TERMS OF REFERENCE

FOR CONSULTING SERVICES TO IDENTIFY FUTURE SMART GRID OPTIONS


AND ROADMAP FOR TEİAŞ TRANSMISSION NETWORK

1. OBJECTIVES OF THE STUDY

The specific objectives of the Study are as follows:

a. Based on TEİAŞ’s recent smart grid activities, the close investigation to critical
issues in the transmission system (e.g. transmission operations and control devices
that could lead to large scale blackouts) and diagnosis to the power system operations
and equipment, including SCADA systems, protection devices, power system
stabilizer, reactive power facilities, shunt and series capacitors, and communication
network, to identify gaps and solution measures applying smart-grid technologies such
as FACTS (Flexible AC Transmission System) and BTB (Back-to-Back), Curtailment
system, BESS (Battery Energy Storage System), Pumped Storage Hydro (PSH), and
Dynamic Thermal Line Rating (DTLR);
b. Cost and Benefit analysis complemented with quantitative and qualitative
justifications of major potential items to fill technical gaps;
c. Conduct of new Ancillary Service Market opportunities to be operated by TEİAŞ
after the adoption of smart grid applications;
d. Recommendation of technical requirement and preparation of technical
specification for hardware and software to fulfill short-listed items;
e. Recommendation of smart grid options in the short, medium and long term with
investment priority and schedule, area, quantity and cost;
h. Recommendation on legislative revision or enactment for applicability of the
recommended smart grid options; and
k. Training to enhance TEİAŞ’s operational capacity, and workshop for stakeholders
including the World Bank, TEİAŞ, MENR (Ministry of Energy and Natural
Resources), MTF (Ministry of Treasury and Finance), and other stakeholders to look
forward.

2. SCOPE OF THE CONSULTING SERVICES

Consultant shall consult with TEİAŞ and any other relevant stakeholders prior to the
commencement of the activities to compile information about the operational and
infrastructural needs of the TEİAŞ’s system for incorporation of various smart grid
applications. For the fulfillment of the tasks described below, close cooperation with TEİAŞ
is strictly necessary. Consultant shall share the content and function of all methodologies,
models and software data as well as documents used for studies and project activities with the
World Bank first being the Purchaser of this activity. At the key milestone, Consultant shall

hold meetings which can include other relevant stakeholders and other experts who may be
asked to join upon the request of the World Bank.

The World Bank in collaboration with TEİAŞ shall have the right to decide on the scope and
limits of the data (any electronic and paper-based database, source file/code, information,
documents, visual objects, and any other TEİAŞ transmission system related ones) to be
shared with Consultant. Consultant shall not disclose any data provided under this project to
third parties and shall not use the data for its own work out of the scope of this project.

Each task report shall be provided both in English and in Turkish simultaneously, and at least
3 hard copies in English and 3 hard copies in Turkish shall be submitted as basic requirement
via courier, as well as editable soft version and PDF version via email/cloud service.
Consultant will be solely responsible and pay for the translation services.

In addition to a task report, Consultant shall submit a monthly progress report within five
business days from the end of the business day in a previous month via email to the World
Bank for the monitoring purpose.

The Consultant shall ensure that ESMAP (Energy Sector Management Assistance Program) 1
is acknowledged in events, presentations and documents.

Task-0: Inception Report for Identifying Future Smart Grid Options for TEİAŞ
Transmission Network

Consultant shall prepare and submit Inception Report to the World Bank. This report is a
concise report including but not limited to the proposed methodologies, request of data,
information, and document, final work program and schedule, and issues for consideration in
completing the tasks defined under this TOR shall be also documented. The Inception Report
will be disseminated via e-mail in English and Turkish within three weeks of the contract
signing. Two weeks shall be provided for comments on the Report.

