Instead of offering job to the marginal candidate the employer must first have to
call a meeting of board and then discuss with them what would be more suitable
i.e. either to offer the best candidate more compensation compared to other
organization in order to retain the employee, or they can train and develop skills
of the marginal candidate, but talking of the current situation employer must
focus on the training and development of the employee and work on the
motivation of employee
