PREFACE

I am delighted and grateful to all Officer and staff for enabling the Department to

bring out Annual Employment Review for the year 31 March, 2019.

The Review is 15th in series being published by the Department of Employment,


Skill Development & Entrepreneurship, Nagaland, Kohima. The objective is to provide
information about the structure of employment in private and public sector at all level
and to present, identify, to access and to monitor occupational composition
characteristic, manpower storages and progress in generating employment.

These, Review might appear sometimes, lacking in matter and procedure.


Readers are therefore, earnestly requested to voice their opinion without hesitation to
make this publication increasingly useful to them.

I would be failing in my duty if I do not recognize the valuable services rendered

EXPLANATORY NOTES
EMI Employment Market Information

EE (CNV) ACT Employment Exchanges (Compulsory Notification of Vacancies)


Act, 1959.

EMPLOYER Under section 2 (e) of EE (CNV) Act, Employer includes


supervision officers.

EMPLOYERS REGISTER A Register, with the details of establishments, maintained at the


Employment Exchanges primarily framed for collection of E.M.I.
Data.

LIVE REGISTER A Register, containing the particulars of persons currently seeki-


-ng employment assistance through the Employment Exchanges.

ESTABLISHMENT Any office or any place where any industry, trade, business or
occupation is carried on.

ESTABLISMENT IN
PUBLIC SECTOR Any establishment owned, controlled or managed by:
(I) The Government or a department of the Government;
(Ii) A Government Company as defined in Section 617 of
the Companies Act, 1956.
(iii) A Corporation (including a Cooperative Society)
established by or under a Central, Provincial or State Act,
which is owned, controlled or managed by the
Government, and;
(iv) A Local Authority.

ESTABLISHMENT IN
PRIVATE SECTOR An establishment which is not an establishment in Public and
where ordinarily twenty-five or more persons are employed to
work for remuneration.

IMPORTANT NOTE Data under EMI are also being collected on a voluntary basis
from non-agricultural private establishments employing 10-24
persons and hence the coverage of the program is wider than
that under the EE (CNV) Act.
INDUSTRIAL
CLASSIFICATION The Industrial Classification of Occupation used in this report is
in accordance with the authority issued by the Central Statistical
Organization under Government of India as per revised codes of
1998.

CHAPTER - I
INTRODUCTION
The present Annual Employment Review is the fifteenth in series being published by the
Directorate of Employment, Skill Development & Entrepreneurship, Nagaland, Kohima for the
year ended 31st March 2018-2019. This Review is based on the information collected by the
network of Employment Exchanges in the State under the Employment Market Information
(EMI) under SEMI Unit.

CHAPTER - II
EMPLOYMENT MARKET INFORMATION PROGRAM.
The EMI Program relates to the "Organized Sector" of the economy. It covers all establish-
-ments in the Public Sector, irrespective of their size, and Non-agricultural establishments in the
Private Sector employing 10 or more persons. Accordingly, information in respect of all the
Public Sector establishments and non-agriculture establishments in Private Sector employing
25 or more persons is collected statutorily under the provisions of the EE (CNV) Act, 1959, and
information from smaller non-agricultural establishments in the Private Sector employing 10-24
persons is collected on voluntary basis. The statistics on the above is shown in Table - 1 & 2.

CHAPTER - III
EMPLOYMENT IN THE ORGANIZED SECTOR.
The report of employment in the organized sector was broadly sub-divided into three,
such as Establishments in the Organized Sector, Employment in the Organized Sector and
Employment in the different Districts.
The number of establishments as shown in the Report is taken from the Employers'
Register of Employment Exchanges for the period ending 31st March of the year under review.
The report given in the Review shows the total number of employment as per the records
available in the Employment Exchanges. Since, the numbers of establishments responding are
not cent percent. The total number of Employers, as reflected in the Review, may not have given
the accurate position of the total strength of employment in the Organized Sector, for which
efforts are on to provide near accurate figures in future.
The broad base Statistics as collected from the various District Employment Exchanges
are being projected in the appropriate Tables - 3, 4, 5 & 6 showing numbers of employment in
the Organized Sector in the different District during the period under review.

