The manufacturer is responsible for all design work conceming the fire & heat detection and automatic exlinguishing panel leading fo a fully operational system. The FHS components shall be certified by a globally acknowledged agency {ike UL/FM JONV/TUY, fire and safety standards} meeting standards for fire alarm and safety system standards (like ENS4, NFPA72, and IEC 61508} 8 Scope of Work The scope of works the EPC of a fre protection system detection & extinction of the units mentioned in Chapler 4 “eleciical substation including underground cables, cooling towers, oil units and turbines” The following services are included in the Work, each of which is defined below: 8.1 Design and engineering 8.1.1 Conceptual design Contractor shall advise on site use and improvements, selection of materials, building systems and equipment, 5 well as provide recommendation on construction feasibility, availablity of materials and labour, time requirements for installation and construction, and factors related to cost including costs of altemative designs or materials, budget and possible economics, 8.1.2 Detail engineering Detail Engineering includes the completion of all engineering related activities (such as development of Single Line Diagram, Equipment Data Sheets and Safety in Design) and the development of detailed, non- overlapping specific scopes of work, including the specific deliverables. Fire & Heat Detection and Automatic Extinguishing System er Technical requirement The contractor shall: (a) Ensure all deliverables are produced to the intemational Standard and the required Nom & code. (b) manage the activities of all interdisciptinary interfaces for the Work, including civil, structural archilecluial, mechanical, piping, electrical, and instrumentation and controls; (c} Contractor shail assist in developing a battery limits interface, for coordination and execution of the Project, (d) prepare an execution plan for the Engineering services to be included in the project Execution Plan and issue such plan to the Owner for approval on or before the time set out in the Milestone Dates; and, (e) Provide on-going engineering support through completion of the Work. 8.1.3 Design basis memorandum (DBM) Contractor shall provide optimization studies and evaluation of technological process altematives to ensure minimal requirements are achieved. Deliverables for these types of Work may include, but are not limited to providing: (a) Preliminary process flowsheets complete with heat and material balances. (b) A complete set of preliminary Drawings for buildings, equipment and associated electrical, piping ‘and instrumentation systems; (c] A Project master schedule detailing engineering, procurement and construction activities, major milestones, major equipment lead times, permitting, and critical activities which shall be the basis for the dates in ail Project control documentation; and, DBM Engineering Services constitutes Contractor's requirements to review and accept the Final DBM Documentation delivered by Owner and prepared by others in accordance with the provisions of this Agreement. The expression "Final DBM Documentation” ‘means the design basis memorandum for the Project facility that comprises the design ‘basis, the project copital and specific engineering design deliverables and each of the other documents, in each case as approved, that are referred to in Article 5.XX DELIVERABLES", 19 =. Fire & Heat Detection and Automatic Extinguishing System Technical requirement 8.2 Procurement /expediting/logistics 8.2.1 Procurement includes the procurement of all tagged and non-tagged equipment and material necessary for the construction of the Work, including safety systems and other equipment and material required for completion of the Work. 8.2.2 Contractor shall include a plan for procurement services within the Project Execution Plan and Contractor shall conduct the procurement services in accordance with that plan. The Project Execution Pian shal set out the nature and extent, as well as the frequency, of the reporting that Contractor is to provide in relation to the performance of the procurement services. The Project Execution Plan shail also set out the matrix of the various matters relating fo the performance of the procurement services that require (Owner approval and the time periods within which Contractor requires @ response from the Owner, with material tems added to the Milestone Dates.under the terms of the Contract 8.3 constructions 8.1.1 The contractor shall perform all work as described in this scope of the Work and Owner's strategies, plans and procedures s0 as to provide all services required to construct, install, test and deliver a complete and operable facility. the Contractor shall provide all adequate and competent construction management, personnel, and supervision, staff, labour, construction planning, scheduling, documentation, construction quality, HSE and testing devices in order to complete the Work in accordance with the Standard of Performance. 