Task-1: Investigation to critical issues in the transmission system and diagnosis to power
system operation and equipment to identify gaps and solution measures
applying smart grid technologies

a. Based on TEİAŞ’s recent smart grid activities, Consultant shall further investigate and
diagnose critical issues in the transmission operation system and equipment including
SCADA, protection devices, system stabilizer, reactive power facilities, series
capacitors, and communication network and their appropriateness to the growing
demands and supply capacities in the transmission system.

b. Consultant shall identify and describe objectives to be served by introducing


commercially proven Smart Grid Technological Applications which can solve specific
issues in the TEİAŞ transmission network. Specific technologies and systems to be
analyzed shall include the status and functional expansion capability of the existing
SCADA/EMS, IT and Communication infrastructure, Wide Area Monitoring System
(WAMS), protection system. The smart grid applications shall include FACTS and
BTB for system stability, load flow control, and fault current reduction, Curtailment
system of load and renewable energy as demand side and generation side
management, BESS and PSH for Variable Renewable Energy (VRE) integration, and
DTLR to utilize transmission line capacity up to the its thermal limit. Furthermore,
recent emerging technologies such as Artificial Intelligence (AI), Block Chain, will be
evaluated to judge whether those technologies can potentially improve TEİAŞ’s
transmission network operations and maintenance.
c. Consultant shall identify the remaining range of technical issues such as data
exchange, software, hardware included in the full interconnection to CESA network.

Consultant shall prepare and submit the report documenting above items to show applicable
Smart Grid Technologies and Systems which will be best suited to the TEİAŞ’s transmission
network.

Task-2: Analysis and Identification of Gaps and Requirements in the TEİAŞ


Transmission Network

a. Consultant shall work closely with engineers and operators of TEİAŞ to conduct
detailed technical analyses considering review outcomes and technical specifications,
and site visits to selected sites such as NCC and major substations as potential project
sites. Consultant shall create a couple of appropriate condensed TEİAŞ’s transmission
network models representing target areas for various computer simulation purposes
(e.g. condensed models like IEEE 9-bus, 14-bus, and 39-bus models so on.). The
technical analysis shall also examine documents of system requirements to extend
smart grid applications in TEİAŞ’s transmission network.
b. Based on the above analysis outcomes, Consultant shall describe the gaps which
include all factors and issues existing or found between TEİAŞ’s transmission network
and well-equipped transmission system operating enterprises’ transmission network
which employ proven but state-of-art Smart Grid Applications.
c. Based on the gap analysis, Consultant shall develop a set of research and
recommendation reports. These recommendations shall also consider impacts to
preliminary capital expenditures and operation & maintenance expenditures.

The gap analysis shall include, but not limited to, the following basic items:
1) whether existing SCADA/EMS systems including RTUs in stations meet the
Smart Gird Applications’ needs and have enough expansion capability.

2) whether existing IT/Communication systems meet the requirement of Smart


Grid Applications such as real time data exchange, protection relay
communication, and WAMS.
3) whether existing transmission line protection systems meet the Smart Grid
Application’s solution level. Along with optical fiber communication, the
differential protection relay for 380kV overhead transmission line shall be
analyzed. Part of this analysis, the multi-phase (including current single- and
three-phase) high speed reclosing scheme for double-circuit transmission line
shall be examined by using 3-phase simulation on the appropriately condensed
model(s). The shaft torque between a generator and a turbine for a couple of
representative thermal power plants shall be evaluated to minimize parallel-off
in case of this high speed reclosing. The transient stability shall be also
analyzed. The Consultant shall prepare preliminary technical specifications.
4) how expansion of the existing WAMS help TEİAŞ improve the reliability and
stability of its transmission network. Specifically, Consultant shall identify and
recommend additional PMU (Phase Monitoring Unit) installation to detect
discrete event, electrical oscillation, voltage instability, angle and frequency
instability more effectively and precisely, and prepare preliminary technical
specifications.
5) how DTLR provides benefits to defer physical investment by utilizing
transmission capacity dynamically. Special focus shall be put on the
applicability to short overhead transmission lines (up to about 90km) where
DTLR can increase ampacity of those lines under high wind conditions. Based
on the load flow on a line, static thermal capacity, thermal time constant of
conductor, solar radiation, and wind speed along the right-of-way, Consultant
shall recommend high priority lines of which weather conditions can affect
significantly the ampacity and prepare preliminary technical specifications.
6) whether currently low-profile power semiconductor applications (STATCOM,
SVC, and BTB) help TEİAŞ manage its well-meshed transmission network
effectively in terms of intentional load flow control, short circuit current
reduction, steady-state and transient-state stability improvement. For the
advantage of self-commuting, compactness, high-speed switching design
purpose, and suppression of low-order harmonics, voltage-driven
semiconductor types such as IGBT and IEGT are considered. Consultant shall
conduct computer simulation on high priority areas to identify target projects
to identify best substations installing them by using the appropriately
condensed simulation models. Consultant shall prepare preliminary technical
specifications for equipment and associate facilities required to substations /
power plants in target areas.
7) whether energy storage provides benefits for TEİAŞ to operate transmission
network smoothly and effectively. Then Consultant shall compare BESS and
PSH which was studied in the past based on the storage characteristics when
the plant absorbs excess power generated by wind and solar and discharges
power in terms of response speed, capacity (W), duration (Wh), location and

