To our distinguished guests and participants, Good morning to each and

every one!

It is my distinct pleasure to speak before you again today, I have always

been pleased by the hard works extended by all of you especially the
Center for Research and Development under the leadership of our very
dependable Director Jan Harold Terano and his staff. Maraming salamat
sa patuloy na pagsuporta sa mga adhikain natin upang pagibayuhin pa
lalo ang ating mga gawain para sa minimithi nating tagumpay para sa
lahat ng naririto sa CSPC.

The goal of the Center for Research and Development in addressing

regional and national Science and Technology concerns by
institutionalizing and integrating research-based programs in all
colleges is tantamount to our vision of promoting polytechnic
education at its best for Bicolanos and beyond for it will provide
solutions and technological advancement that our stakeholders needed
in attaining the best knowledge and skills towards Industry 4.0.

I admire our faculty researchers who indulge themselves into

researches amidst interrelated challenges brought by their hectic
schedules as teacher and heads of the family as well as facing and
adjusting to the so- called new - normal in the state of our educational
system, my salute to your commitment and dedication amid hardship
on the other hand, I assure you that we are on this together, the
institution and you the faculty researchers, I guarantee you of the full
support of the administration every step of the way.
We all know that Research is one of the mandates of higher education
institutions and CSPC as an institution of higher learning bravely
embraces the demand for research, not only to derive a benefit from
academic recognitions but more so to manifest the impact of the
institution to the community.

This means that we need to access the latest thinking on what works,
and ensure we have the best and latest metrics so we know when we
have succeeded. And it means listening to what society and academics
are telling us, and acting accordingly.

We cannot duck this challenge. Other universities are adopting

aggressive approaches to R&D investment, driving significant increases
in both public and private R&D performance.

Let me be very clear, this isn’t just something that affects Research and
Development. We are on the cusp of a major industrial revolution, and
the developments in emerging technologies, the demand is high and so
me must meet the mandate that we are faced to.

The technological revolution will stretch horizontally across our

economy – every institution will become a tech institutes of sorts. The
institution which take R&D most seriously will be the ones that survive
and prosper.

So, it is clear that we have to work harder – not just to keep pace with
fast emerging technological advances, but to make the most of the
huge opportunity that lies ahead of us. That is why, I want to see CSPC
commit to a long-term strategy for Research and Development
responsive to our mantra of excellence and transformation.
Seminars, trainings and conferences such as this, is our institution’s
initiative in creating a vibrant and diverse research system, with
support for world-class, blue-skies research in our institutes. This will
also provide you with updates that will guide you to improve the quality
of your research outputs toward a more productive and competitive
outputs. Moreover, CSPC thru CRD provides research funding and
incentives to further motivates our researchers to conduct studies that
will benefit the school and the community as well.

Today I have outlined our ambitions – to turn the creative spark of a

new idea into a roaring flame that drives professional and technological
growth in all parts of CSPC and turns us into a center of development
and innovations that is renowned all over Bicol region and beyond.

Let us strive for more for our dear CSPC, being at its best in some areas
will not put us in threshold of academic successes, it involves all areas –
instructions, production, extension and research. It also includes
commitment, dedication, determination and unity to achieve what we
want for CSPC – that is to be a Polytechnic State University of Bicol,
where the community can rely upon.
