Officers authorized to conduct Preliminary Investigation
Sec. 2, Rule 112) :
(a) Provincial or City Prosecutors and their assistants; (b) National and Regional State Prosecutors; and (c) Other officers as may be authorized by law. COMELEC has the power to conduct preliminary investigation of all election offenses punishable under the Omnibus Election Code Office of the Ombudsman- has the authority to investigate and prosecute on its own or on complaint by any person any act or omission of any public officer or employee, office or agency, when such act or omission appears to be illegal, unjust or improper. o Has primary jurisdiction over cases cognizable by the Sandiganbayan o Office of the ombudsman has full authority to issue subpoenas (and subpoenas duces tecum) for compulsory attendance of witnesses and the production of documents and information relating under its investigation The Presidential Commission on Good Government with the assistance of the Office of the Solicitor General and other government agencies is empowered to investigate, file and prosecute cases investigated by it (EO.