CHAPTER - IV
EMPLOYMENT IN DIFFERNET INDUSTRY DIVISIONS/ SERVICES.
Attempts have been made to indicate, as far as practicable, the number of Employment in
Different Industry Divisions, which are shown Table -7.

WOMEN EMPLOYMENT
In view of the Government attempts to give special emphasis on Women Employment,
efforts are made to indicate Women Employment - year wise as well as Industry wise, which are duly
projected in Table - 8, 9, 10 & 11.

CHAPTER - VI
LABOUR MARKET (JOB SEEKERS)
The number of job seekers given in the report is the Registered Candidates in the various
Employment Exchanges in the State (Live Register of Employment Exchanges). Attempts are made
in this report to indicate increase and decrease-category wise on the Live Register, which are shown
in proper Table, such as Table - 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 & 22.

CHAPTER - VII
PHYSICALLY HANDICAPPED
The department under man-power Planning is also maintaining the Live Register of
Physically Handicapped applicants. Although the effort of the department for Vocational
rehabilitation of Physically Handicapped applicants is yet materialize, the matter is under active
consideration. The Live Register of Physically Handicapped is given in Table - 23, 24 & 25.

CHAPTER - VIII
SELF - EMPLOYMENT
The gap between demand and supply in regard to wage paid and the Employment-seekers
is widening year after year, and has now reached a saturation point. The job seekers are now
therefore, being motivated to take up self-employment ventures for their employment. The Detail
activities - Registration and Placement, effected under S.E. is shown in Table - 26, 27, 28, 29, 30 & 31.

CHAPTER IX
INDUSTRIAL TRAINING INSTITUTE'S
It is the endeavor of both the Central and State Governments to promote Job/self-
employment opportunities to the job seekers not only for their Employment but also for economic
development. In order to provide basic working knowledge and expertise (skill) in different world
of works, the Department is imparting training in ITI's in selected Trades which have the
Employment potential and demand in the State. The detail activities of the training are shown in
Table - 32, 33 & 34.

EMPLOYMENT MARKET INFORMATION PROGRAM

2.1 OBJECTIVES
The main objectives of the Employment Market Information (EMI) Programs are:-
i) To provide information at short intervals about the structure of employment
in the Public and Private Sectors at the areas State and National Level and
also to monitor the changes in the level of employment.
ii) To present the occupational composition and educational profile of
employees in the Public and Private Sector Establishments.
iii) To identify the occupation which has characteristics to a given industry.
iv) To assess the manpower shortages in the Organized Sector.
v) To make available information required, improving and adding to the
services offered by the National Employment Service.
vi) To monitor the progress in generating employment during the Five-year
plan.

2.2 COVERAGE
The EMI Program has provided a statutory base with the enactment of the EE (CNV) Act, 1959.
The data collected under the EMI program covers only the Organized Sector of the Economy
interlay cover all establishments in the Public Sector irrespective of their size and non-agricultural
establishments in the Private Sector employing 10 or more persons. While the information from
non-agricultural establishments in the Private Sector employing 25 or more persons is collected
under the provision of EE (CNV) Act, 1959, data from the establishments employing 10-24 persons is
collected on voluntary basis.
Under the program, collection of data is done following the "establishment reporting
system'. The establishments are required to furnish at regular intervals, details about the number of
persons they employ, the sex, vacancies that have occurred and the type of persons that are in short
supply. This information relates only to "employers" and "employees'. Employers include Owners,
Proprietors, Managers, Working partners, or Directors of firms/companies who work full time in the
firms/companies.

2.3 LIMITATION OF EMI DATA


The EMI Program does not cover:
Employment in the unorganized sector;
(a) Self employment;
(b) Part time employment;
(c) Employment in agriculture and allied establishments which furnish
employment returns only on voluntary basis;
(d) Employment in house-hold sector and non-agricultural establishments
employing less than 10 workers in Private Sector and
(e) Employment in Defense Forces.

2.4 OTHER LIMITATIONS OF THE PROGRAM

(a) The frame of establishments maintained at local Employment Exchanges is not


comprehensive in certain cases due to non-inclusion of new and emerging establishments.
(b) There is an element of estimation of employment in respect of non-responding
establishments.
(c) Employment created under the various employment/beneficiary oriented schemes/
program viz NERP, RLEGP, ERDP, TRYSEM, etc. might be erroneously reported under EMI
Program.