network configuration. From the point of short/long term investment view, the
project lead time shall be considered as PSH development needs long lead
time. Consultant shall identify locations and capacities of BSSE, and prepare
preliminary technical specifications for BSSE as a test case in
substations/power plants in target areas.
8) whether the recent emerging technologies such as AI and Block Chain can
potentially improve TEİAŞ transmission network planning, operations, and
maintenance.
9) review of existing legislations or enactments of legislation which will be
barriers and obstacles to implement Smart Grid Technologies and Systems.
Based on the review result, Consultant shall recommend revision of them to
accommodate Smart Grid Technologies and Systems.

Task-3: Analysis and Identification of New Ancillary Service Market Opportunity after
the Prospect Smart Grid Applications are introduced to the Transmission
Network

a. Consultant shall conduct a comparison review of existing Ancillary Service Market


and prospect new Ancillary Service Market in the future transmission system,
including the system voltage control (voltage support), the system frequency control,
the domestic scheduling, the inter-system scheduling, the reservation of transmission
security (e.g. contingency reservation) management during power trading agreement,
energy storage and discharge, and the system black-start.
b. Consultant shall conduct a prospect dynamic scheduling including metering,
supervision, IT hard and software system which are necessary to manage transmission
connected to generators and/or customers.

Consultant shall prepare and submit the New Ancillary Service Market Opportunity Report
including a set of recommendations.

Task-4: Cost Estimate and Investment Priorities for the Smart Grid Applications

a. Based on the Smart Grid Applications’ requirements under previous tasks to address
the gaps in the TEİAŞ Transmission Network, Consultant shall recommend
preliminary project cost estimates for Smart Grid Applications analyzed in this Study
options in the short, medium and long term with priorities based on system evolution.
The cost estimate shall be based on the Consultant’s experiences and knowledge of
industry quotes for the various items, and all material and installation works shall be
based on prevailing costs. Consultant shall closely work with TEİAŞ to develop
reasonable project cost estimation.
b. Upon the completion of the project cost estimates, the Consultant shall recommend
investment plan options to implement Smart Grid Applications. The investment plan
shall at least include overnight cost, licensing fees, and O&M, and corporate finance
scheme is assumed as alternative option for source of funds. In consultation with the

World Bank collaborating with TEİAŞ, Consultant shall divide investment plan into
three sub-investment plans having priorities: 1st sub-plan shall include the highest
priority investments within 1-3 years; 2nd sub-plan shall focus on medium term
investment requirement (3-5 years); 3rd sub-plan shall focus on longer term investment
requirements (more than 5 years).

