By vine of Article 31 of the WHO Constitution, as the chief technical and
administrative officer of the Organization and by virtue of such other authorities as have been
vested in me by decisions of the World Health Assembly and the Executive Board, and
farther to delegations of authority contained in the WHO Manual hereby delegate to you as
holder of the Office of EXD Health Emergencies Progranime, the authorities set out below in
‘order to implement the triple-bilion targets. In addition, these authorities are delegated to you
in consideration ofthe anetions entrusted to you, as EXD,

1, Asa strategic priority co-lead together with RD EMRO and RD AFRO, to ensute the
delivery of targets under Health Emergencies, providing at the same time oversigh of |
the relevant outsome end output networks including resolution of confits escalated
to your attentior
2. ‘To further allocate and shift the budget within the WHO Health Emergencies
Programme to support implementation,
3. To monitor both results and cost of achieving results against the approved budgets
lnder your esponsibility, and to provide regular reports explaining programmatic end
financial progress against planned results and agroed conporate targets under the
‘Compact (KPIs)
4. To strategically allocate funding made available to the WHO Health Emergencies
Programme and to ensure an equitable distribution of voluntary funding 0 he
‘outcome seross Major Offices,
5. To-approve workplans within the WHO Health Emergencies Programme,
6. ‘To further allocate and shift the Outbreak Crisis and Response (OCR) budget globally
in order to supprt the swift response to emergencies
Internal Governance
1, To convene relevant corporate networks for the three-evel delivery and pertinent
horizontal networks,To meet deadlines for the preparation and high-level clearance of Governing Body
documentation.
‘To ensure SOPs are being adhered to for the preparation of Goveming Body
documents
‘To approve the publication of Goveming Body documents when these only provide a
rogress update, eating to DDG or Chef de Cabinet as advised by LEG.
‘To approve technical meetings within your area of work, ensuring Value for Money's
principles are followed and coordinating staff participation,
‘To be responsible for the clearance of WHO publications, in collaboration with the
Chief Scientist when appropriate.

1. To incur expenditures, within your area of work, in accordance with the
Organization's Financial Regulations, Rules and procedures, This must include
‘ensuring that correct procedures are followed forthe selection of suppliers to ensure
value for money for the Organization, evidenced by proper acjudiation reports,
‘grants are fully aligned to programmatic objectives and procedures are followed to
censure accountability of grantees; and travel expenditures ate fully justified in
accordance with programme objectives as well as travel policies.
2. To ensure approval of focal and direct procurement beyond a maximum of $200,000
Per order requires a submission to the Contract Review Committee (CRC). The
eporting of CRC submissions has tobe recorded and sent annually tothe Office of |

be spent per order, provided availability of budget capacity and funding
