Project The Project is Dili Urban Road: Delta |, Delta Il, Delta IV, and Manleuana b. Services The Services is Detailed Engineering Design of Dili Urban Road: Delta |, Delta Il, Delta IV, and Manleuana. c. The Employer The Employer is the Owner of this Project which is the Ministry of Public Works (MPW) of the Democratic Republic of Timor-Leste. ‘The counterpart government agency undér the MPW is the office of the Directorate General of Public Works (DGPW) and the Directorate of Roads, Bridges and Flood Control (DRBFC). The Entitle in charge for the project implementation is the Directorate Roads, Bridges and Flood Controls (DRBFC). d, Management of Activities The overall Management of Activities is led by a Project Manager appointed by the Employer under the guidance from the Employer and Project Steering Committee (PSC), PSC will consist of the representatives from the MPW, the Agency of National Development (ADN), the Directorate of Roads, Bridges and Flood Control (DRBFC), and the Ministry of Finance (MOF). e. Procurement Commission Procurement of the Consultant will be carried out by the National Procurement Commission (CNA). NPC will arrange pre-bid meeting, receive the proposals and propose the winner. Consultant The Consultant is the consulting company which has been determined the winner of the procurement process and who will sign the contract together with the Employer. g. Review Committee The Review Committee will review the conceptual street designs. The Directorate Roads, Bridges and Flood Controls (DRBFC) is the project supported through Capital Development financed by the Democratic Republic of Timor-Leste. The allocation budget in Capital Development along the 2019 fiscal year is aligning with the National Development Strategy 2011 — 2030. b. The implementation of National Transport Strategy is which to set ‘out improved road connectivity to the corridors as the municipal priority where has been completed, The strategy highlights the important role of roads in promoting the country's competitiveness and harmonious development through ensuring that the Municipal road network is connected efficiently to the corridors and existing bottlenecks are eliminated. ©. Proper-street designs are a critical element of a safe and efficient mobility system. At present, poor design is contributing to increased Toad safety risks, and maintenance requirements. Going forward, the Implementing Agency seeks to establish a street networks that offer convenience and safety to all users. Under the Model Roads Programme, the Implementing Agency will implement streets with high quality walking and cycling facilities, improved access to public transport and organised parking d, The project goal of the Model Roads Programme is to ensure equitable allocation of road space to walking and cycling collectively known as ‘non-motorised transport” (NMT). NMT modes provide basic mobility and affordable transport, and bring significant health and recreation benefits. Improving conaitions for NMT reduces the demand for travel by motorised vehicles and associated issues such as pollution and safety. NMT also provides crucial first-and- Last mile connectivity to public transport. e. The main task of Implementing Agency plans to redevelop streets with a combined length is about 5.80 km. The Impiementing Agency seeks Consultant to prepare detalled design of street that prioritise the role of walking, cycling, and public transport as key components of the overall transport system, resulting in better efficiency, reduced transport costs, lower pollution levels, and less time spent in congestion. f. The Consultant shall prepare detailed engineering designs for road rehabilitation of approximately 5.80 km of urban roads which would ensure an increase of usability and durability of the project roads, improvement of traffic safety and road user's comfort, incorporation of requirements of local community (social aspect), proper economic justification, and compliance of requirements for environmental protection, To the greatest possible extent the designs will be done under conditions of spatial limitations (context of the section) and limitations that result from the type of allowed construction and traffic interventions (legal grounds). The identified and recommended rehabilitation will be implemented as separate “build” contracts. g. The Republic Democratic of Timor-Leste (RDTL) through the Ministry of Finance has made available funds from the Infrastructure Fund (IF) to finance the detailed engineering design services. h. The Government of Timor-Leste expects to promote technology transfer either through joint venture between expatriate and local companies or by local companies’ employment of international and local staff
