In order to promote the mutual understanding, cooperation and exchanges in various fields between
China and other countries, the Chinese government has set up a series of scholarship programs to
sponsor international students, teachers and scholars to study and conduct research in Chinese
universities. China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of
Education of the People’s Republic of China (hereinafter referred to as MOE), is responsible for the
enrollment and the administration of Chinese Government Scholarship programs. Now, 279 designated
Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture,
Medicine, Economics, Legal Studies, Management, Education, History, Literature, Philosophy, and Fine
Arts for scholarship recipients at all levels.
4. EU Program
This is a full scholarship to encourage students from EU member countries to study and research in
China in order to promote mutual understanding between China and EU members. It supports
undergraduate students, graduate students, general scholars and senior scholars.
Applicants shall apply to the Office for Education and Culture, Mission of the P. R. China to the European
Union.
5. AUN Program
This is a full scholarship for the ASEAN University Network (AUN) to sponsor students, teachers and
scholars from ASEAN member nations to study in China and to enhance the academic exchange and
mutual understanding between China and ASEAN members. It only supports graduates.
Applicants shall apply to AUN Secretariat.
6. PIF Program
This is a full scholarship to sponsor students from Pacific island countries to study in China. It supports
undergraduates, graduates, general scholars and senior scholars.
Applicants shall apply to Pacific Islands Forum (PIF) Secretariat.
7. WMO Program
This is a partial scholarship (including a tuition fee waiver, free on-campus accommodation and
Comprehensive Medical Insurance) for the World Meteorological Organization (WMO) to sponsor
international students to study and conduct research in meteorology, hydrology, and water resources
supervision and management in China. It only supports undergraduates and graduates.
Applicants shall apply to WMO.
Duration
Chinese Government Scholarship covers both major study and Chinese language (preparatory) study.
The table below illustrates the duration of each program.
Instruction Language
1. Undergraduate scholarship recipients must register for Chinese-taught credit courses. They are
required to take one-year preparatory courses in one of the 10 universities listed below and to pass the
required test before moving on to their major studies.
Undergraduate scholarship recipients can apply for preparatory course exemption if they completed
their secondary education in Chinese or have a valid HSK certificate that meets the requirements of the
host university. Official documents from secondary schools or a photocopy of a valid HSK certificate
must be submitted for a preparatory course exemption application. Please NOTE that HSK results are
valid for only 2 years.
Entrusted by MOE, the following 10 universities offer preparatory courses to undergraduate scholarship
recipients. They are Tianjin University, Nanjing Normal University, Shandong University, Central China
Normal University, Tongji University, Beijing Language and Culture University, Northeast Normal
University, Beijing International Studies University, Capital Normal University, and the University of
International Business and Economics.
2. Graduate and non-degree scholarship students can register for either the Chinese-taught program or
the English-taught program if applicable. Program Search (By visiting http://www.csc.edu.cn/laihua or
http://www.campuschina.org) can help you find the program and university you're interested in.
Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take
Chinese language courses for one to two academic years to reach the language requirements of their
host universities before moving on to their major studies. Failure to reach the required language
proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one
year for majors in Science, Engineering, Agriculture, West Medicine, Economics, Management, Legal
Studies and Fine Arts, and be no more than two years for majors in Literature, History, Philosophy and
Chinese Medicine.
Scholarship recipients of the English-taught programs or those with adequate Chinese language
proficiency do not need to take Chinese language courses.