Task-5: Final Report, Workshop, and Training

a. Consultant shall prepare and submit Final Report documenting all activities,
methodologies, and results from the activities, and this report shall consist of at least 3
kind of documents: summary statement report, full report, and presentation.
Consultant shall prepare and deliver two types of Final Reports to the World Bank.
One type is a comprehensive report of all tasks performed under this study as the Final
Report. This Final Report shall be organized according to the required tasks, and shall
include all deliverables and documents which have been collected and organized by
the Consultant and submitted to the World Bank as tasks’ deliverables. The other type
is a public version report in which sensitive information of TEİAŞ Transmission
Network such as potential specific project cost and site information and investment
plan, and any other sensitive information are curved out. These two types of Final
Reports will be disseminated as 5 hard copies in English and 5 hard copies in Turkish
respectively and as editable soft versions and PDF versions via e-mail or cloud
services. Consultant will be solely responsible and pay for the publishing and
translation services.
b. Consultant shall conduct a one-day workshop at a venue which Consultant selects in
Ankara for approximately 75 people consisting of the World Bank, TEİAŞ, MENR,
MTF, and other stakeholders to look forward. Consultant shall fully deliver and pay
for the venue and catering of the workshop. Design, printing and translation costs of
the workshop materials and simultaneous translator between English and Turkish shall
be incurred by the Consultant.
c. Consultant shall conduct a one-day hands-on training for TEIAS in Ankara which
shall include but not limited to software modeling and demonstration for smart grid
technology applications, envisaged additional and practical functions for operation
desk at NCC, protection relay setting, basic design of FACTS/BTB, and practical
operation scheme of BESS and PSH.

3. QUALIFICATION REQUIREMENTS

The selected Consultant will be a qualified firm or Joint Venture (JV) of firms that have
demonstrated significant experience and knowledge of needs assessments, research,
management, and operation of the smart grid which includes key technologies, modern
applications, operations, management, and dynamic simulation applied to transmission
network (>=220kV).

4. CONSULTANT COMPOSITION

Consultant shall present capabilities to carry out all aspects of the TOR, with a team including
minimum the following staff but not limited to:
 A Project Manager (PM) who is responsible for the effective management of the Study
and must ensure coordination with the World Bank collaborating with TEİAŞ. PM
also shall be responsible for the implementation of the duties.
 Transmission Network Expert with practical experiences of carrying out TSO’s
expansion plan and/or operation including Ancillary Service.
 Transmission Network Expert with experiences of carrying out load flow and transient
system stability analysis in transmission network level (at least 220kV class).
Preferable software packages are PSS/E and EMTP. 3-phase dynamic simulation is
mandatory requirement for differential relay with multi-phase reclosing scheme
analysis (See Appendix 1).
 SCADA/EMS Expert and Relay Expert with practical experiences of basic design
and/or implementation in transmission network level.
 Hydropower Expert with practical experience of design of the PSH power plant
electrical and control system.
 HVDC and/or FACTS Expert with practical experience of design and/or
implementation in transmission network level.
 Expert with practical experiences of designing or/and implementing Smart Grid
Applications and Technologies to transmission network mentioned in this TOR.

Other team member may consist of non-key experts who are deemed necessary for the
Consultant to implement this Study.

The Consultant administrator shall ensure that experts are adequately supported and equipped.
In particular, it must ensure that there are sufficient administrative, secretarial and interpreting
provision to enable experts to concentrate on their primary responsibilities. The Consultant
shall be also responsible for arranging the transportation and accommodation of the experts
when travelling to/in Turkey or other places when necessary. For meetings and site visits, etc.
out of Ankara, Consultant shall be responsible for its own arrangement and costs of the travel
and accommodation.

5. DURATION OF THE SERVICES

The project shall be finished by December 20, 2019.

6. WORKING ARRANGEMENTS

The Consultant will work from its home base and will participate in regular calls and video-
conferences, as needed. During the activity, four (4) missions are expected: inception
preparation, data collection & site visit, mid-term mission, and workshop & training mission.

While high speed reclosing is done at both ends simultaneously, medium speed reclosing is
done at source side firstly and then at load side secondly under the condition that all 3 phases
in an adjacent circuit have no fault and three CBs are closed when high speed reclosing is not
activated by some irregular conditions.
