INVITATION FOR ONLINE BIDS

1. Chief Executive Officer, Ludhiana Smart City Limited, Ludhiana invites online bids (on ESCO
(pay from Savings) from eligible bidders (Joint Ventures allowed fulfilling the eligibility
criteria as per RFP) for the below mentioned Project/Work(s) detailed in the following table.

3. The Bidding Documents can be down loaded from website:

http://www.etender.punjabgovt.gov.in under Department- Local Government department
4. For participating in the above e-tenders, the bidders shall have to get them registered with
http://www.etender.punjabgovt.gov.in and get user ID, password, Class3, digital signatures.

5. The bidders should keep checking the website for any addenda/corrigenda to the
notice/bidding documents till the date of on-line submission of bids, and the bidder should
incorporate the same in his bid documents.
6. The Bidding Documents can be downloaded after paying requisite fee i.e. Rs. 10,000/- through
e-payment mode, payable to “Ludhiana Smart City Limited”. The cost of bidding document is
non-refundable.
7. The document downloaded from website should not be tampered, and if any such tempering is
detected before or after the opening of bids, the bidder shall be penalized and may be
blacklisted.
8. Bids must be accompanied by Bid Security of the amount specified for the work in the above
table, payable to “Ludhiana Smart City Limited”.
9. Bidder must submit a self-attested copy of Challan issued by Bank / documentary proof in the
office of Chief Executive Officer, Ludhiana Smart City Limited, in respect of e-payment made
for the deposit of Bid Security. The Technical Bid will be opened after checking this challan/
documentary proof submitted by the bidder.
10. Bids must be submitted online through e-portal before the time specified in the table above (as
per server clock). The department does not take any responsibility for the delay caused due to
non-availability of internet connection or network traffic jam etc. for online bids.
11. Complete Bid (includes Technical and Financial) shall be received before the last date and time
for online submission of bids. Financial bids of technically successful bidder shall only be
opened on the date to be intimated later. A pre-bid meeting will be held on date, time and venue
as specified above and/ or in the RFP document, to clarify the issues and to answer questions on
any matter that may be raised at that stage as stated in Clause No. 1.3 of the bidding document.

12. For detailed qualification information and eligibility criterion of bidders, visit website
http://www.etender.punjabgovt.gov.in under Local Government Department. The document
should be uploaded on website and physical submission of the documents should be as stated in
the RFP.
13. All the payment i.e. Cost of bid document, Bid Security deposit, processing fee should be made
through online/e-payment only. Tender uploaded with any other mode of payment shall
summarily be rejected and no claim in this regard shall be entertained.
14. Technical bids will be opened on-line on the day & time as specified in the above table, in the
presence of the bidders who choose to attend. If the office happens to be closed on the date of
receipt of the bids as specified, the bids received will be opened on the next working day at the
same time and venue.
15. The bidder shall also submit the Technical Bid documents complete in all respect, exactly in the
same format similar to the one submitted on-line, in the shape of hard copies in hard bound
duly signed and stamped each and every page/document by the authorized signatory, duly
sealed and addressed in an envelope.
16. Conditional bids and the bids not meeting the qualifying criteria shall be summarily rejected.
17. The undersigned has the right to accept or reject any bid without assigning any reason thereof.
