I think. Transparency means that decisions must be done in a manner that follows rules and regulation.

Transparency promotes Accountability, and Accountability cannot be enforced without transparency. Both are
responsible for those who will be affected by its decisions and actions.

Although there is a connection between transparency and accountability, I don’t think it is synonymous.
Transparency refers to conducting activities or giving information in a clear manner that is easily
understandable and directly accessible. On the other hand, accountability can be defined as being
accountable for one’s actions and to those who will be affected by the decisions and actions.