8.1.2. the contractor shall be responsible for providing the following permits and approvals: fo} Alllicenses, approvals, permits to perform the Work: (b} Others 8.4 testing and pre-commissioning After the installation is complete, the contractor will conduct operating and commissioning tests. The equipment will be demonstrated to operate in accordance with the requirements of the specification. The system installation, testing and commissioning will be as per Local approvals and requirements. The fire alarm system will be completely programmed in accordance with Fire Department requirement ‘and a specialist from the manufacturer will attend and demonstrate the complete system. A company trained representative will personally supervise the complete installation and final testing of the system. All tests will be cattied out in the presence of the Client or persons authorized by the consultant / client, Upon the completion of the acceptance tests, the representatives wil instruct operatives in the proper 20 Fire & Heat Detection and Automatic Extinguishing System eee Technical requirement operation, maintenance programming, configuration, and testing of the system. The vendor will provide equipment and /or software which is necessary to cllow field modification of the programming and configuration, 8.5 commissioning and start up 9 Fire & Heat Detection and Extinguishing System The SIL cerlified (addressable) Fire & heat detection and extinguishing system is one of the risk reduction SIS, used in a place where there is potential chance of fire orloss of containment {release and / or heat accumulation) exist and pose a risk to employees, the public, the environment or the business assets. The Fire & Heat detection and extinguishing system shall be of proven technology to enable mitigation of hazardous conditions such as fire or loss of containment by performing three basic functions: > Detecting Hazard > Alert People > Initiating Action The above functions are described in more detail in the sections below. 9.1 Detecting Hazard Fixed fire, heat and smoke detection equipment shall be selected to meet the requirements of this document and to provide, within practical limits, the earliest detection of emerging or significant hazards, specifically + The presence of a fire + The presence of smoke from smoldering or incipient fires 9.2 Alert People The fre & heat detection system SHALL: ‘+ Alert the operator at a control center about any detected hazards, their approximate location and type of event; ‘+ Alert personnel inside vicinity of the hazard about detected hazard so that they can take appropriate and timely action and evacuate to a safe location: ‘+ Provide data about the fire & heat event at the emergency control points to facilitate management of the incident. 21 Fire & Heat Detection and Automatic Extinguishing System Sere Technical requirement Note: There may be the additional requirement to provide notification of emergency situations to local community services, e.g. fre brigades, civil defense etc. 9.3 Initiating Action The initiated action shall be automatic, excep! where humen action has been assessed for the facility and hazard type, and itis demonstrated that human action is an effective part of the mitigation process. The following actions shall to be implemented within a fire and heat system: * Toalert or wam off approaching manned transport (e.g. helicopters, boats) using audible and visual ‘+ Isolate and minimize the inventory of hazardous materials {which may contribute to escalation) in the affected area: ‘+ Minimize potential ignition sources by electrical isolation of non-essential equipment or equipment not suitable for use in the present hazard ‘+ Inifiate active fire protection systems, where applicable, within the response time required: ‘+ Minimize the ingress and spread of smoke within buildings or closed modules, where smoke may impair escape, refuge and evacuation; ‘+ Provide HVAC operation that is required for the detected hazard, where applicable, e.g. maintain module air flow when heat is present in the module. ‘+ Initiate restrictions of access, e.g. road blocks on and offsite. 10 System Description The Contractor shail provide and install the system in accordance with the project documentation, applicable codes and manufacturer's recommendations. The FHS shall be a dedicated Fire & Heat detection and Extinguishing System for interfacing with all FGS field devices and extinguishing units it also executes the fire & heat detection and extinguishing logic for facilities, Fire detection and extinguishing panes fre repeater panels, detection components, alorm components, activation and extinguishing devices, cables, other materials and their installation shall be approved by Civil Defense Department, Ministry of Interior and Concemed authorities having jurisdictions. The FHS contractor shall be registered with, and, on the approved vendor ist (AVL) of end-user and concemed authorities having jurisdictions. The fre & heat detection and extinguishing system shall meet the requirements and comply with the relevant Europe Standards (EN), National Fire Protection Association (NFPA) and Intemational Electro technical Commission (IEC) = Fire & Heat Detection and Automatic Extinguishing System ee Technical requirement The FHS system shall be SIL cerliied, meets the EN performance standards. Also certified to IEC 61508 and in compliance with IEC 61511 standards to perform FHS SIS applications. ‘The FHS system shall be suitable for 240 VAC, single phase, 50 Hz power supply and be completed with standby sealed lead acid gas-recombination type long life batteries and charger to provide a 24 VOC for detection and alarm system. Where the installation extends beyond more than one station the system in each station shall be self-contained with visual and audible alarms. A common fire & Heat alarm and common fault signal from each system shal be displayed on the control room repeater panel. For operating high load notification field devices, FHS must have redundant power supplies of 10, 20A and 40 depends on requirements.
