WHAT IS ENVIRONMENTAL LAW?


Environmental law is the collection of laws, regulations, agreements and
common law that governs how humans interact with their environment.

The purpose of environmental law is to protect the environment and


create rules for how people can use natural resources.

Environmental laws not only aim to protect the environment from harm,
but they also determine who can use natural resources and on what
terms.

Laws may regulate pollution, the use of natural resources, forest


protection, mineral harvesting and animal and fish populations.

country's natural wealth. Towards this end, the State shall strengthen
cooperation and exchange of information between governmental
authorities and people who utilize caves and cave resources for scientific,
educational, recreational, tourism and other purposes.

SECTION 1. Short Title. - This Act shall be known as the “Philippine


Clean Air Act of 1999.”
SEC. 2. Declaration of Principles. - The State shall protect and advance
the right of the people to a balanced and healthful ecology in accord
with the rhythm and harmony of nature.
The State shall promote and protect the global environment to attain
sustainable development while recognizing the primary responsibility
of local government units to deal with environmental problems.
The State recognizes that the responsibility of cleaning the habitat and
environment is primarily area-based.
The State also recognizes the principle that “polluters must pay”

PHILIPPINE CLEAN AIR ACT OF 1999

Pursuant to the provisions of Section 51 of Republic Act No. 8749, otherwise


known as the "Philippine Clean Air Act of 1999," and by virtue of Executive
Order No. 192, Series of 1987, the Department of Environment and Natural
Resources hereby adopts and promulgates the following rules and
regulations

Section 1. Title. - These Rules shall be known and cited as


the "Implementing Rules and Regulations of the Philippine Clean Air Act of
1999."
Section 2. Purpose. - The purpose of these Rules is to provide guidelines on
the operationalization of the Philippine Clean Air Act of 1999.

10. THE ANIMAL WELFARE ACT OF 1998

Section 1. It is the purpose of this Act to protect and promote the


welfare of all animals in the Philippines by supervising and regulating
the establishment and operations of all facilities utilized for breeding,
maintaining, keeping, treating or training of all animals either as
objects of trade or as household pets. For purposes of this Act, pet
animal shall include birds.

13. An Act for Salt Iodization Nationwide (ASIN).

Section 1. Title. — This Act shall be known as "An Act for Salt
Iodization Nationwide (ASIN)."
Sec. 2. Declaration of Policy. — It is hereby declared the policy of the
State to protect and promote the health of the people, to maintain an
effective food regulatory system, and to provide the entire population
especially women and children with proper nutrition. For this purpose,
the State shall promote the nutritional fortification of food to combat
micronutrient as a priority health program for the nation.
14. Coconut Preservation Act of 1995

REPUBLIC ACT NO. 8048

AN ACT PROVIDING FOR THE REGULATION OF THE CUTTING OF COCONUT


TREES, ITS REPLENISHMENT, PROVIDING PENALTIES THEREFOR AND FOR
OTHER PURPOSES.

Section 1. Title. — This act shall be known as the "Coconut Preservation Act
of 1995."
Sec. 2. Declaration of Policy. — Considering the importance of the coconut
industry in nation building being one of the principal industries and one of
the largest income earners of the country, it becomes mandatory for the
Government to step-in and regulate the unabated and indiscriminate cutting
of the coconut trees.For reasons of national interest, it is hereby declared
the policy of the State to provide for the growth of the industry by embarking
on a sustainable and efficient replanting program
15. National Water Crisis Act of 1995

Sec. 1 Short Title. - This Act shall be shown as the "National Water
Crisis Act of 1995."
Sec. 2. Declaration of Policy. - It is hereby declared the policy of the
State to adopt urgent and effective measures to address the
nationwide water crisis which adversely allocate the health and well-
being of the population , food production and industrialization process.
16. Philippine Mining Act of 1995
REPUBLIC ACT NO. 7942

[AN ACT INSTITUTING A NEW SYSTEM OF MINERAL RESOURCES


EXPLORATION, DEVELOPMENT, UTILIZATION, AND CONSERVATION]

Section 1. Title. This Act shall be known as the "Philippine Mining Act of
1995."
Sec. 2. Declaration of Policy. All mineral resources in public and private
lands within the territory and exclusive economic zone of the Republic of
the Philippines are owned by the State. It shall be the responsibility of the
State to promote their rational exploration, development, utilization and
conservation through the combined efforts of government and the private
sector in order to enhance national growth in a way that effectively
safeguards the environment and protect the rights of affected
communities.
17. High-Value Crops Development Act of 1995
REPUBLIC ACT NO. 7900

AN ACT TO PROMOTE THE PRODUCTION,


PROCESSING, MARKETING AND DISTRIBUTION
OF HIGH-VALUED CROPS, PROVIDING FUNDS THEREFOR, AND FOR OTHER
PURPOSES.

Section 1. Title. — This Act shall be known as the "High-Value Crops


Development Act of 1995."
Sec. 2. Declaration of Policy. — It is hereby declared the policy of the State to
accelerate the growth and development of agriculture in general, enhance
productivity and incomes of farmers and the rural population, improve
investment climate, competencies and efficiency of agribusiness and develop
high-value crops as export crops that will significantly augment the foreign
exchange earnings of the country, through an all-out promotion of the
production, processing, marketing, and distribution of high-value crops in
suitable areas of the country.
18. Strategic Environmental Plan (SEP) for Palawan Act
REPUBLIC ACT NO. 7611

AN ACT ADOPTING THE STRATEGIC ENVIRONMENTAL PLAN FOR


PALAWAN, CREATING THE ADMINISTRATIVE MACHINERY FOR ITS
IMPLEMENTATION, CONVERTING THE PALAWAN INTEGRATED AREA
DEVELOPMENT PROJECT OFFICE TO ITS SUPPORT STAFF, PROVIDING
FUNDS THEREFOR, AND FOR OTHER PURPOSES

SECTION 1. Title. — This Act shall be known as the"Strategic


Environmental Plan (SEP) for Palawan Act."
SEC. 2. Declaration of Policy. — It is hereby declared the policy of the
State to protect, develop and conserve its natural resources. Towards this
end, it shall assist and support the implementation of plans, programs
and projects formulated to preserve and enhance the environment, and at
the same time pursue the socioeconomic development goals of the
country.
