EXPORTATION OF POSTAGE STAMPS Sec, 269, Exports of cancelled and/or uncancelled stamps. fo be exempt from export licensing requirements, e: ports of uncancelled (mint) postage stamps shall comply with the following conditions prescribed by the Central Bank of the Philippines (CB letter, Nov. 24, 1965): 1. Shipments with dollar proceeds: a. The Bureau of Posts may ship any quantity of un- cancelled postage stamps subject however to the con- dition that the said bureau shall furnish the Export Department of the Central Bank a copy of the quarterly report which it submits to the Department of Economic Research of the Central Bank, regarding its dollar receipts Zrom the sale of postage stamps. b. Private individuals or stamp dealers desiring to export uncancelled postage stamps shall before ship- nent present or submit to the Bureau of Posts, cither of the following: (1) For shipments already paid for, a copy of the bank deposit slip or bank certification re garding such advance payment; (2) For shipments not yet paid, an undertaking that the stamp dealer shall repatriate in instru- nents of international exchange the total value of hie exports within a period of 60 days from the date of shipment and liquidate the value of such export within ten (10) days from said re~ patriation. For shipments on cash, collection or consignnent basis, the payment must be arranged through an authorized asent benk, which must spe- cifically contract with the stamp dealer to buy the exchange proceeds and said dealer shall pre- sent a certification that payment has been made 4n an approved manner at the time of shipment. The proceeds from the sale of stamps (100%) shall be retained by the authorized agent banks for sale at the prevailing free market rate. c. The Bureau of Posts shall submit to the Export Department of the Central Bank within ten (10) days after the end of each month a list of such payments indiceting the name of the shipper, the consignee, the value of the postage stamps shipped, date of shipment and remarks es to the corresponding foreign exchange payments. Copies of the bank deposit slips or bank certifications evidencing payments made during the nonth Zor shipments during that month or for preceding months shall be submitted together with the report. 010721 a2s 2, Shipments without dollar proceeds: @. Shipments not exceeding P200.00 in value shall be allowed without any restriction. b. For shipments above P200.00, the sender shall present an endorsement from the philatelic club or association of which he is a member and in case of non-members, an affidavit stating the purpose of the shipment. A rerort of shipments falling under this category shall be submitted by the Bureau of Posts to the Export Department of the Central Bank within ten (10) days after the end of each month, 010722
