This has reference to the memorandum signed by DILG-7 Dir. Leocadio T. Trovela, CESO IV,
relative to the recent issuances of Anti-Terrorism Council (ATC), in support to the NTF-
ELCAC’s goal of ending the local communist armed conflict up to the barangay levels.

In view of the foregoing, may we respectfully request your level to update the inventory
attached pertaining to barangays that have denounced violence and the atrocities perpetrated
by Communist-Terrorist Groups (CTGs) and declared these groups as persona non grata
through this link: http://bit.ly/CebuCityPNGmonitoring on or before 4 February 2021.
