sealed envelope along with a photocopy of the contractor’s
ID card or passport.

• Any proposal not including all attachments and filled-out
and sealed paperwork shall be deemed rejected; such a bid
will be excluded from the tender (and if the bid includes
incorrect information, it will be excluded - and the same
applies in case of write-off, scratching and alteration in the
Bid)

IYD is not committed to receive all the quantity mentioned in

• Contract might be splatted between two or more contractors
to provide the needed service.
• The supplier shall comply with the technical specifications
during the submission of the sealed envelope.
• The Bid submitted shall be valid for one month at least.
• The Humanitarian Relief Association has the right to accept
or reject all terms included in the Bid, or part of it, due to
the information included therein.
• The BOQ presented by any bidder shall be revised and
verified so that it does not include any miscalculation and
what might be deemed unreasonable rates during the
process of submission. In case of detecting one or more
errors, the following steps might be followed:

a) When the bidder offers unreasonable and illogical
prices against the requested goods/services, the
bidder shall be informed of the invalidity
of the proposal wherein the bidder is deemed
unknowing of the nature and type of the requested
goods/services.
b) In case of any Miscalculation was detected, and
the proposal was deemed acceptable in terms of the
requested conditions , a notification shall be sent to
the bidder referring to the Miscalculation by E-mail
and once the bidder confirms commitment to the
value of the proposal after correction then the bidder
shall correct the proposal and resend it.
c) In case supplier submitted more than one bid under
different names ,All the provided bids will be rejected.
d) Bids received after the deadline will be rejected.

Evaluation criteria :
• The Humanitarian Relief Association verify the legal
documents and the other information provided by the bidders
to ascertain eligibility then the Bid is reviewed and given a
grade as per the following criteria:
a) The price submitted in comparison to the price determined
by The Humanitarian Relief Association (financial evaluation).
b) The quality for the provided specifications (Catalogue )
(technical evaluation.
c) Time frame to implement the requested services/Work
(technical evaluation).
e) Bidder legal documents (Certificate of Association of
Contractors, Classification Contractor document, Commercial
Registration Chamber of Commerce Certificate, …..).
(technical evaluation).
f) Previous work experiences . (technical evaluation).
g )References (technical evaluation).
• The Humanitarian Relief Association(IYD) reserves the right
to reject any bid at any time if the bidder or any of the
bidder’s sub-contractors provide any material support or
supplies to any incorporation or individual committing or
trying to commit; supporting, facilitating, participating or
proven to be guilty in fraud, critical corruption, connivance,
compulsory practice, bribery or involvement with any
criminal organization, or participation in an illegal activity or
unethical practices in relation to human resources including
but not limited to: employment of children, non-
discrimination, freedom to form associations, payment of
the statuary minimum wage and compulsory labour. The
bidders will be vetting before contracting with them.

policies.
1- and conflict of interests
1.1 The Supplier/Contractor shall establish and maintain
appropriate grounds, procedures and discipline for work, or any
other rules serving to prevent any unacceptable behaviour or acts
and even non-provision of ways or procedures that would create a
conflict of interests with the IYD. This obligation shall apply to the
activities of the Supplier/Contractor ’s employees and clients in
respect of their relations merging from this agreement with the
IYD’s and the third party’s employees. Presumably, the
Supplier/Contractor ’s efforts shall be focused on taking all
rational steps to prevent his employees and clients from
exchanging and receiving presents, , provision of money or loans,
or otherwise for the purpose of affecting the individuals,
companies or corporations which would harm the IYD’s interests.
1.2 IYD shall affirm that it is a non-governmental organization and
its function is restricted to the humanitarian relief operations and

2- Child protection
2.1 The Supplier/Contractor shall adhere to ensure that all
procedures have been taken to the prevention and reaction
to abuse, neglect, insult and all other forms of violence which
affect children during the period of the project.
2.2 The Supplier/Contractor shall acknowledge and accept that
IYD is committed to protect children and families around the
world. Moreover, the Supplier/Contractor shall admit that
humanitarian agencies and their contractors, vendors and
partners are charged with protecting the beneficiaries and
that all beneficiaries are treated equitably with dignity and
respect and that the minimum standards of proper behaviour
are monitored. Based on that, when carrying out any activities
under this agreement, the Supplier/Contractor shall
implement the procedures adopted for the protection of
women and children or otherwise against sexual, physical or
psychological abuse.