According to an agreement between the Chinese Academy of Sciences (CAS) and The World Academy of
Sciences (TWAS) for the advancement of science in developing countries, up to 200 students/scholars
from all over the world will be sponsored to study in China for doctoral degrees for up to 4 years.
This CAS-TWAS President’s Fellowship Program provides students/scholars that are non-Chinese citizens
an opportunity to pursue doctoral degrees at the University of Chinese Academy of Sciences (UCAS), the
University of Science and Technology of China (USTC) or Institutes of CAS around China.
Under the terms of the CAS-TWAS agreement, travel from their home countries to China will be
provided to the fellowship awardees in order to begin the fellowship in China (one trip only per
student/scholar). TWAS will select 80 awardees from developing countries to support their international
travel, while CAS will support the other 120. Visa fee will also be covered (once only per awardee) as a
lump sum of USD 65 after all the awardees are on site in China. Any awardee on site in China, the host
country, at the time of application will NOT be eligible for any travel or visa reimbursement.
Thanks to generous contribution of CAS, fellowship awardees will receive a monthly stipend (to cover
accommodation and other living expenses, local travel expenses and health insurance) of RMB 7,000 or
RMB 8,000 from CAS through UCAS/USTC, depending on whether he/she has passed the qualification
test arranged by UCAS/USTC for all doctoral candidates after admission. All awardees will also be
provided tuition and application fee waivers.
Any fellowship awardee who fails the qualification test twice will face the consequences including:
Termination of his/her fellowship;
Discontinuity of his/her doctoral study at CAS institutions;
Being provided with a certificate of attendance for the period of study undertaken in China but not a
formal doctoral degree.
Please note:
Applicants currently pursuing doctoral degrees at any university/institution in China are NOT eligible for
this fellowship.
Applicants CANNOT apply for both UCAS and USTC simultaneously.
Applicants can ONLY apply to ONE supervisor from ONE institute/school at either UCAS or USTC.
Applicants can only apply to one TWAS program per year, therefore an applicant applying to the 2018
CAS-TWAS President’s fellowship call will not be eligible to apply for any other TWAS fellowship in 2018.
2. FIND AN ELIGIBLE HOST SUPERVISOR AFFILIATED WITH COLLEGES AND SCHOOLS OF UCAS/USTC, OR
CAS INSTITUTES THAT AGREES TO ACCEPT YOU. See here for a list of eligible schools/institutes and
supervisors of UCAS and here of USTC.
You must contact an eligible supervisor and get his/her approval before applying for the CAS-TWAS
President’s Fellowship. Please send him/her an explanatory e-mail together with your CV, research
proposal and any other required documents when establishing the contact with the supervisor.
3. FILE YOUR FELLOWSHIP APPLICATION FORM VIA THE ONLINE APPLICATION SYSTEM.
A. Visit our official website for the fellowship online application system.
Create your own account, and follow the instructions to finish the online application form.
B. Prepare and upload the following supporting documentation to the fellowship online application
system:
Your regular passport which has at least 2 years’ validity (only pages showing personal and validity
details are needed);
Complete CV with a brief introduction of research experience;
Original copy of the certificate of university degrees held (both undergraduate and postgraduate;
graduates having just completed or about to complete their degree should provide an official pre-
graduation certificate showing their student status and stating the expected graduation date);
Proof of knowledge of English and/or Chinese;
Original copy of transcripts of both undergraduate and post-graduate education;
Detailed research proposal;
Photocopies of all the title pages and abstracts of maximum 5 published academic papers;
Foreigner Physical Examination Form (Attachment 1- find this at the bottom of this page)
C. Acquire TWO reference letters:
You must ask two referees (NOT the host supervisor, preferably TWAS members, but not a mandatory
requirement) familiar with you and your work to
1) upload their scanned reference letters (signed, dated and on official headed paper with contact
phone number and email address) to the fellowship online application system and
2) send the original hard copies to the UCAS/USTC fellowship office before deadline.
Reference letters in the body of e-mails will NOT be accepted! TWAS will not provide any information
e.g. e-mail addresses of TWAS members or liaise with TWAS members on behalf of applicants.
Please note:
1. All the above supporting documentation must be in English or Chinese, otherwise notarial translations
in English or Chinese are required.
2. Make sure the electronic version of supporting documentation is in the right format as requested for
the online application system.
3. If you are awarded the fellowship and are admitted by UCAS/USTC, you MUST present the original
hardcopy of your university certificates (both undergraduate and postgraduate), transcripts AND
regular passport to UCAS/USTC fellowship office upon your arrival in China, otherwise you will be
disqualified.
4. Your application documentation will not be returned whether awarded or not.
For admission application to USTC, you MUST also submit your information and required documents via
USTC online system following its instructions.
5. REMIND YOUR SUPERVISOR TO COMPLETE AND SIGN THE SUPERVISOR’S COMMENT PAGE
(Attachment 2 - find this at the bottom of this page) AND SEND IT TO UCAS/USTC BEFORE DEADLINE.
For UCAS applicants, please ask your supervisor to send the hard copy of Supervisor’s Comment Page to
the institute/college he/she affiliated with.
For USTC applicants, please ask your supervisor to email the scanned copy to
presidentfellow@ustc.edu.cn or send the hard copy to the Office of International Cooperation (229, Old
Library).

