To provide for the declassification and further review and release of historical records of the
Federal Bureau of Investigation.
This Act may be cited as the “FBI Historical Records Review and Release Act of 2021”.
(c) Functions. --Not later than 1 year after the date of enactment of this Act, the Working Group
shall, to the greatest extent possible consistent with section 3 of this Act--
(1) locate, identify, inventory, declassify (including all other applicable exemptions under
the Freedom of Information and Privacy Acts), and make available to the public at the
National Archives and Records Administration, all FBI historical records as defined in
Section 3 of this Act;
(2) coordinate with agencies and take such actions as necessary to expedite the release of
such records to the public; and
(3) submit a report to Congress, including the Committees on the Judiciary of the House
and Senate and the describing all such records, the disposition of such records, and the activities
of the Working Group and agencies under this section.
(d) Funding. --There are authorized to be appropriated such sums as may be necessary to carry
out the provisions of this Act.
(a) FBI Historical Records. --For purposes of this Act, the term ``FBI historical records'' means
records or portions of records, as defined in 44 U.S.C. § 3301, created between July 26, 1908 and
ending 25 years before the date of enactment of this Act.
This Act and the amendments made by this Act shall take effect on the date that is 60 days
after the date of enactment of this Act.
