AM-CC/Cire-03/2020 Date: 06-10-2020 ‘Sub.: Measurement criteria for ash supplied to Road Project through MoU Corporate Vigilance Department has observed that different measurement processes are being mentioned in POs issued by different sites for reimbursement of cost of Ash transportation to Road Projects as per MoEF & CC Gazette notification. PO issued by C&M department of a station has been observed to be not in line with MoU format approved by Management and circulated by AM- CC. In order to bring in uniformity, all SSCs of the Regions / C&M of the stations are requested to adhere to the measurement norms mentioned in the MoU format issued by AM-CC vide circular dated 21-05-2020 while issuing PO for supply of ash to road projects under MoU route. The criteria ‘mentioned in the approved MoU are as under: + The authorized representative of —-- (Road construction department of State Govt/ Union Territory/ Govt. Road Construction agency) shall certify the quantity of ash received from NTPC---. In order to have better management and control on truck movement, number of trucks of ash received at construction site will be informed to NTPC ---- on daily basis. However, number of ash loaded trucks received at site will not be considered for the Purposes of reimbursement of excavation, loading, transportation and unloading cost of ash by NIPC.--., Payment towards reimbursement shall be based on the compacted volume measurement of embankment of fill area, as measured and duly certified by —-—- (Road construction department of State Govt./ Union Territory/ Govt. Road Construction agency) without multiplication of any other factor such as density of ash etc. (Ref. clause 5 of approved MoU) * The Rate for excavation, loading, transportation and unloading of pond ash/bottom ash will be based on prevailing Schedule of Rates of the respective State / latest Delhi Schedule of Rates (DSR), excluding contractor’s profit /margin / overheads, whichever is lower. Where such rates are not available, the same will be decided mutually by -----(Road construction department of State Govt/ Union Territory/ Govt. Road Construction agency) and NTPC ~---based on the rate derived through competitive bidding procedure for similar work at the same/other NTPC Stations. The derived rate will be inclusive of excavation, loading, transportation and unloading charges and no other expenses/charges like road taxes / toll / cess/ any other taxes/overheads etc, will be payable. This rate will be firm for the entire duration of the work and period. (Ref. clause 6 of approved MoU) (Road construction department of State Govt) Union Territory/ Govt. Road agency) will submit the bill”invoice for reimbursement of excavation, loading, transportation and unloading cost of /pond ash/bottom ash based on the quantity of pond ash /bottom ash used in road embankment work, measured and duly certified as mentioned in clause 3 above. NTPC ~ —- will reimburse the excavation, loading, transportation and unloading cost of pond ash / bottom ash to -------- (Road construction department of State Govt/ Union Territory/ Govt.