CHAPTER IV
EMPLOYMENT IN INDUSTRIES/SERVICES

The number of Employment on the employer Register during the period under review has
been splitted into different Industry Divisions. The Industry Divisions from Div – 0 to Div - 9 has
been sub-divided into 3 (three) Sectors, such as Div – 0 & 1 Primary Sector, Div - 2, 3, 4 & 5 Secondary
Sector and Div – 6, 7, 8 & 9 Tertiary Sector.

CHAPTER V
WOMEN EMPLOYMENT IN THE ORGANIZED SECTOR
In line with the National Policy for Women, attempts are made to show women employment
separately who are being employed in different establishments both in Public and Private Sectors.
The detail statistics showing total number of Employment, branch wise employment,district
wise employment and Industry division wise employment, in both Public and Private sectors are
shown in Tables 8, 9, 10 & 11.
Separate statistics showing total women employment, district wise women employment
and women employment by Industry (branch wise) in both Public & Private Sectors in the
organized Sector are shown in AnnexureVIII, IX & X.

CHAPTER VI
LABOUR MARKET (JOB – SEEKER)
Generally, Labour market is termed as an area where workers in search of employment and
employers in need of workers come in contact with each other or meet.
The Employment Exchange statistics provide only a broad indication of the unemployment situation
in the organized Labour Market. Before drawing any conclusions, the following limitations of the
Employment Exchange Statistics as indicators of unemployment in the State must be kept in mind:
i) All Persons registered with the Employment Exchanges are not necessarily
unemployed. Quite a number of them are already in employment and have registered their names for
better and more suitable jobs.

themselves with the Employment Exchanges.
i i i ) S o m e j o b - s e e k e r s re gi s te re d at t h e E m p l oy m e nt E xc h a n g e s w h o s e c u re
employment subsequently through sources other than the Exchanges, do not get their
names re - registered.
iv) Many students, who normally are not considered a part of the labour force, also register
themselves for employment assistance primarily with a view to gaining seniority in
registration and other purposes.

CHAPTER VII
PHYSICALLY HANDICAPPED CELL
The Department has Physically Handicapped cell headed by Placement Officer and is at present
registering Physically Handicapped candidates. Efforts are on to establish Vocational Rehabilitation Centre
(VRC) to provide rehabilitation of the Physically Handicapped candidates. The Tables 23, 24 & 25 shows
Registration, Live Register (L.R) and Educational break of Physically Handicapped candidates who have
registered in the various Employment Exchanges in the State.

The ever changing economic scenario and the demand for employment and quality, the
opportunity for employment under Govt. undertakings is shrinking day by day. This has paved the
way for self emplyoment and the Department is encouraging as many individuals as possible to
take up self employment under various schemes. A brief activities undertaken by the Department is
shown in Table - 26,27,28,29,30 & 31.

CHAPTER-IX
INDUSTRIAL TRAINING INSTITUTE ( I.T.I )
Apart from the Employment Service, the Directorate of Employment, Skill Development and
Entrepreneurship, Nagaland, Kohima is also dealing with Craftsmen Training Schemes under the Directorate
Genenral of Employment and Training, Ministry of Labour, Govt. of India. The Scheme, the most important in
the field of Vocational Training, is shaping craftsmen to meet the existing as well as future manpower need in
the state and in the country. The Craftsmen Training Wing is providing training in 22 trades (16- Engineering,
6-Non Engineering ) through Industrial Training Institutes ( I.T.I ) at various places in the state.
The Craftsmen Training Scheme was introduced by the Government of India in 1950. The objective of
the scheme are :
(i) to ensure a steady flow of skilled workers in different trades for the industry;
(ii) to raise the quality and quantity of industrial production by systematic training of the workers; and
(iii) to reduce unemployment among the educated youth by equipping them for suitable industrial
employment
After the completion of the training, the candidates are given opportunity to exercise and experience the
knowledge gained through apprenticeship. The Apprentices are put to test at the end of the course and on
qualifying the test: a national level proficiency certificate is issued and they are treated as skilled workers. The
activities undertaken by the department given in Table - 32, 33 & 34.