Applicants for graduate studies are encouraged to contact prospective supervisors prior to application
and send the Provisional Acceptance of International Student by USTC Professor (right click and save the
attachment) to the Office of International Cooperation of USTC together with other documents.
If you cannot find an accepting supervisor for accepting you, please first complete your online
application and USTC will help to send your file to professors in relating fields (Only if it is complete).
Step 2: Prepare the following application materials and send them to the supervisor who accepts you.

CAS The Belt and Road” Master Fellowship Program

Introduction
“The Belt and Road” Master Fellowship Program is launched in connection with the International
Outreach Initiative of Chinese Academy of Sciences (CAS).
It provides funding opportunities for up to 120 students/scholars from the countries along the Silk Road
Economic Belt and the 21st-Century Maritime Silk Road (the Belt and Road) to pursue Master degrees at
the University of Chinese Academy of Sciences (UCAS) around China up to 3 years.
Duration:
The funding duration of the fellowship is up to 3 years (with NO EXTENSION), divided into:
a) Maximum 1-year study of courses and participation in centralized training at UCAS, including 4
months compulsory courses in Chinese Language and Chinese Culture;
b) Practical research and completion of degree thesis at colleges and schools of UCAS or CAS institutes.

AGREES TO ACCEPT YOU.

Once you find an eligible professor of your interest, you must contact him/her, send an explanatory e-
mail together with your CV, research proposal and any other required documents to him/her, and
indicate that you wish to apply for CAS “The Belt and Road” Master Fellowship.
3. SUBMIT BOTH OF YOUR ADMISSION APPLICATION AND FELLOWSHIP APPLICATION VIA THE ONLINE
SYSTEM.
Applications for both admission and fellowship shall be submitted via the Online Application System for
International Students of UCAS (http://adis.ucas.ac.cn) which would be officially launched around Dec.
15, 2017. Please prepare and upload the following materials to the system. Make sure the electronic
version of supporting documentation is in the right format as requested for the online application
system.
Your regular passport which has at least 2 years validity (only pages showing personal and validity

Your recent full-face bust photo with 2-inch;
Complete CV with a brief introduction of research experience;
Original copy of Bachelor’s degree certificates;
Applicants who are still in the process of completing their bachelor’s degree upon the application

expected date of graduation.

Please note:
Applicants can ONLY apply to ONE eligible supervisor affiliated with UCAS faculty or CAS institute.
Please choose major, host supervisor and host institute cautiously before submission. After
enrollment at UCAS, applications for the change of these items are seldom considered.
Applicants must make sure that all the information filled and documents uploaded in the online
system are authentic and effective, otherwise they should undertake all the relevant consequences.
All the application documents must be in English or Chinese. If any of these are not available in
English or Chinese, original documents must be accompanied by certified English or Chinese
translations. All translations must be literal and complete versions of the original documents.
A lack of application documents or unsatisfactory documents will not be accepted and none of the
documents will be returned regardless of the application status.

Please keep safe of the original Admission Notice and Visa Application Form (JW202). They are essential
in the application for the Permanent Residence Permit upon registration. Please do not apply for visa
waiver or other types of visa.
Additional Information
Awardees must register at the time and place indicated in the Admission Notice. Otherwise, they
should apply for extension of their registration.
Awardees must show the original copies of Bachelor’s degree certificate and transcript to
International Students Office.
The duration of the fellowship is stated explicitly in the Admission Notice.
The fellowship can be retained for no longer than 2 months since the deadline of the registration.
Awardees receive monthly stipend from UCAS since the registration day. Those who register before
the 15th of a given month (including 15th) receive a full-month stipend, while those register after
the 15th of a given month receive a half-month stipend.
Registered awardees must abide by relevant rules and regulations of the universities, and attend
reviews and examinations, such as the qualifying tests on time. Awardees who fail review or
examination will be deprived of their fellowship or their fellowship will be suspended.
Any work produced and published by the awardees during the funding period of the fellowship
must be credited to the institute/school and the university where the awardees are enrolled.
Awardees are also required to acknowledge “Sponsored by CAS the ‘Belt and Road’ Master
Fellowship Program and CAS President’s International Fellowship Initiative (PIFI)” in written
dedication.

