5 Project Background
UNICEF will work with the Ministry of Planning, Development and Special Initiatives (M/o PD&SI;) to conduct a
rights-based and equity-focused Situation Analysis on Children with Disabilities in Pakistan, in collaboration with other
key partners/duty bearers, to gain deeper understanding of the situation of children with disabilities in Pakistan and lay
the foundation for country-level advocacy and programming. It will aim to better understand the manifestations and
causes of deprivation of children with disabilities and in doing so, help to establish baseline data and increase
knowledge and awareness about the situation and rights of children with disabilities. The SitAn will be guided by the
United Nations Convention on the Rights of the Child (CRC) (Article 6), Convention on the elimination of all forms of
discrimination against women (CEDAW) and the Convention on the Rights of Persons with Disabilities (CRPD) (Article
7) highlight how children with disabilities have the same rights as other children, e.g., access to healthcare, nutrition,
education, and social inclusion, and protection from violence, abuse, exploitation and neglect. CRPD (Article 1) provides
this definition for disability, which is in line with the UNICEF definition, “Persons with disabilities include those who have
long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their
full and effective participation in society on an equal basis with others.” UNICEF strives for the meaningful participation
of people with disabilities, including children, and adolescents, in all aspects of UNICEF’s work. This is in accordance
with the motto, “Nothing about us without us.”

The primary purpose of this assignment is to conduct a human-rights based and equity-focused situation analysis
(SitAn) of children with disabilities with respect to a disaggregated assessment of the status of and trends in the
realization of children’s rights (CRC and CRPD). In addition, the SitAn intends to gain a deeper understanding of the
immediate, underlying structural causes, issues of stigma and discrimination, other socio-cultural factors that prevent
children with disabilities from enjoying all their rights, and the interrelated roles of duty-bearer institutions. The SitAn
aims to highlight disparities and vulnerabilities and to investigate notions of the rights of and attitudes towards children
with disabilities. It will also highlight the existing gender disparities. Therefore, it aims to contribute to identifying areas
where the achievement of national and international development goals regarding these children can be accelerated,
including sustainable development goals (SDGs), and to assess the extent of the inclusiveness of policy delivery and
social protective measures, including social budgeting. The findings and recommendations that stem from the SitAn will
inform evidence-based planning and decision making by all stakeholders and will also identify concrete interventions to
improve the lives of children with disabilities in Pakistan. The main objectives of the rights-based, equity-focused SitAn
are as follows: 1. To gain a deeper understanding, increased knowledge, and greater awareness of the situation and
rights of children with disabilities by analyzing the policies, strategies, and social and economic trends affecting them
through the lens of gender, equity and human rights especially in UNICEF-priority programmatic areas, such as
education, health, nutrition, WASH, and protection. 2. To understand the most pressing needs, from the perspective of
children with disabilities, and to what extent they believe their right to survival, development, protection, and
participation are being met. 3. To identify and analyze bottlenecks and barriers to the ability of children with disabilities
to access their rights. This will focus on the stigma and attitudes, enabling environment, supply and demand sides of
access to services, and to identify potential partners to address exclusion and promote protection and inclusion. 4. To
assess the availability of, access to, quality of, and extent of the implementation of social protection programmes and
social services, such as education, health, nutrition, sanitation, and hygiene, at the national and subnational levels, for
children with disabilities. The focus of this assessment will be particularly on the attitudes of service providers and
communities towards, specific training or capacity building in the workforce to deal with, and the overall inclusiveness of
these programmes and services for children with disabilities. 5. To undertake an analysis of the policy and legislation
found in current legal and policy instrument(s) by exploring the extent to which the rights of children with disabilities,
and their families, are articulated in national and subnational laws. This will be achieved by reviewing legislative
compliance and examining the most recent updates or reviews of these laws, policies, and programmes by decision
makers. 6. To investigate whether children with disabilities are given agency and are encouraged to engage in
decision-making processes, when new laws, policies, and programmes area made, through deliberative dialogue. This
would include an analysis of the extent to which there is an enabling environment for the realization of the rights of all
children with disabilities including the promotion of positive social norms and behaviors, organization of services,
institutional capacities at national, subnational and community levels. 7. To identify critical data gaps, to contribute to
the establishment of a baseline, and to generate evidence that can improve the monitoring of the rights of children with
disabilities, especially girls, during humanitarian action, emergency risks (disaster risks, displacements, and other
potential shocks), and other development contexts. Provide Recommendations as suggested in Concept Note. Ref. to
