8th November 1968 in Vienna, amendments were incorporated and Road Safety was comprehensively deliberated upon. It was imperative upon contracting parties to have uniformity of usage of signs. In addition to these legal instruments, WP.1 has issued two Consolidated Resolutions, on road traffic (REx) and on road signs and signals (R.E.2), to reinforce the 1968 Conventions and the European Agreements supplementing them. While these Resolutions do not have the binding force of the Conventions, they go into more detail and furnish a catalogue of measures and practices that States are called on toimplement on a voluntary basis. ‘Today, WP.1 remains the only permanent body in the United Nations system that focuses on improving road safety.