Beijing Government Scholarship: The Beijing Government Scholarship (BGS) was established by Beijing
Municipal Government, aiming to provide tuition fees fully or partially to the international students
studying or applying for studying in Beijing. Its administrative office is the International Cooperation
and Exchange Office of Beijing Municipal Commission of Educations, which is in charge of project
establishment, review, acceptance and daily management of the Beijing Government Scholarship
Program. The international students applying for the Beijing Government Scholarships shall normally
submit relevant materials to the universities in Beijing that he/she hope to apply by the end of February
every year.
For specific application means, you can consult the government departments and relevant institutions
responsible for dispatching students abroad in your country, Chinese embassies or consulates; you can
also visit the Web of Beijing Municipal Commission of Education (http://www.bjedu.gov. cn) to inquiry;
or directly apply to the universities qualified to issue such scholarship in Beijing.
Beijing municipal government announced on May. 8 that it will provide scholarships next year to
excellent students from countries along the Belt and Road routes for full time bachelor, master and
doctor degrees in 32 designated academic projects and subjects in the city.
The Belt and Road Scholarship is expected to cover the foreign students' tuition fees and living
expenditures in Beijing, which will attract more excellent overseas students and strengthen
education cooperation with their host countries.
An expert board chose 32 out of 93 academic programs and subjects for the scholarship - most of
which are the joint-education and inter-school exchange programs, including competitive courses.
The financial support will last from one to six years. The courses are taught in English.
The scholarship per year for doctorate candidates is, 40,000 yuan (US$6,021), graduates 30,000
yuan, and undergraduates is 20,000 yuan.
Confucius Institute Scholarship (2018)

For the purpose of cultivating qualified Chinese language teachers and facilitating the promotion of
Chinese language and culture, the Confucius Institute Headquarters (Hanban) launches “Confucius
Institute Scholarship” (CIS) to support outstanding students, scholars and currently employed Chinese
language teachers recommended by Confucius Institutes, independently operated Confucius Classrooms
as well as some HSK test centers (hereinafter to be collectively referred to as “recommending
institutions”) to study in Chinese universities and colleges (hereinafter referred to as “host institutions”).
ELIGIBILITY
All applicants shall be
a) Non-Chinese citizens
b) In good Physical and mental condition, well performed both academically and behaviorally
c) Aspired to take future careers on the teaching or international promotion of Chinese language.
d) Between the ages of 16-35 on September 1st, 2018. Applicants currently worked as Chinese language
teachers shall not exceed the age limit of 45, while undergraduate students shall not exceed the age
limit of 25.
B. Scholarship for Bachelor’s Degree in Teaching Chinese to Speakers of Other Languages (BTCSOL)
Commences September 2018 and provides scholarship for maximum four academic years. Applicants
must have graduated with a high school diploma, , and have a minimum score of 210 in HSK Test (Level
4) as well as 60 in HSKK test (Intermediate Level).
APPLICATION PROCEDURES
Online registration will be available from March 1, 2018 on the Confucius Institute Scholarship website
(cis.chinese.cn). Please log on to search recommending institutions and host institutions, upload
application materials online, track the application progress, feedback of review and admission results.
Scholarship holders need to confirm with the host institutions to go through the procedures of studying
in China, print out CIS certificate online, and register at host institutions at the designated date and time
as per the letter of admission.
OTHERS

Appendix 1
Confucius Institute Scholarship Coverage and Criteria
The Confucius Institute Scholarship provides full coverage on tuition fee, accommodation fee, living
allowance (four-week study students are excluded) and comprehensive medical insurance expenses.
a) Tuition fee is under the overall planning and utilization of host institutions to provide teaching and
management of scholarship students organizing cultural and social activities, as well as organizing
Chinese language proficiency tests. Tuition fee does not cover the textbook expenses and tourist tickets.
b) Accommodation fee is under the overall planning and utilization of host institutions to provide
students with in-campus apartments (usually double rooms). Students may also live off-campus upon
application and getting permission from the host institutions. Students who live off-campus are entitled
to accommodation allowance of 700 CNY per person/month paid on a monthly / quarterly basis from
the host institutions.
c) Living allowance is granted by host institutions on a monthly basis. The monthly allowance for
undergraduates, one-academic-year study students and one-semester students is 2,500 CNY per person.
For MTCSOL student, the monthly allowance is 3,000 CNY per person.
Students are required to complete enrollment procedures for every semester within stipulated period;
otherwise, their scholarship may be cancelled. Students who are enrolled before the 15th (or on the
15th) of the month are entitled to the full allowance of that month while those enrolled after the 15th
of that month are only entitled to half of the amount.
During the study period, for any student who is absent from China due to personal reasons for more
than 15 days (excluding winter and summer holidays), the allowance during absence will be suspended.
For students who suspend study or drop out of school for personal reasons, or who are given
disciplinary punishment by the host institutions, allowance will be terminated on the date of such
suspension, dropping out or when the decision of such punishment is announced.
The living allowance for the month of graduation will be granted half a month after the date of
graduation or expiration day of the study confirmed by host institutions.
Comprehensive medical insurance is purchased by the host institutions in accordance with relevant
regulations of studying in China stipulated by the Ministry of Education of China. Insurance fee per
person is 160 CNY for four-week study students, 400 CNY for one-semester students, and 800 CNY per
year for students engaged in program longer than one academic year.

