CENTRAL BUSINESS PORTAL (CBP)
Under the law, a Central Business Portal (CBP) is created by DICT to
serve as a central system to receive applications and capture
application data involving business-related transactions.

INTEGRATION OF PROCESSES TO THE CBP


for (1) business-related transaction including primary and secondary
licenses, and business clearance, permits, certifications or authorizations
issued by LGUs and (2) online registration or application systems
established by NGAs.

GC: Summary of Reforms
1. Data Sharing Agreement between DTI and TransUnion
The DTI will be sharing publicly available business data on sole proprietors
consisting of (a) business name; (b) business address; (c) owner’s name; (d) date of
registration; and (e) business type

2. Passage of Republic Act No. 11057 or the Personal


Property Security Act
• Preference of credits over specific movable property to all forms of security.
• A secured creditor may take possession of the collateral without judicial
process, if it is provided in the security agreement and the possession can be
taken without a breach of the peace.
• Contracting parties are free to enter into any form of security arrangements
over movable property.
