UGC02-GCC-LET-001094-A02 dated 18.04.2020 eoaens Dear Sir, We have through our various earlier letters cited above brought to your notice about the closure/suspension of the works under the Project owing to the various orders/advisories/restrictions issued by Govt of India/concerned authorities under various statutes to contain the spread of COVID- 19. The 21-day national lockdown was scheduled to end on 14.04.2020. However, the Govt of India has decided to extend lockdown til 3° May 2020 across the entire country, however, with certain relaxations which may be granted from complete suspension/stoppage of works after 20.04.2020. ‘Subsequently, Ministry of Home Affairs, Government of India has also issued order dated 15.04.2020 detailing various strict guidelines to be followed during this second phase of lockdown. Even though, the Government has permitted continuation of the construction works within the municipal corporations and municipalities where workers are available on site and no workers are required to be brought in from outside etc., from 20" April 2020, but with strict guidelines/zonal restrictions and the ‘operationalization of the same is given to respective states based on zonal restrictions, which are yet to be issued by respective States. We would keep you informed once the respective states issue their guidelines/directives or any modified regulations etc specifying the zones and where the works will be permitted In this regard, we have vide our letter cited at Sr. No 6 above also requested for the immediate interim reliefipayment to ensure compliance with regard to payment of wages and salaries to workers/employees as per the Govt. of India directives/Disaster Management Act as directed by Home ministry during the lockdown. However, we have neither received any response nor any paymentiinterim relief as on date. Needless to mention, this will also have a cascading effect on the performance of the contract after the lockdown period. In the meanwhile, we would once again request you to immediately release the payment to enable us to fully meet the directives of the Govt of India and the same would be possible only once we receive the payment. We would be submitting the details of wages/salaries/other expenses etc., as mentioned in our letter cited at Sr. No 6 above, periodically, for immediate payment. We are available for any further assistance/inputs required for enabling the Employer to release the payment at the earliest.