China has seen a surge of foreign students with numbers hitting a record high of 256,000 in 2010, and
Chinese government launched the "Study in China Project" which plans to attract 500,000 foreign
students by 2020, after a series of bilateral educational cooperation programs are launched in 2010.
Under such circumstances, many outstanding Chinese universities and colleges have worked out their
own scholarship schemes to recruit excellent foreign students and attract scholars and instructors. A
variety of scholarships are available for applicants and they are expected to apply directly to their
university that they have chosen.
It is true that requirements vary with the university, but there are a few basic requirements that should
be known. It is required that applicants comply with the laws and decrees of the Chinese Government
and observe the rules and regulations of the related university, as well as be in good health condition.
Applicants are not able to be awarded any other kind of scholarship simultaneously. Those applying for
bachelor’s degrees are required to have graduated from a high school, those applying for master’s study
are required to own a bachelor’s diploma, and those applying for doctoral study are required to be a
master’s degree graduate, etc.
It is the type of scholarship that determines the application deadline. Usually, those intended to apply
for scholarships such as "Freshmen Scholarship”, "Degree Scholarship” and “President Scholarship” are
demanded to hand in application materials to the scholarship office of the university directly at least
three months before the beginning of each new semester. Other scholarships such as the “Outstanding
Scholarship”, “Yiersan Chinese Culture Scholarship” and "OEC Chinese Scholarship”, will be awarded
When they are studying at the university in light of students’ performance.
The universities are available for students to apply to and students should hand in their application
materials. Profiles will be comprehensively evaluated by the admission office taking charge of
scholarships and the qualified students will be approved by the outstanding group of the scholarship
office.
In most cases, students should submit the Application Form for Scholarship of the university. Applicants
are demanded to provide the following documents along with the application: a notarized copy of
highest diploma, a photocopy of passport, a passport-sized photo, and other

I. Applicants
International students applying to study in higher educational institutions in Shanghai
III. Categories
i. The Shanghai Government Scholarships (SGS) is classified into A and B types.
ii. Coverage
Type A includes tuition, expenses for accommodation and living, and medical insurance;
Type B includes tuition and medical insurance.
iii. Students that have won the Chinese Government Scholarship or any scholarship offered by other
organizations are not entitled to apply SGS.
V. Application
Students can log onto the Study in Shanghai website, (www.study-shanghai.org), which provides
information on universities, courses, application periods and procedures. Students can apply for the
scholarship on the website.

APPLICATION
Applicants shall apply directly to the HEIs in Shanghai once an academic year. Applicants who meet the
eligibility requirements could apply continuously.
Applications are accepted from January. For the specific application deadlines, applicants should consult
the relevant HEIs.
APPLICATION DOCUMENTS
The applicants must fill in and submit the following documents truly, correctly and completely:
a. Class B scholarship application form: The form should be duplicated in either Chinese or English.
b. Highest diploma (notarized photocopy): Documents in languages other than Chinese or English
must be attached with notarized translations in Chinese or English.
c. Academic transcripts: Transcripts in languages other than Chinese or English must be attached with
notarized translations in Chinese or English.
d. A study or research plan in Chinese or in English (1,000 words or above) shall be submitted.
e. Recommendation letters: Applicants should submit two letters of recommendation in Chinese or
English from professors or associate professors in the HEIs they graduated from.
f. Applicants for music and art are requested to submit the applicants’ own works according to the
specific requirements from the HEIs.
g. Please note that application documents will NOT be returned.
OTHER CLAUSES
HEIs and specialties:
All the HEIs and specialties that are qualified to accept international scholarship students certified by
China Scholarship Council are entrusted to educate students under Shanghai Government Scholarship
programs. For details please check the Guide to Study in Shanghai on the website of Shanghai Municipal
Education Commission (http://www.shmec.gov.cn/web/xxgk/shanghai/index.php)or check the
website of China Scholarship Council (http://www.csc.edu.cn).
